HomeMy WebLinkAboutPCDC Resolution 2002-14 11/18/2002 RESOLUTION N0.2002-14 PETALUMA COMMUNITY DEVELOPMENT COMMISSION A RESOLUTION OF THE CITY OF PETALUMA COMMUNITY DEVEL®PMENT COMMISSION AUTHORIZING THE EXPENDITURE OF PCDC FUNDS FOR .EMERGENCY .REPAIRS, THE PREPARATION OF A STATION PLAN AND RELOCATION OF NCRA FIELD OFFICE WHEREAS, over the past fifty years, successive City Councils, civic groups; public agencies and private enterprises have expressed concern for the deterioration of the Petaluma Depot and an interest in the historic restoration of the structures; and WHEREAS, the North Coast Railroad Authority (NCRA) and the NWPY have an uncertain business relationship, leaving the Petaluma Depot. buildings vacant; and WHEREAS, the Northwestern Pacific Railroad Authority (NWPRA) Board has expressed support for entering into along-term lease of the Petaluma Depot buildings with the (Petaluma Community Development Commission) PCDC and asked that the PCDC work with SMART II, it's successor agency, to formulate a lease; and WHEREAS, the PCDC appropriated $550,000 for the Depot Project in the FY 2002-03 PCDC Budget; and WHEREAS, the NCRA has been unwilling to quitclaim the Petaluma railroad depot facilities unless other suitable space is provided at no cost; and WHEREAS, SMART has requested a Station Plan be prepared as a prerequisite for a lease of the Depot facilities; WHEREAS, consistent with California Redevelopment Law, the PCDC is desirous of preserving the Petaluma Depot buildings as a historic resource and leasing the facilities for the long term; and PCDC Resolution No. 2002-14 Page 1 WHEREAS, time is of the essence in undertaking emergency repairs to preserve the Petaluma Depot, NOW, THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission that: 1. The Commission hereby authorizes the expenditure of up to $50,000 in account 901-400-9040 (Petaluma Railroad Depot Restoration) for emergency repairs to the Petaluma Depot facilities; and 2. The Commission also authorizes the expenditure of up to $30,000 in account 901-400-9040 (Petaluma Railroad Depot Restoration) for the preparation of a Station Plan; and 3. The Commission further authorizes the expenditure of $18,000 annually for up to three years, in Account 901-400-9040 (Depot Restoration) to relocate the NCRA field office and storage offsite.
