Mayor Glass opened GENERAL PUBLIC COMMENT. 25

Ramona Faith, Petaluma Health Care District, spoke of the role of the Petaluma Health Center. 27

Ann Heatly, Petaluma, spoke regarding speeding cars on Madison and Ellis Streets and the 29
danger they present to McKinley Elementary School students. 30

John Ryan, Mentor Me Petaluma, urged Council not to reduce the hours/days of operation for 32
fireworks booths as Mentor Me and other non-profits depend on the money made from the 33
booths. 34

Pam Granger, Petaluma Coalition to Prevent Alcohol, Tobacco and Other Drug Problems, asked 36
Council to institute requirements for the Tobacco Retailer License (TRL) portion of the tobacco 37
control ordinance, the Tobacco Retailer Conditional Use Permit (CUP), the Alcohol Retailer CUP, 38
and to amend and expand the Social Host Ordinance. She also suggested that an ongoing 39
funding stream for enforcement of the Alcohol Related Nuisance Ordinance (ARNO) would be 40
to use the placeholder already in ARNO to assign an annual fee. 41

Bob Curry, Petaluma Coalition to Prevent Alcohol, Tobacco and Other Drug Problems, asked 1
Council to join neighboring communities in adopting a Tobacco Retailer License (TRL) as a key 2
component of monitoring youth access to tobacco products. 3

Diane Davis, Petaluma Coalition to Prevent Alcohol, Tobacco and Other Drug Problems, spoke 5
regarding the results of youth decoy alcohol purchase operations conducted in Petaluma by 6
the Sebastopol Police Department in cooperation with the Petaluma Police Department, calling 7
the results “dismal,” and said that funding must be identified for ongoing enforcement of the 8
Alcohol Related Nuisance Ordinance (ARNO). 9

Kathleen Stafford, Petaluma Parents Against Drugs, asked the Council to consider a “tourism 11
occupancy” tax to fund public safety. 12

Anna Simpson, Petaluma, told Council they need to make a bold statement that climate 14
change is real. 15

Angelo Sacerdote, Small Businesses for Affordable Housing in Petaluma, and owner of the 17
Petaluma Pie Company, spoke about how the lack of affordable housing is hurting small 18
businesses in Petaluma. 19

Bjorn Griepenburg, Member, Petaluma Pedestrian and Bicycle Advisory Committee, spoke 21
regarding updating the Bicycle and Pedestrian Master Plan. 22

Gerry LeLonde-Berg, North Bay Organizing Project (NBOP), described the services of SHARE 24
Sonoma County (Shared Housing and Resource Exchange), a program that creates affordable 25
housing, using existing housing, to help seniors remain home safely to age in place, and to help 26
prevent homelessness. SHARE facilitates secure home shares for home owners or renters with 27
those in need of housing. He also advocated for free transit passes for students and veterans. 28

Sarah Quinto, Committee on the Shelterless (COTS), spoke of the need for emergency shelters, 30
especially before more affordable housing is built. 31

Chris Stevick, Petaluma, urged Council to rebuild the trestle to increase tourism in Petaluma. 33

Sheila Baker, Petaluma, opined that cars and bicycles should not be allowed in the transit mall. 35
She agreed with Mr. LeLonde-Berg about free transit passes for students and veterans. 36

Mehtab Khan, Islamic Center of Petaluma, expressed concern about the current climate for the 38
Islamic community and asked the Council to adopt an “It Won’t Happen Here” resolution. 39

Marjorie Helm, Petaluma Community Relations Council, also spoke of the need for an “It Won’t 41
Happen Here” resolution. 42

Luke Entrup, One Petaluma, said the group was formed in response to a couple of incidents of 44
hate speech in Petaluma. He asked Council to adopt an “It Won’t Happen Here” resolution and 45
that the City not participate in mass deportations. 46

Police Chief Ken Savano announced that the Police Department will host a Citywide Town Hall 48
Meeting on Wednesday, February 15, 2017 from 7:00 p.m. to 8:00 p.m. at the Petaluma 49
Community Center, 320 North McDowell Boulevard, Petaluma. 50
