Summary Statement: The Interim Aerator Improvement Project prepared the City's wastewater oxidation

FOR
RESOLUTION ACCEPTING COMPLETION OF THE INTERIM AERATOR
IMPROVEMENT PROJECT
PROJECT NO. C501104
EXECUTIVE SUMMARY:
The Interim Aerator Improvement Project prepared the City's wastewater oxidation ponds for
removal of biosolids from Pond No. 1 and the Aerated Lagoon. Paulson Excavating, Inc. has
completed the Interim Aerator Improvement Project.
City Management recommends the City Council approve the resolution accepting the completion
of the project.
2. BACKGROUND:
Since utilization of the wastewater oxidation ponds began in early 1970s, biosolids have grown
in the aerated lagoon and Oxidation Pond No. 1. The Department of Water Resources surveyed
the biosolids in the aerated lagoon and Oxidation Pond No. 1, and determined the aerated lagoon
and Pond 1 were nearly full of biosolids. This diminishes the treatment capacity of the ponds.
The biosolids had to be removed.
In order for the biosolids to be removed, Oxidation Pond No. 1 would have to be temporarily
decommissioned and the wastewater flows would have to be temporarily re-routed directly into
Oxidation Pond No. 4 and around Oxidation Pond No. 1. To accommodate the removal of
biosolids from Oxidation Pond No. 1, the Interim Aerator Improvement Project included:
Relocation of four aerators from Pond No. 1 to Pond No. 4 to improve the treatment
capacity of Pond No. 4.
Installation of hardware and mooring cables for the relocated aerators.
Purchasing of four new aerators for future installation in Pond No. 1.
Installation of electrical connections.
Installation of conduit and routing electrical wiring, and performing modifications to the
existing motor control center.
Replacement of a failed transformer and associated electrical gear at the east gate of the
ponds.
The location is illustrated on Exhibit A.
Aerators are used to supply oxygen in the aerated lagoon and Oxidation Pond No. 1. The oxygen
is used by microorganisms for growth as the microbes eat the waste in the water as food. The
microorganisms grown through secondary treatment are called biosolids. This project provided

aeration in Pond 4 while biosolids were being removed from Pond 1. The Water Resources
Department completed removal of biosolids from Pond 1 in November 2005. The aerators will
remain in Pond 4 to increase the aeration capacity of the ponds until the new Ellis Creek Water
Recycling Facility comes on-line in 2009. After the new plant is in operation, the aerators will
only be needed to provide treatment during high flow events.
The Department of Water Resources and Conservation prepared the plans and specifications for
this project. The Notice Inviting Bids was issued on March 15, 2005. Bids were received and
opened on March 31, 2005. The contract was awarded by the City Council on April 18, 2005.
The new electrical conduit was installed and aerators moved in July, on time to facilitate the
biosolids removal from Pond 1. Replacement of the failed transformer was completed in January
2006 to accommodate PG&E's schedule. Construction photos are shown on Exhibit B.
The 10% retention is due and payable 60 days after the acceptance of the project.

The final contract cost is $310,000, which is funded by the Wastewater Funds. The construction
budget is $317,000.
CONCLUSION:
Following the acceptance of the project, the City Clerk will file a Notice of Completion with
Sonoma County Recorder and Finance Department will release the retention money to the
Contractor 60 days after the acceptance of the project.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Completion of the construction.
7. RECOMMENDATION:
City Management recommends that the City Council adopt the resolution accepting completion
of the Interim Aerator Improvement Project.
RESOLUTION ACCEPTING COMPLETION OF THE CONSTRUCTION CONTRACT
FOR THE INTERIM AERATOR IMPROVEMENT PROJECT
(PROJECT NO. C501104)
WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter,
Section 20162 of the California Public Contract Code and other applicable law, the City of
Petaluma solicited bids for the Interim Aerator Improvement project ("Project"); and
WHEREAS, bids for the Project were opened on March 31, 2005 in accordance with California
Public Contract Code Section 4105.5 and other applicable law; and
WHEREAS, the apparent low bid for the Project was the bid of Paulson Excavating, Inc. in the
amount of $274,964; and
WHEREAS, by Resolution No. 2005-058 adopted on April 18, 2005, the City Council of the
City of Petaluma found the bid of $274,964 for the Project to be the lowest responsive bid and
awarded the Project to Paulson Excavating, Inc. in the amount of $274,964 conditioned on
Paulson's timely executing the Project contract and submitting all required documents and
authorized and directed the City Manager to sign the Project contract on behalf of the City upon
such timely submission and to execute on behalf of the City any change orders and other
amendments to the Project contract that are necessary to effectively complete the project and/or
to realize the Project and/or cost benefits for the City so long as such change orders or
amendments do not result in an increase in excess of $42,000; and
WHEREAS, the following change orders affecting the Project amount have been approved:

WHEREAS, the final contract amount as amended including all change orders is $294,761.68;
and
WHEREAS, City staff have inspected the Project and determined that it has been completed in
accordance with the contract requirements subject to the Contractor's continuing warranty and
other obligations pursuant to the contract; and
WHEREAS, based on the foregoing, staff recommends acceptance of the Project on behalf of
the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as
follows:
The contract entitled Interim Aerator Improvement Project, Project No. C501104 with
a final contract amount of $294,761.68 is accepted as complete subject to the
Contractor's continuing warranty and other obligations pursuant to the contract.
2. The City Clerk/Recording Secretary is hereby authorized and directed to file a Notice
of Completion concerning the Project with the Sonoma County Clerk's Office within
ten (10) days of the date of this Resolution.
Staff are hereby authorized and directed to release all undisputed retention not subject
to pending change orders within sixty (60) days of the date of this Resolution and in
accordance with the terms of the Project contract, California Public Contract Code
Section 7107 and applicable law.
