Summary Statement: 2020-3700-54141 Name of Fund: General Fund, General Plan Administration — Professional Services As with many planning topics Petaluma has had a very active citizenry in the development of the Draft General Plan 2025. Beginning in late 2001 with community visioning, extending through parcel -specific studies on many topics (e.g. land use, water use, traffic generation, impervious ratios, etc.), extensive community involvement in the Draft Land Use Plan, and numerous workshops and hearings with all appointed Committees and Commissions, the work effort reflects the input of hundreds of citizens and appointed officials representing the Council and the community. As the new Council begins its governance of the community, including the adoption of the vision document to guide the City for the next twenty -plus years, this meeting offers the Council an opportunity to be brought current with the progress and work effort to date and to ask questions. The current schedule of continued hearings was distributed last week, but is recopied as an attachment to this report. At the conclusion of their public hearings the Planning Commission's recommendations will be forwarded within a red -lined draft General Plan for consideration and direction by the Council. BACKGROUND: In June 2001 the City Council authorized the revised budget and consultant services contract with Dyett & Bhatia to assist in the preparation of the next General Plan, anticipated to be a three to four-year work effort. The authorization allowed the General Plan Executive Team, made up of City department directors, to actively pursue the research necessary to inventory the community's assets and to work with the consultant teams to involve citizens in the kick-off visioning workshops as identified in the approved General Plan Scope of Work (both completed during 2001 and 2002). Changes to the contracts for greatly expanding the water related tasks resulted in the preparation of the following components and General Plan Appendix documents: Black & Veatch and West Consultants (Surface Water), West Yost & Associates (Groundwater), and Dodson (Water Demand & Supply Analysis, Recycled Water). The Land Use and Mobility Alternatives Report was presented to the City Council in February 2004 and released to the public. Two public workshops were hosted (March and April 2004) to receive public comment. A Notice of Preparation (NOP) for the General Plan Draft Environmental Impact Report (DEIR) was published and a Scoping Session was held in August 2004 to allow early public input into the content of the Environmental Impact Report. The Planning Commission worked through and agreed upon General Plan Guiding Principles. Based on the Commission's discussions and feedback a Draft Preferred Land Use Plan was prepared. The Planning Commission also hosted a total of ten public workshops from June 2004 through January 2005 for consideration of the Draft Land Use Plan. The City Council hosted six workshops from February through June 2005, resulting in numerous comments and direction for the Land Use Plan to be included in the Draft General Plan and discussed in the Draft EIR. The completion of the Draft Land Use Plan allowed the conclusion of all analyses of buildout impacts, including substantial work on water resource components, and the preparation of the draft General Plan. The Administrative Draft General Plan was received in February 2006 for review by City staff. Substantial rewriting and reformatting of the document occurred while the Administrative Draft Environmental Impact Report was being 2 Draft General Plan 2025 and Draft E!R 22Januaiy 2007 Paze 3 finalized. The Draft General Plan 2025 document was released in July 2006, followed by the Draft Environmental Impact Report in early September 2006. In the six months since publication, over thirty workshops and hearings have been held on the documents by the various appointed Committees and Commissions for review of the GP elements within their areas of authority. Hearings have begun at the City Council to facilitate early review and understanding of the complex documents. Although no direction has been requested from the City Council, questions have been posed and public input has been welcomed. Holding the Council's consideration of the Draft General Plan as formal public hearings assures the public that any comments offered constitute testimony as part of the public record. 3. ALTERNATIVES: A) Update of General Plan 2025 adoption progress is provided for Council information; comments are welcome, no action is requested. B) Provide direction amending the current schedule or process. 4. FINANCIAL IMPACTS: The budgeted authorization for Dyett & 13hatia has been nearly expended due to the extended time period for preparation and public participation. Preparation of the final documents will largely rest with City staff. Costs associated with the implementation of the General Plan 2025 will be addressed within the Implementation Plan, currently being drafted as part of the General Plan and Final ETR package. 5. CONCLUSION: The Planning Commission is wrapping up its review of the Draft documents; hearings are currently scheduled through February. At the conclusion of the hearings their recommendations will be forwarded within a red -lined draft General Plan for consideration by the Council. Continued City Council hearings are scheduled through March, when it is hoped that the City Council will provide direction toward the preparation of the final documents. 6. OUTCOMES OR PERFORMANCE A'IEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Staff will continue to facilitate the completion of the public hearing schedule for consideration of the Draft General Plan 2025 and Draft Environmental Impact Report. The Final General Plan 2025 and Environmental Impact documents will be prepared in accordance with direction received from the City Council following conclusion of the Planning Commission hearings. The Final documents will be presented to the Planning Commission and community for consideration and recommendation to return to the Council for consideration and adoption. 7. RECOMMENDATION: Update of General Plan 2025 adoption progress is provided for Council information; comments are welcome, no action is requested. The City's General Plan is a collection of goals, policies, and programs that will guide the development of Petaluma for the next 20 years and beyond. These hearings are integral in the General Plan adoption process and will give you the opportunity to understand the community s input into the drafting of the documents and participate in the plan that will guide development and ensure the quality of our community for generations to come. Following conclusion of the Public Hearing process, City staff and the consultant team will prepare the Final General Plan and Final Environmental Impact Report documents. Public hearings will be held by the Planning Commission and City Council on these documents before the EIR is certified and the General Plan is adopted by the City Council.
