Summary Statement:
In 1989 the City Council passed Resolution No. 89-258 disbanding the Senior Center Advisory Committee due to
a lack of participation. In 1993 members of the Petaluma Senior Center, working with the Recreation, Music and
Parks Commission, established a sub-committee to the Commission, representing the interests of seniors and
promoting senior programming. At the request of the City Council a recommendation is proposed for the City
Council to reinstate the Senior Citizen Center Committee as identified in the Municipal Code, Chapter 2. 70

Resolution Reinstating the Senior Citizen Center Conm1ittee
EXECUTIVE SUMMARY:
In 1989 the City Council passed a resolution disbanding the Senior Citizen Center Committee
due to a lack of interest. In 1993, interested seniors, working with members of the Recreation,
Music and Parks Commission, established a sub-committee to the Commission, representing the
interests of seniors. The sub-committee provided staff with recommendations regarding
progrannning and fundraising ideas for the Petaluma Senior Center. At the request of the City
Council, a recommendation is being made to reinstate the Senior Citizen Center Conm1ittee as
identified in Chapter 2. 70 of the Petaluma Municipal Code.
BACKGROUND:
Due to a lack of interest and attendance, the City Council in 1989 disbanded the Senior Citizen
Center Committee which was housed at the Petaluma Senior Center in Lucchesi Park. During
that period of time, programming at the Petaluma Senior Center was on more of a drop in basis.
In 1990 recreation programming improved with the appointment of a full time recreation
coordinator. In 1993 interested seniors approached the Recreation, Music and Parks Conm1ission
to establish a representative body of seniors. With the help of then City Council Liaison to the
Commission Bonnie Nelson and staff, a senior advisory sub-committee to the Commission was
established. Elections were held and an organizational struchtre was established. The advisory
committee starting meeting regularly, and currently meets monthly, with Recreation Coordinator
Don Streeper attending all meetings. There are cmTently seven members on the committee with
two altemates, all of whom participate in activities at the Petaluma Senior Center.
Activities that the existing committee is involved with include the planning of trips, programs
and classes; the planning and running of the annual Senior Expo; the planning and running of
monthly dances held at the Petaluma Conununity Center on Sunday aftemoons; creation of a
Cook Book as a fundraiser.
Members of the Senior Advisory Committee were instrumental in the planning of the expansion
to the Petaluma Senior Center, including the purchase of fumihtre and equipment using fi.mds
donated by seniors.
In addition to ongoing solicitation of program and trip ideas from members of the Petaluma
Senior Center, members receive updates from Recreation Coordinator Don Streeper who attends
the South County Senior Forum. The Senior Forum is a county wide networking organization of
agencies who deal with a wide variety of senior issues.
For all intents and purposes, the cmTent advisory committee fulfills all the duties of the
committee that was disbanded in 1989. The one advantage experienced by the advisory group
today is that seniors are more demanding about program opportunities, and are more willing to
participate in the planning and implementation of those activities.

ALTERNATIVES:
a. Approve the resolution reinstating the Senior Citizen Center Committee as requested by the
City Council.
b. Not approve the proposed action
FINANCIAL IMPACTS:
The financial impact is negligible. An advisory conm1ittee for senior activities currently exists.
The recommendation is to appoint the existing COJ1lli1ittee members to the reinstated Senior
Citizen Center Committee.
CONCLUSION:
In 1989 programming of senior activities was more of a drop-in nah1re and interest in working on
an advisory committee was negligible. As a result, the City Council disbanded the Senior Citizen
Center Advisory Committee. Since 1990 recreation progran1ming for seniors has grown,
resulting in the expansion of the Petaluma Senior Center in 2005. The seniors have worked with
the Recreation, Music and Parks Commission, establishing a sub-committee to the Conm1ission,
which is a sounding board for seniors regarding senior activities including classes, seminars,
trips, special events and educational seminars.
The existing senior advisory committee is performing the original duties as identified in the
municipal code, and considering the growth of senior populations in Petaluma, it seems
appropriate that they should repmi directly to the City Council as was originally envisioned.
RECOMMENDATION:
Approve the proposed resolution that reinstates the Senior Center Conm1ittee as established by
the Petaluma Municipal Code (Chapter 2. 70), and appoint the members of the current Petaluma
Senior Center's Advisory Committee to a one year tem1. At the end of the fiscal year, members
will be appointed to fill the one-and two-year slots as identified in the Municipal Code.

WHEREAS, there has been sporadic attendance and negligible input
from the current Senior Citizen Center Advisory Committee; and
WHEREAS, advertising for upenings on the Senior Citizen Center
Advisory Committee has produced no applications; and
WHEREAS, at their meeting of August 9, 1989, the Recreation,
Music and Parks Commission voted to disband this Committee;
NOW, THEREFORE, BE IT RESOLVED; That the Senior Citizen Center
Advisory Committee be disbanded.

CHAPTER 2.70
SENIOR CITIZEN CENTER
COMMITTEE
2.70.010 Establishment.
A senior citizen center committee,
consisting of seven members of the com-
munity, whose age shall be fifty-five or over
is established for the city. (Ord. 1701 NCS
§I (part), 1987.)
2.70.020 Terms of office.
The term of office for each of the
members of the commission shall be for two
years and no member shall serve more than
two consecutive terms.
The term of office shall commence as of
July I, 1988. The first three appointments
shall be for a term of one year only, and
thereafter the terms of those three members
shall be for two year terms. The terms of the
other four members shall be for two years
from the initial appointment as of July I,
1988. (Ord. 1701 NCS §I (part), 1987.)
2. 70.030 Organization.
Within ten days after the appointment of
the committee, it shall meet in regular session
and organized by electing from members of
the committee, a chairman and secretary, who
shall hold office for a term of one year.
Thereafter, the committee shall meet in
regular session not less than once every sixty
days, at a time and place selected by vote of
its members. The committee shall have the
right and duty to adopt such rules and
regulations as it shall determine appropriate
for the conduct of its meetings and the
selection of its officers and for the
performance of its functions and
responsibilities. The committee shall not
have the right to employ any person or incur
any expense or obligation without approval

2.70.040 Duties.
The committee will advise the city on the
overall administration, programming and
operation of the Lucchesi Senior Citizens
Center. Such advice shall include the
following matters:
A. Programs for seniors at the center;
B. Recruitment of volunteers;
C. Facility operation;
D. Recruiting community involvement for
donations at the center; and
E. Any other advice deemed necessary by
any of the members of the city staff.

2. 70.050 Vacancies.
Upon the death, resignation, disability to
perform the duties of a member of the
committee, or upon the loss of permanent
residency from the city, or upon the failure to
attend any of the meetings of the committee
for three consecutive regular meetings, except
in case of illness or for some other
unavoidable cause, the city council shall
review and if found to be appropriate, declare
the office of such member vacant and
thereupon appoint some qualified per~on to
fill such vacancy for the unexpired term of
such member. (Ord. 1701 NCS §I (part),

2.80.010 Establishment.
A tree advisory committee consisting of
seven members is hereby established for the
city. (Ord.l874NCS §I (part), 1991.)

18 WHERESA, the City Council disbanded the Senior Center Advisory Committee in 1989
19 due to a lack of participation; and
20
21 WHEREAS, in 1993 members of the Petaluma Senior Center, working with the
22 Recreation, Music and Parks Commission established a sub-committee to the
23 Commission to represent the interests of seniors and to promote senior activities;
24 and
25
26 WHEREAS, members of the Senior Center Advisory Sub-Committee have been very active
27 in working with staffto promote senior activities, classes and trips; and

29 WHEREAS, there has been expressed interest from the City Council to re-instate the
30 Senior Citizens Center Committee.

32 NOW, THEREFORE BE IS RESOLVED, that the City Council of the City of Petaluma
33 does hereby re-instate the Senior Citizen Center Committee as established by the
34 Municipal Code (Chapter 2. 70), and does hereby appoint the following current
35 members of the Senior Center Advisory Sub-Committee as members of the Senior
36 Citizen Center Committee to serve interim terms to conclude on June 30, 2007: Stan
37 Conn (Chair), Lorraine McEvoy (Secretary), Virginia Anderson, Flo rein Caple,
38 Margaret Enea-Patrizi, Rene Hughes, Gloria Naylor, Sharon Linder (Alternate),
39 Hal Warren (Alternate).
