Account Number: NIA Amount Budgeted: $0 Name of Fund: N!A Attachments to Agenda Packet Item: Summary Statement: On September 9, 2002, responding to public concern over methods used to prioritize work performed on Petaluma's streets, the City Council appointed eleven residents to a Citizens Committee for Road Maintenance Improvements and Reconstruction (later referred to as the Citizens Advisory Committee on Street Improvements) ("the Committee") (Resolution No. 2002-152). Petaluma had recently received an average pavement condition rating in the low 40's, the lowest in Sonoma County. In June of 2003, after diligent study, the Committee presented to Council its priority list for rehabilitation of street segments, recommendations for developing a comprehensive street repair program, and analysis of possible revenue sources. The Committee's list proved particularly useful to staff in its planning process, and did much to quell public concerns about any favoritism in the decision-making process. On September 15, 2003 (Resolution No. 2003-186), the Committee presented and Council adopted formal policy and procedures to govern the process of street selection for improvements and standard construction practices. At the suggestion of a Council member, the Citizens Advisory Committee was re-convened on March 15, 2006, to consider the progress to date, compare results with original recommendations, and ISSUe further recommendations. At that time, six of the original group volunteered to return. In the time between the Committee's presentations to Council in 2003, and its refonnation in 2006, a great deal of rehabilitation work had been performed on City streets, resulting in a rise in the PC! to the 60's range. Since that time, the City's CIP Program has focused primarily on citywide arterials and collectors, with minimal emergency funding available for only the most badly deteriorated streets. However, more balance between annual maintenance and capital programs has allowed the City to retain and consistently improve its average PC!, which is the over-all goal. This, in addition to greater staffing resources working toward a more comprehensive street program, and a more favorable public perception, have combined to lessen the need for a Committee update at this time. Dir: Reviewed by Citv Attorney: Annroved Ju; Citv Mana!!er: Date: I\\-...{ 0 1 Qj Date: ~~ fL.._ n.· Date: RESOLUTION DISSOLVING THE CITIZENS COMMITTEE FOR ROAD MAINTENANCE IMPROVEMENTS AND CONSTRUCTION ("CITIZENS ADVISORY COMMITTEE ON STREET IMPROVEMENTS") WHEREAS, on September 9, 2003, in Resolution No. 2002-152 N.C.S., responding to public concern over methods used to prioritize work performed on Petaluma's streets, the City Council appointed eleven residents to a Citizens Committee for Road Maintenance Improvements and Reconstruction (later referred to as tbe Citizens Advisory Committee on Street Improvements) ("tbe Committee"); and WHEREAS, in June of2003, the Committee presented its findings to Council, which proved useful to staff in its planning process, and quelled public concerns; and WHEREAS, on September 15, 2003, by adopting Resolution No. 2003-186, tbe City Council adopted the Committee's recommendations for policy and procedures to govern the process of street selection for improvements and standard construction practices; and WHEREAS, at tbe suggestion of a Council member, the Committee was re-convened on March 15, 2006 to consider the progress of street rehabilitation to date, compare results witb original recommendations, and issue further recommendations; and WHEREAS, a great deal of rehabilitation work has been performed since the Committee's formation, which has brought tbe City's pavement condition rating up into the 60's, and the City now has greater staffing resources with which to achieve a more balanced street improvement program, so the need for continuation of the Committee at tbis time has diminished. NOW THEREFORE, the City Council oftbe City of Petaluma hereby dissolves the Citizens Committee for Road Maintenance Improvements and Reconstruction formed on September 9, 2002 (also referred to as tbe Citizens Advisory Committee on Street Improvements) and commends Committee members for their invaluable service to the City.
