Funding has been allocated for the removal of lead paint and repainting of the bridge, and replacement of the trunnion pin. All affected departments support the closure of the bridge to vehicle and boating traffic for a 30 to 40 working day period, with measures taken to allow emergency vehicles to continue to use the bridge during the closure. EXECUTIVE SUAIN1ARY: A project is currently in design for maintenance and repair of the D Street Bridge over the Petaluma River. Funding has been allocated for the removal of lead paint and repainting of the bridge, and replacement of the trunnion pin. The design consultant firm has provided an estimated work schedule of 30 to 40 working days for the painting and pin replacement activities. Representatives from various City departments met to collectively decide the most effective method in which to execute the project.. All affected departments support the closure of the bridge to vehicle and boating traffic for a 30 to 40 working day period, with measures taken to allow emergency vehicles to continue to use the bridge during the closure. 2. BACKGROUND: In 2000, the D Street Bridge was closed for a seismic retrofit and was placed in the upright position for approximately thirty (30) working days. Before the project began, an extensive public relations campaign was executed to alert and educate the community about the bridge project and history, as well as the anticipated traffic impacts. There was concern then, as there is now, that with closure of the D Street Bridge to vehicle traffic, the corresponding area of Petaluma Boulevard will be continuously congested, the community will be inconvenienced and Emergency Services will not be able to respond to calls effectively. For reference, the Average Daily Traffic (ADT) for the D Street Bridge in 2000 was 22,000; ADT is now 18,000. The current project, now in the planning and design phases, will replace the original trunnion pin and remove hazardous lead paint. This project requires two separate activities: 1) painting, which requires encapsulation, and 2) pin replacement. In order to encapsulate the work, a framework will be built on the bridge and sealed so that the lead paint being removed, and new paint being applied, do not contaminate the surrounding air, soil and water environments. When a framework surrounds a work area, Caltrans strongly recommends that a temporary concrete barrier (K -rail) be placed between moving traffic and the work area. Unfortunately, the use of IC -rail, and the added difficulty of maintaining leak -proof encapsulation, precludes the bridge from being raised while performing paint related tasks. During the pin replacement there will be a short time in which the pin will not be in place and without the pin, the bridge has no pivot point on which to rotate and rise. The bridge will be secured into place and passable by vehicle traffic; however, frequent one -day closures will be required. A project traffic planning meeting was held December 13, 2006. At least one representative from all affected City departments and divisions met to discuss concerns and solutions for traffic handling during the D Street Bridge project. While a representative from the Transit Division did not attend, the division was consulted. The impact of the D Street Bridge closure to public transit systems is expected to be minimal and will be mitigated. At the meeting, three different traffic scenarios were identified to support the project execution: full closure, one-way traffic control and two-way traffic control. Informational items supporting and criticizing each scenario were listed and presented to the traffic planning meeting attendees. When summarizing these items, a certain trend was identified: the more traffic added to the bridge during construction, the more difficult the execution of the project will become, which will decrease work day efficiency; therefore, extending the project construction schedule. The longer the construction schedule, the longer the traffic controls will need to be in place which will prolong the increased traffic congestion. It is staff's opinion that to minimize impact on the traveling public, an uninterrupted 30 to 40 working day bridge closure would be the most effective. During the traffic planning meeting, both the Police and Fire attendees suggested that while the bridge is closed to vehicle traffic, if emergency vehicles could still be allowed to pass, it would remove the concern for effective emergency response times. All attendees of the traffic planning meeting agreed that this scenario could be successful. Appropriate measures will be taken to keep general traffic off the bridge at all times, while allowing Fire and Police vehicle access during most of the construction process. The specifics of the traffic plan will be finalized by the design consultant firm following City Council comments of City staff's presentation. Both painting and pin replacement activities will prohibit the bridge fiom rising. Water traffic will be severely limited to the smallest vessels due to additional framework installed under the bridge. Public Works has secured a permit from the US Coast Guard to close the waterway to boating traffic for 30 working days. The Coast Guard has indicated that, with approval of the local boating community, the permit can be extended as needed. Staff intends to approach the Petaluma River Authority soon after this discussion with City Council to present this project plan and additional Council commentary. The Coast Guard will be notified in writing of the subsequent discussions. 3. ALTERNATIVES: A. City Council concurs with City staff assessment. B. City Council provides commentary to City staff to adjust assessment. C. City Council rejects City staff assessment. 4. FINANCIAL IMPACTS: Minimal cost increase over the current engineer's estimate is based on a full traffic closure. With City Council input on this discussion, a more specific estimate can be calculated and value engineered as necessary. 5. CONCLUSION: Following the presentation, comments will be incorporated into the project documentation and specific project traffic plans will be added to the plans, specifications and estimates. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: The project is completed in the estimated timeframe without incident of safety and unnecessary delay to emergency services. 7. RECOMMENDATION: City Council concurrence with City staff assessment for utilizing full vehicular traffic closure with emergency vehicle passage.
