BACKGROUND: Notices of vacancies were published in the Petaluma Argus -Courier on December 27, 2006 and January 3, 2007, and on the City's Web Site. The attached "Get Involved" flyer was distributed at City Hall and the Petaluma Community Center and was sent out via the City's listserve service. The deadline for applications was Friday, January 12, 2007 at 5:00 p.m. The City Clerk's Office was notified that the Heritage Homes representative to the Historical and Cultural Preservation Committee (Historic SPARC), Corinne Farez-Demil, wished to resign her position. Subsequently, we received a letter from Heritage Homes recommended Marianne Hurley as a replacement. We also received information from Sandy Cooper, the Director of the Sonoma County Library, explaining that it is to the Sonoma County Library Conznsission that Council actually appoints a citizen (the Library Advisory Boards are appointed by the Commission). Ms. Cooper included information about desirable characteristics in appointees to the Commission. That information is included in this packet. ALTERNATIVES: Council could decline to make appointments at this time, direct staff to place additional advertisements seeking applicants, and reschedule the appointments for a later Council Meeting. 4. The Lynch CreekTrail beside my home is a joy I would like to spread to more Petalumans. It connects directly with Monroe School, passes close to McKinley School, and provides an excellent path to reach the JC campus. It's access to downtown will be improved when it crosses Lakeville Blvd. I have presented ideas to the Committee for new Class I trails using the P&SR (Petaluma Trolley) right of way. These could be implemented at very low cost and have been incorporated in the Bicycle Plan. l believe a fine trail could be built connecting Lynch CreekTrail with the SMART trail, and the pro- posed Riverwalk, along the east side of Petaluma River. It would improve access to the park proposed near Lynch CreekTrail. Biking is a pleasure and a healthful exercise I wish more Petalumans would learn to enjoy, and I would like to work toward providing them more ways to do so. Is there any other information that you feel would be useful to the City Council in reviewing your application? I love Petaluma. This is the third time I have chosen to live here. Cooper Library Director SMC: pc Enclosure Sonoma County Library FACT SHEET ON THE JOINT POWERS AUTHORITY Joint Powers Authority Under California law, if authorized by their legislative or other governing bodies, two or more public agencies by agreement may jointly exercise any power common to the contracting parties. The Joint Powers Agency is an agency or entity that is separate from the parties to the agreement and is responsible for the administration of the Joint Powers Agreement (JPA). Sonoma County Library is a public agency created by the joint exercise of powers of the County of Sonoma and the Cities of Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa, Sebastopol, Sonoma, and Windsor. Sonoma Countv Library Commission The Library Commission is the governing board of the Sonoma County Library, The JPA states that the Library Commission "...shall have excursive jurisdiction over the maintenance and operation of the librar)i. " Furthermore, the Library Commission "...shall have the supervision, care and custody of all property for the Library, including rooms. or buildings constrtccted, leased or set apart therefor. " Other Library Commission powers are: ■ To make and enter into contracts • To employ agents and employees ■ To acquire, construct, manage, maintain or operate any buildings, works or improvements ■ To acquire, hold or dispose of property • To incur debts, liabilities, or obligations of any of the parties to the joint powers agreement ■ To issue revenue bonds or revenue -type_ bonds to the fullest extent not prohibited by law • To sue and be sued ■ To adopt policies, rules and regulations for personnel relations, employment, and administration Library Director The Library Commission appoints the Library Director, who functions as the Sonoma County Library FACT SHEET ON THE JOINT POWERS AUTHORITY p. 2 County Librarian. "The library director shall, subject to the general rides adopted by the Cornrrlission, build zip and manage, according to accepted principles of library ntanagezzent, a library for the use of the people of the County, and shall, subject to budgetary limitations, determine what books arud other library equipment shall be purchased, " The whole is greater than the sum of its carts In 1975, the Sonoma County Library JPA members created a countywide public library system in order to mitigate disparate tax rates, achieve efficiency, and provide a uniformly excellent level of public library service to the residents of Sonoma County. This could very likely never have been attained individually. Delivering uniformly excellent levels of public library service does not rest as much on distributing resources equally or uniformly throughout the county, as it does on centrally managing and distributing resources effectively. What makes the Sonoma County Library really effective in the delivery of services is not the buildings or collections in the various communities, as much as the tools for sharing and delivering resources throughout the county. The most obvious resource sharing and delivering tool is the automated integrated library system. It is used to register borrowers, track loans, locate materials, place holds, generate reports and notices, and account for book fiends. Closely related is the management of the Internet server and the Library's website. The intra -system van delivery service is critical to fast and efficient resource sharing throughout the county. The economies of scale of a large organization permit a much higher degree of specialization and division of labor that would be most difficult to achieve in a smaller organization. Computer technicians, graphic artists, and reference librarians with many specialties (such as local history, genealogy, business, law, and wine industry) would all be difficult to field in a small or stand-alone library. Everyone in the entire county benefits from the experience and knowledge of Sonoma County Library's 50+ professional librarians. My years of experience in public education have given me knowledge of how public institutions work. I know the ever constant pulls of need versus financing and how important it is to chart a clear course for spending. I served on the Petaluma School District negotiations team for many years which has given me experience in labor - management relations. Much of this experience was collaborative, rather than confrontational, and was therefore quite successful. I was the Petaluma School District's first mentor teacher for technology and have been interested in the role of computers as an information source. Also, I have taught computer classes for Santa Rosa Junior College and would bring my knowledge in this field the Library Commission. I have lived in Petaluma since 1968 and seen it grow from a one stop light town to the city it is today. I have lived much of its history, have walked the streets for candidates and issues, and even spoken to the City Council on occasion to express my opinion. I have roots here, raised my children here. I am committed to the Petaluma Library being a vital part of the community and feel as if I could represent the interest of our city on the commisslon. Finally, strange as this might sound, I have served on many committees both in and out of education throughout the years and enjoy the working together to solve problems. I have served on the Petaluma Library Advisory Hoard (LAB) for twenty years and acted as chair for at least 10 years. I am committed to the Petaluma Library and to the Sonoma County System. The years I have served on the LAB have exposed me to the issues that both our branch and the library system in general have had to face. The issues of funding, facilities, maintenance, keeping up-to-date which technology, collections, staffing, meeting the needs of the public, and program have all been areas we have had input on over time. I would like to take my years of experience to a deeper level. The Library faces many challenges as it heads into the 21st Century I would like to be a part of helping to find solutions to those problems. My objective would be to: work to keep the Sonoma County Library System strong and flexible to meet ever changing needs, to represent the people of Petaluma, and to act as a liaison between the City of Petaluma and the Sonoma County Library System as spelled out in the Joint Powers Agreement.
