Agenda Item #S.A DATE: June 2, 2014 TO: Honorable Mayor and Members of the City Council FROM: Claire Cooper, City Clerk~ SUBJECT: Resolution Appointing Individuals to City Commissions and Committees RECOMMENDATION It is recommended that the City Council adopt the attached resolution appointing individuals to City commissions and committees. BACKGROUND Terms are expiring June 30, 2014 for members of various City Commissions and Committees. Additionally, there is an unexpired tem1 on the Tree Advisory Committee due to a resignation. DISCUSSION Press releases were sent to the Petaluma Argus-Courier, Press Democrat, and Petaluma Patch, all of which published stories regarding the upcoming appointments. The attached "Get Involved" flyer was distributed at City Hall, the Petaluma Community Center, and the Petaluma Library. Information was posted to the City's website and Face book page. Email notices were sent to current members with terms expiring June 30, encouraging them to apply for reappointment, or appointment to another body. The deadline for applications was Thursday, May 22, 2014, at 5:00p.m. The Petaluma Area Pilots Association (PAPA) was asked to provide a Jetter recommending an individual for appointment as their representative to the Airport Commission. Similarly, the Petaluma Museum Association and Heritage Homes of Petaluma were asked to provide their recommendations for representatives to the Historic and Cultural Preservation Committee. All three letters are attached. FINANCIAL IMPACTS Costs are limited to staff time to prepare materials for the recruiting of volunteers, and are contained within the operating budget. I'm very interested in protecting the interests of the average general aviation pilot who, like me, has a love of flying and can barely afford it. Too many people don't understand how slender the thread is that keeps most of us able to fly or to afford to own an airplane, and how much we have to give up to be able to fund the practice that keeps our skill-set. Petaluma and the nation will loose more than they realize if we can't keep these aviators in the air by minimizing as much as is practical, the fees, taxes and (expensive) regulations they face. A career and extensive (over 30 years) experience with the built environment-construction, engineering and architectural fields-offer me Insight and familiarity with the issues and challenges of the planning phase and project design. I have been a licensed Civil Engineer in the State of California since 1987, practicing locally since 1990. I also bring the perspective of a mother of three, a wife, and business woman who has worked and lived in Petaluma for nearly 20 years. I have seen many development policies and projects implemented over the years transform our community-mostly for the better, but certainly not in every case. I think that I can bring a reasonable ear to the committee. I will articulate questions that need to be asked to flush out and explore the critical issues and project constraints. Guided by the Petaluma General and Specific Plans and Zoning Ordinance I can help usher Petaluma into 2025 and beyond with a balanced development landscape. I have a strong commitment to this community and have supported social service non-profit organizations in Petaluma for many years. I continue to embrace a strong family tradition of giving to the community which has given so much to us. Born and raised in Petaluma, my concern for this town is sincere and heartfelt. What do you see as the best solutions, both long term and short term for economic development in Petaluma? Economic development will be best served in the short and particularly long term by careful attention to infrastructure as the foundation of well planned, thoughtful growth: road maintenance and repair; traffic and congestion mitigation; parking expansion for shoppers downtown and continued expansion of bilte trails and bike lanes; augmentation of flood control projects to further protect at-risk areas. I am confident that strong support of a balanced retail business community-both smaller local business and some larger retailers-is Important to the community's health and growth, offering more options to our residents and increasing sales revenues. Likewise it will be more critical than ever to position Petaluma as the desirable and affordable North Bay destination for high tech and low tech businesses alilte to relocate. Lastly we should give priority to development that highlights the Petaluma River frontage and heritage by encouraging projects that embrace and share that environment with the public more-both on the banks for pedestrians, and In the water for recreational paddlers and boaters. What do you see physically, economically, and environmentally as you walk around town? It is a creative leap for me to pretend to be a visitor here, but I'll give it a go. This valley town setting is quaintly picturesque, surrounded by rolling, oak studded hills to the west and east it feels more rural than urban. After an unceremonious and slightly shabby entrance in to town from the south Hwy 101, I was worried about what I would find in this "egg capital". Yet, once in the city limits I find an unpretentious, quiet, clean, and charming town. It seems to have a quirky main street bustling in the center of town and populated with diverse uses with industrial next to residential, commercial and retail along the north and south ends. There are occasional interesting and fun spots to stroll around the little tidal river that bisects the town, with some good places to eat and a few boats. But this area is sort of hidden behind the main street businesses, with a neglected sense about it. An old dilapidated train trestle is an unfortunate feature here and there are limited places to sit back and enjoy the river/slough. The downtown shopping area is very friendly and well-tended with few vacancies among the diverse and colorful small shops, boutiques, books, art galleries, cafes, etc .. , but I had a hard time finding parking. The larger stores in east side are clustered in more modern formats and have some great prices and lots of parking. I couldn't walk there but found a pretty good locai bus that did the tricl<, even if it took longer to get there than I expected because of heavy traffic. The neighborhoods seem like they are well loved-maintained and friendly for the most part, east side and west. Many of the oldest historic homes have been restored. There are interesting and diverse residential areas. Architectural treasures tucked around town from the early 20thcentury and before lend themselves to casual stroll and self-guided tour. Passers-by on the sometimes bumpy streets will greet you; they seem to like it here-proud of this town. There are fine open space parl<s for walking and hiking and city parks that are safe and family friendly with space for smaller recreation events, music, art, and gathering. There is undeveloped area near the river that would be ideal location to offer more of this community space. The tall mills and agricultural buildings dot the landscape along with church steeples and a clock tower. Modern buildings next to historic ones. It is a real town-if a little idiosyncratic in character. It feels like a place with an Identity and a rare sense of community. Planning Commission Supplemental Questionnaire Responses Gina Benedetti-Petnic The General Plan (Plan) is the guiding document and vision for the City. How would you interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed in the Plan? The Petaluma General Pian 202S policies, goals and programs are carefully defined and include substantial background information to guide in the implementation. This document is well developed and researched, and I do not take issue with the policies and goals. However, like any comprehensive and general document I expect theie wHl be some overlapping or conflicting direction when it comes to specific project or program implementation. Interpretation for me will always go to the document's text first, with intent informing interpretation when needed. While specific circumstances of an allowed land use may conflict with my better judgment, and/or previously unforeseen impacts, I will be very cautious digressing from the Plan. If the Plan's intent could be shown to conflict significantly with the allowed use, I would be more flexible in considering an alternative finding. The growth management system has been an element of the development process in Petaluma since 1972 and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? Following are a few policies and programs described in the General Plan that I would promote to protect the historic, cultural, and physical aspects of Petaluma. I have taken the text directly from the General Plan. • Maintain landmarks and aspects of Petaluma's heritage that foster its unique identity: Reinforce the Industrial character of the city by adaptively reutilizing, reusing and preserving industrial landmarks such as the Train Depot, the Sunset Line & Twine building, Petaluma & Santa Rosa Railroad trestle, the livery stable at teamer Landing Park, and existing granaries. • Support the continuation of active Industry, including river-dependent land uses, within the community to provide a balance of land uses and the maintenance of the river as a working river. A. Evaluate the feasibility, and initiate formation, of an assessment district to ensure routine dredging of the Petaluma River. B. Review ali development proposals along the navigable portion of the river to determine that they are designed to encourage long-term retention of river-dependent uses to the extent feasible. 43 Planning Commission Supplemental Questionnaire Responses Gina Benedetti-Petnic o Development shall incorporate the River as a major design focal point, orienting buildings and activities toward the River and providing water access, to the e>ctent deemed feasible. o Develop the Petaluma River as a publicly accessible green ribbon, fronted by streets, paths, access points, and open spaces, by implementing the Petaluma River Access and Enhancement Plan within the context of the PRC Design Standards. How would you address current and future flooding issues for Petaluma? Consistent with the general plan, the Petaluma River Corridor flood terracing should be aggressively pursued along with review and augmentation ofthe flood storage capacity in the flood plain where possible at the north end of town. Thanks to the Corps of Engineer's Petaluma River Flood Control Project started in 1997 we have sound flood protection in the Payran Reach residential area that was once devastated by floods. Completion of the final phase of this project will be Instrumental to bring the Payran neighborhood out of the 100 year flood plain and relieved these residents of the current mandatory flood insurance requirement. In keeping with Element 4 of the General Plan I would pay particular attention to the Development Code for recommended standards of four management zones that run the entire length of the river: Restoration Zone, Buffer Zone, Preservation Zone, and River Oriented Development Zone. These standards, based on the Petaluma River Access and Enhancement Plan should be considered in the context of flood control issues and promoted as a priority. How would you address current and future traffic congestion in Petaluma? While continued development of rail and public transportation as well as bike alternatives are needed and would find my support, they will not address the severity of cross town car traffic congestion in this community. I would address this with augmentation of cross town connectors to ease the heavy traffic on East Washington Street corridor and D Street crossing. An extension of Rainier Ave and interchange across Hwy 101 to the north is a critical element in the circulation improvements needed and recommended in the General Plan, particularly with the Deer Creek Village development underway that will put further stress on the road capacities. While funding and timing issues are paramount challenges, I believe this could be accomplished. Likewise, a new cross-town connector to the south with the e>ctension of Caulfield lane will be important along with a central connection at Copeland Avenue. These measures will go a long way toward easing travel times and bringing the east and west communities together in a very tangible way. I appreciate that the General Plan supports the UGB and offers policies that promote growth within the current UGB in current vacant and under-utilized land. I agree with a focus on mixed use and higher density infill projects in the center of town and corridors to foster the economic vitality and complement existing uses and transitions between uses. I would support hillside area residential development respecting the limitations of new developments where topography and geography constraints prevail. The preservation of open ridge lines and hillsides and other natural assets with careful siting of buildings, heights, and massing along with other measures recommended In the Plan can minimize visual and environmental impacts and make these projects very desirable and responsible. Q: What do you see as the best solution, both long and short term, for economic development In Petaluma? A: Petaluma is a beautiful city with great potential for further economic and cultural growth. Well-considered planning with community Involvement and easily-accessible core retail centers will improve both the aesthetic appeal and fiscal sustalnability of our City. Improved access (both pedestrian and vehlcular)to our unique neighborhood retail shops, cafes and recreational facilities, the reduction of traffic congestion In the City's center and an Increase In parking is likely to Increase revenues and contribute to the City's revenue base. Providing Innovative incentives may also encourage businesses to relocate to Petaluma. These Incentives may Include assigning an appropriate member of the City's development staff to serve as a point of contact for all city processing and permits; a reduction in utility connection fees; and tax Incentives for companies willing to locate in retail-poor areas of the City. A "Site Selection and Permitting Assistance Department" should be established to help businesses locate appropriate sites and guide them through the permitting process. This Department would, In turn, make site recommendations to the City Planning Commission for review and approval. Q: Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as you walk around town? A: Petaluma Is a charming city with a small-town, mid-19th Century feel. The buildings In the. downtown area and along the water front are proud examples of the City's dedication to the preservation of its heritage-both architectural and historical. Most of the City's tourist- attractions are located downtown in West Petaluma, with several newer, large retail centers near the freeway. The topography of the City Is mostly flat, with a gradual rise Into the residential neighborhoods on the west side of town. Highway 101 divides West and East Petaluma. East Petaluma Is primarily residential and currently lacks a core retail/shopping area. The verdant hills around the City's urban and residential core are breathtaking and give 1 Applicant: Robert B. Q: The General Plan (Plan) Is the guiding document and vision for the City. How would you interpret the policies and goals articulated In the plan? How flexible would you be and would you feel comfortable not approving specific land uses allowed In the plan? A: The policies and goals articulated In the City's General Plan for Petaluma provide an excellent road map for the Commission, but the Plan does not· and cannot· provide definitive guidance in every instance. The Plan is a living document; one that must be interpreted and applied by the members of the Planning Commission with the Pian's ultimate goals in mind. Projects and/or land uses expressly prohibited by the Plan, should either be denied or redesigned to comply with the Plan. In those instances, however, where a project or land use Is not expressly prohibited by the Plan, I believe I could be flexible on a case-by-case basis, provided I could be convinced that the project and/or land use served the best Interest of our community, economically, environmentally and socially. Q: How would you address current and future flooding Issues for Petaluma? A: In recent years we have witnessed a considerable warming trend in our world due to C02 emissions. These warming trends are expected to continue and accelerate In the years to come, resulting In severe weather changes, including unexpected rain storms and floods. Petaluma is surrounded by hills and situated along a waterway with a history of flooding during severe storms. Flooding Is, therefore, a matter of great concern. Petaluma should continue to revise and update Its Floodplain and Floodway Regulations and ensure that watersheds and riparian areas remain undeveloped. The City should also consider Implementing regulations requiring drainage channel inspections on all private property prior to the close of escrow. Finally, the City should also consider offering training courses in disaster preparedness. Q: How would you address current and future traffic congestion In Petaluma? A: The City seems to lack adequate parking near the down town area and some of the parking currently available Is unsuitable. For example, Petaluma Boulevard, which currently.allows parallel parking on both sides of the street, Is too narrow to comfortably accommodate parking and traffic. A public parking facility needs to be built near the downtown area. Alternatively, a "a park and ride" area outside of town· perhaps In connection with the efforts to bring back the Petaluma Trolley· could be used to shuttle people to and from downtown. All new residential and commercial buildings should be required to provide adequate off-street parking as a condition of approval. The City may also wish to explore whether the provision of public bicycles for use in the flatter sections of the downtown area would be a viable alternative for residents and tourists. Public bicycle programs have been Implemented with great success in Europe and several cities here in the U.S. (e.g., Denver, Colorado) also have them. Finally, traffic studies should be conducted with an eye to the creation of a comprehensive plan to relieve traffic congestion by, inter alia, improving bicycle lanes, and facilitating pedestrian access to and from public transportation. 2 Applicant; Robert B. A: In general, I agree with the City's Polley, outlined in Table 4.9-1, of promoting infill development at equal or higher density and intensity than surrounding uses. However, I strongly believe that one of the main attractions of our City is its peaceful, residential neighborhoods. As more and more people flee the congestion and urbanity of larger cities to live and raise their families here, (choosing to commute longer for the peace and quiet of our smaller, but vibrant community), we should strive to preserve Petaluma's unique character. Thus, the objective ofthe City Planning Commission should be to plan for the inevitable increase in the City's population in a manner consistent with the City's guiding principles and to preserve the City's historical character and natural environment. Within the next four to five months we will have a new director, a new Joint Powers Agreement, an enlarged and almost completely new and inexperienced Commission. The new Commission will need to find its way and has much to accomplish fairly quickly. The new JPA requires a new set of by-laws and fairly quickly completing a new strategic plan. We will need to establish goals for the new director. We may need to confront a significant pending financial deficit. My seven years of experience as a Commissioner and thirty plus years of Library involvement will, I hope, aid in providing some continuity as we face the future. During my year (2013-2014) as Chair of the Commission some significant changes have occurred. Our embattled former director retired and we appointed interim co-directors who created a positive change in tone for the institution. We hired an extremely competent interim CFO who has just finished his interim term and have hired a permanent CFO who begins work May 19th. We negotiated a three year contract with the union. We just completed the most open and community involved search process for an new Director of the Library that the system has ever had and have extended an offer to someone who has accepted and begins work on June 2, 2014. There are other significant challenges on the horizon. We have just had an extremely grim five year financial projection. We are exploring the possibility of ilax initiative. If it doesn't happen, we will face even more significant possible cuts in staff and hours. It is no secret that the past few years have been turbulent. I think that the Commission has learned from these experiences and faces a hopeful, though extremely challenging, future. I want to be a part of helping the Library move forward through these challenges to becoming a world class Library for the 21st Century. 4 Is there any other information that you feel would be useful to the City Council in reviewing your application? As a member and current Chair of the Technology Advisory Committee, I have worked diligently with fellow members and Petaluma's Information Technology Manager to advance the city web site -improving the home page significantly without an additional expense. I led the effort to streamline the name of the committee (previously, Technology and Telecommunications Advisory Committee), and made several recommendations that were executed to improve the web site accessibility, and even provided this application as an online tillable .pdf form to the City as one of the first of such forms. I also helped to recommend that Petaluma to join !HUB and CTEF. I developed and produced videos showcasln£1 two of Petaluma' largesttechnofogy companies (Labcon and Enphase) that were positioned on the city web site as testimonials to Petaluma's position as an ideal location for clean and green tech. Well before Petaluma hired an economic development manager (whom I was asked to consult on marketing strategies by the City Manager), I launched this effort as part of a business outH~ach program as a means to help showcase Petaluma to potential tech companies who might consider locating here. As a recent founder of my own local tech firm, I have a great affinity for the needs of fellow technology entrepreneurs and start-ups that can continue to offer insights into ways our city can become increasingly tech friendly.! joined the Tech Advisory Committee initially after I discovered an opportunity our City had not engaged in-the Google Rber for Communities initiative. I authored the proclamation and worlced with fellow committHe members, City IT, local businesses, and residents to ensure Google tool< notice. While we were not selected, we learned a lot and have since had numerous discussions on ways to modernize our infrastructure to accommodate fiber deployment. While budget constraints and a lack of resources have made it challenging to move this forward, I'm pleased that our efforts were noticed and that we have now been approached by SIR Networks-a company offering to fund fiber internet infrastructure. The company specifically mentioned that they are interested in Petaluma because of our Google Rber application. Now that our marketing efforts are paying off with respect to our support of the Google Rber Initiative, I would like to continue on the Committee to help see this through with SiR networks, or another potentially interested partner. But there are two areas which I feel are unfinished. First, there's a need to coordinate service between SMART and Petaluma Transit. With the Corona Road Station deferred, and with it much of the planned SMART passenger parking, and with the prospect of infill development near the downtown station precluding parking in that location, we must ensure that SMART passengers can access SMART by Petaluma Transit with sufficient ease that becomes their regular commute. I anticipate that this effort will be a major focus of the Transit Advisory Committee in 2015. Second, there is a need to revise the authorizing resolution for the Transit Advisory Committee to ensure that the committee has a role in land-use planning. The absence of that role resulted in an embarrassing bobble on East Washington Plaza, which should never be repeated. The effort to revise the resolution is underway and now needs to be brought to conclusion, hopefuly late in 2014. - 4 Is there any other information that you feel would be useful to the City Council in reviewing your application? The 101 corridor is the key auto artery to and from the North bay area, and as awareness of climate change grows and the need to move towards more efficient modes of Transportation it becomes imperative that communities such as Petaluma also move toward efficiency and effectiveness. Fuel efficient buses, vans, well planned routes, Flexibility, fare incentives and more are all things that must be considered to attract public usage and strive for a fiscally sustainable system that will make it attractive for both commuters and local drivers to use public transportation. I am as guilty of this as anyone. Public transportation is the most obvious alternative to SOV. In order to get more people out of SOV and into public transportation It must offer convenience, comfort, efficiency and cost effectiveness. In short it has to be easy to hop on a local bus to go across town, It has to be efficient to grab a bus to go to the SMART train depot. My 6 short months as part of the Youth Commission was a great experience. I feel we have accomplished some wonderful things, yet I feel there is more we can do. This is why I am re-applying to serve a full term on the commission. This year, we setup and coordinated a very successful park cleanup event. After several truck loads of ground cover was delivered to Luchessi Park in front of the community center, the youth advertised to the public to come help for a park beautification day. With the help of the public that came and joined the commission, in 3 hours, they spread enough ground cover to save the city maintenance crew over two weeks of man-hours. They learned what it takes to advertise and coordinate a public event like, and how volunteering saves the city money while giving back to the community. We also held a highly successful job fair at CasaGrande High School. The youth developed talking points to Petaluma companies and solicited their involvement in the job fair. They met with members of Rotary, visited and phoned local businesses, learned to coordinate amongst themselves, reserved and set up the space for the event, and performed the advertising to the students to come to the event. They also wrote press releases for the local newspapers and used social media to inform the public about the event. The result was a widely successful job fair, with over 1 00+ applications given out by 9 local businesses looking to hire local youths. We were so excited by this success, we want to take the lessons learned and continue this as a recurring event for the Youth Commission. These great events along with the relationships I have developed give me great confidence in the things we will accomplish in the next term. I can't wait to get started again.
