MOMENT OF SILENCE AGENDA CHANGES AND DELETIONS (TO CURRENT AGENDA ONLY) Mayor Glass asked that Item 2.A be heard next to add to the proposed agenda for the February 27, 2017 City Council Meeting a resolution crafted along the lines of the "It Won't Happen Here" declaration. 2. APPROVAL OF PROPOSED AGENDA A. Approval of Agenda for Regular City Council /PCDSA Meeting of Monday, February 27, 2017. City Manager Brown asked to add a presentation by the Sonoma County Health Department regarding the "Extended Producer Responsibility Program," and a Resolution Supporting Senate Bill SB 2 (Atkins), the Building Homes and Jobs Act, and Senate Bill SB 3 (Beall), the Affordable Housing Bond Act of 2018. Mayor Glass asked that Presentation be scheduled for 6:45 p.m. He added that if the agenda was approved with the addition of a resolution regarding the City's support of human, constitutional and other rights of Petaluma residents, he recommends a subcommittee of three members of Council to consider legislation to bring back to the City Council. Motion: Approve A. There was Council consensus to form the subcommittee as suggested. Mayor Glass then spoke regarding Black History Month and read the proclamation he had presented earlier. Gloria Robinson, Petaluma Blacks for Community Development, spoke about activities taking place during Black History Month. GENERAL PUBLIC COMMENT Mayor Glass Mayor Glass opened GENERAL PUBLIC COMMENT. Stan Tremewan, Adobe Creek Golf Course, spoke in support of keeping the golf course open and inquired about an easement from 1989. City Attorney Danly Steven Cozza, Petaluma, spoke of increasing and dangerous traffic on Madison and Ellis Street. David Perry, Petaluma, spoke of increasing and dangerous traffic on Madison Street. Zen Destiny, Sebastopol, objected to City's automatic license plate reader and spoke on a variety of political topics. Katherine Bobrowski, Petaluma, spoke of problems at the mobile home park where she lives. Terrance Brown and Cliff Stow, Petaluma Veterans, thanked Council, for replacing the American flags on the Washington Street Bridge after they were damaged in a storm. Chuck Sher, Petaluma Progressives, thanked Council for considering a declaration that, "It Won't Happen Here." Phyllis Tajii, Hate Free Petaluma, spoke of her parents and grandparents were put in internment camps during WWII and is afraid of history repeating itself. She is in support of the declaration. Laurie Reichek, Petaluma, spoke of her experience as a survivor Nazi invasion of WWII. She is in support of the declaration. Abraham Solar, St. Vincent de Paul Church, was encouraged by Chief Savano's statement. In support of a Sanctuary City status. Council Member Kearney Mr. Solar translated Martha Calderon's statement about her concern regarding a border wall that would make it difficult to send money to families in Mexico. Mehtab Khan, Islamic Center of Petaluma, says it's the community leaders who will ensure that it doesn't happen here. He is in support of the declaration. Zahyra Garcia, Petaluma, spoke of the challenges of growing up with parents who were undocumented immigrants. He is in support of the declaration. Rabbi Ted Feldman, Israel Jewish Center of Petaluma, what bothers him about the phrase "America First" is its similarity to "Deutschland Ober Alles." [The original first stanza (no longer sung but used during the Nazi era) of the Deutschlandlied, or German National Anthem.] He is in support of the declaration. Rebecca Kagen, Petaluma, a civil rights attorney, spoke of the perceived legal issues surrounding establishing a sanctuary city. She is in support of the declaration. Darren Sciford, Petaluma, in support of the "It Won't Happen Here" declaration. Maurissa Ray, Petaluma, in support of the declaration. Sam Tuttleman, Petaluma, encouraged the Council to adopt an unambiguous proclamation from all City employees to protect the citizens of Petaluma. Minutes of Regular City Council /PCDSA Meeting of Monday, December 5, 2016, were deemed approved as presented. B. Minutes of Regular City Council /PCDSA Meeting of Monday, December 19, 2016, were to be returned with a clarification to Item 4.6 (Discussion and Direction Regarding the Formation of a Groundwater Sustainability Agency (GSA) for the Petaluma Valley Groundwater Basin) that of the six Council Members present (Council Member Kearney was absent), four (Albertson, Barrett, King, and Miller) were in favor of one basin -wide GSA, with the provision that Petaluma retain veto authority on those actions requiring a supermajority vote and veto authority on any proposals to amend the list of actions requiring a supermajority vote. C. Minutes of Regular City Council /PCDSA Meeting of Monday, January 9, 2017, were to return with a correction to Item 4.B (Resolution Recommending Appointments to the Mayors' & Councilmembers' Association to Fill Vacancies on Various Boards and Committees) to include Council Member King's choices for the two appointees to the Sonoma County Agricultural Preservation & Open Space District.
