COMMISSION RESOLUTION NO. 00-06
RESOLUTION OF THE COMMUNITY DEVELOPMENT
COMMISSION OF THE CITY OF PETALUMA APPROVING A
NEGATNE DECLARATION FOR THE AMENDMENT TO THE
REDEVELOPMENT PLAN FOR THE PETALUMA COMMUNITY
DEVELOPMENT PROJECT
WHEREAS, the Community Development Commission of the City of Petaluma
(the "Commission') has proposed an amendment (the "Amendment') to the
Redevelopment Plan for the Petaluma Community Development Project (the "Project")
which would clarify (i) the limitation on the number of dollars of taxes that may be
divided and allocated to the Commission pursuant to the Redevelopment Plan and (ii)
the limit on the principal amount of bonds representing tax allocation bonded
indebtedness that can be outstanding at any one time and payable in whole or in part
from tax allocation attributable to the Project; and
WHEREAS, an initial study has been made to determine whether the proposed
Amendment will have a significant effect on the environment; and
WHEREAS, based on the results of the initial study, a Negative Declaration has
been prepared and submitted to and considered by the Commission in connection with
the proposed adoption by the City Council of an ordinance adopting the Amendment;
and
WHEREAS, the Commission has reviewed, considered and determined that the
Negative Declaration complies with the requirements of the California Environmental
Quality Act (Public Resources Code Section 21000 et seq.), the Guidelines for
Implementation of the California Environmental Quality Act (14 Cal. Code Regs.
Section 15000 et seq., hereinafter the "State CEQA Guidelines") and local procedures
adopted by the Commission pursuant thereto; and
WHEREAS, on Apri13, 2000, the Commission and the City Council held a joint
public hearing on the proposed Amendment and the Negative Declaration, and the
Commission has considered all comments and testimony received pertaining thereto;
NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF PETALUMA DOES HEREBY RESOLVE AS FOLLOWS:

Section 1. The Commission has reviewed and considered the information
contained in the Negative Declaration and hereby approves the Negative Declaration
and certifies that the Negative Declaration has been completed in compliance with the
requirements of the California Environmental Quality Act, the State CEQA Guidelines
and local procedures adopted by the Commission pursuant thereto.
Section 2. Based upon the Negative Declaration and comments and testimony
received pertaining thereto, the Commission hereby finds and determines that the
proposed Amendment will not have a significant effect on the environment.
Section 3. The Secretary of the Commission is authorized to file a Notice of
Determination with.. the County Clerk of the County of Sonoma and the Office of
Planning and Research, if applicable, following the adoption by the City Council of an
ordinance adopting the .Amendment.
