C501404 TO BAY LINE CONCRETE CUTTING CORING & DRILLING INC. EXECUTIVE SUMMARY: On January 31, 2008, the City received three (3) bids for the Citywide Bridge Rehabilitation Project, ranging from $120,000.00 to $201,496.20. The project involves treating four concrete bridge decks with methacrylate to protect the concrete. 2. BACKGROUND: Caltrans Department of Structures periodically inspects all bridges in the State of California. During the last inspection, they recommended the concrete decks of Lakeville Street Bridge, Payran Street Bridge, Satori Street Bridge and Washington Street Bridge be treated with methacrylate to protect the concrete. Department of Public Works staff prepared the plans and specifications for this project. The Notice Inviting Bids was issued on December 3, 2007. Bids were received and opened on January 31, 2008, as follows: NAME OF BIDDER BID AMOUNT Bay Line Concrete Cutting Coring & Drilling Inc., Oakland, CA $120,000.00 Truesdell Corporation, Tempe, AZ $174,174.00 Granite Construction Company, Healdsburg, CA $201,496.20 The engineer's estimate for construction is $198,000.00 With a bid of $120,000, the apparent low bidder is Bay Line Concrete Cutting Coring & Drilling Inc. Bay Line has satisfactorily performed similar projects for Caltrans. Staff verified that Bay Line possesses a valid Class A California contractor's license, number 809660, expiring on June 30, 2008, which qualifies Bay Line to perform the work. ALTERNATIVES: 1. Award the contract to the low bidder. 2. Reject all bids and re -advertise. 3. Take no action. Contingency 18,000 CIP Overhead 11,500 Estimated Total Cost 238 000 The estimated total cost, including planning, design, construction, administration, inspection, testing and project contingency, is $238,000. The CIP project C501104 was funded by Traffic Mitigation Impact Fees in the amount of $742,000. This project originally included repairing a spall on the East Washington Street Bridge over the Petaluma River. Due to the very different type of work and required schedules, this deck treatment project was separated from the spall repair project, which will be advertised for construction in June or July 2008. CONCLUSION: Following the award, the contractor will enter into agreement with the City and submit the required contract documents, bonds and insurance. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Completion of construction. RECOMMENDATION: City staff recommends City Council adopt the resolution awarding the contract to the low bidder, Bay Line Concrete Cutting Coring & Drilling Inc. The work is scheduled to begin in May and is expected to be completed in June 2008. RESOLUTION APPROVING THE PROJECT BUDGET AND AUTHORIZING AWARD OF CONTRACT FOR THE CITYWIDE BRIDGE REHABILITATION PROJECT NO. C501404 TO BAY LINE CONCRETE CUTTING CORING & DRILLING INC. WHEREAS, City staff has worked diligently to prepare construction bid documents and advertise for construction of this Project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on January 31, 2008, and three (3) bids were received and opened in accordance with applicable law; and WHEREAS, the lowest bid for the Project was from Bay Line Concrete Cutting Coring & Drilling Inc. for $120,000; and WHEREAS, staff has determined that Bay Line's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Bay Line possesses a valid California Contractor's License, Class A, number 809660 that qualifies Bay Line to perform the Project; and NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council hereby: 1. Approves the Project Budget in the amount of $238,000. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contact Code Section 20162 and other applicable law, waives any and all non-conformance in the bid of Bay Line Concrete Cutting Coring & Drilling Inc.for the Citywide Bridge Rehabilitation Project, finds the bid of $120,000 to be the lowest, responsive bid and further finds that Bay Line Concrete Cutting Coring & Drilling Inc. is the lowest responsible bidder. Awards the contract for the Citywide Bridge Rehabilitation Project to Bay Line Cutting Coring & Drilling Inc., in the amount of $120,000, the amount of the lowest responsive bid, conditioned on Bay Line's timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue a notice of award to Bay Line Concrete Cutting Coring & Drilling Inc. 5.
