On October 17, 2005, City Council authorized the City Manager to execute an agreement to design the 4 -acre Fox
Hollow Park site (also referred to as Turtle Creek) to Gretchen Stranzl McCann Landscape Architects of Napa for
$90,955. The agreement was never executed, the design never begun, and the project was put on hold. Estimates
indicating a required project budget of $829,000, which exceeded available funding, likely contributed to the
decision to delay the project. Because a budget infusion of over $500,000 is unlikely, the scope of the project has
been reduced, thus allowing the project to proceed within the limits of available funding. In September 2007, a
new proposal was requested from Gretchen Stranzl McCann Landscape Architects, with the revised project scope
in mind.
Public Works CIP Engineering staff is providing project oversight on behalf of Parks and Recreation. Parks and
Recreation and Public Works recommend that City Council authorize the City Manager's execution of the new
Professional Design Service Agreement (PDSA) with Gretchen Stranzl McCann Landscape Architects.

EXECUTIVE SUMMARY:

2. BACKGROUND:
The 2005-2006 C1P, identified a budget of $829,000 to design and construct the 4 -acre
Fox Hollow Park site, and $301,000 was allocated to the project. An RFP for design
services was developed and five fines were invited to respond. Two firms submitted
proposals and were interviewed on September 15, 2005. Following interviews, the
unanimous choice of the interview panel was the firm of Gretchen Stranzl McCann
Landscape Architects of Napa.
On October 17, 2005, the City Council awarded design of the 4 -acre Fox Hollow park
site to Gretchen Stranzl McCann Landscape Architects of Napa for $90,955, and
authorized the City Manager to sign the required contracts. The contract was never
executed, the design never begun and the project was put on hold, apparently until such
time that sufficient funding could be allocated.
In 2007, at the urging of the park neighbors, the Fox Hollow project was revisited and the
scope of the project downscaled in order to be developed within the available budget. In
September 2007, Parks and Recreation met with Gretchen Stranzl McCann to discuss the
project and to request a new proposal to reflect the changes.
The goal of the current project is to develop a four acre passive public park bordering the
Kingsmill and Willow Glen subdivisions. Park improvements are planned to include
irrigation water and electrical connections, pedestrian pathways from the neighborhood
into and through the park, connections to city sidewalks, shaded overlook/sitting area,
naturalized plantings, shade/accent landscape areas, passive turf area, and standard park
furnishings, including benches, picnic tables, trash receptacles, signage and dog waste
stations.
Previous park elements that are not included in the revised scope are children's play
areas, drinking fountains, a neighborhood gathering area (a small amphitheatre) and
security lighting.
Once service is established in the area, it is the intent to connect the irrigation to the
recycled water line. A concept plan and comprehensive estimate for construction of the
park will initially be developed to determine what can be built within budget.
Preliminary programming and design will include communication with the neighbors.
3. ALTERNATIVES:
A. Approve the recommendation to execute a PDSA with Gretchen Stranzl McCann
Landscape Architects of Napa, to design the proposed 4 -acre Fox Hollow Park
site.
B. Do not design the 4 -acre Fox Hollow Park site at this time.
C. Do not design the project until such time that an additional $550,000 can be
allocated in order to complete the project as originally intended.
4. FINANCIAL IMPACTS:
$301,000 was previously allocated to the 4 -acre Fox Hollow Park. $22,802 has been
spent on tree trimming and thinning of a very old grove of Eucalyptus trees at the site.
The City has $278,198 remaining funds for the design and construction of the proposed
new park. The proposed contract to design the 4 -acre Fox Hollow Park site is for an
amount of $49,240.
5. CONCLUSION:
Following Council approval, the consultant will enter into an agreement with the City of
Petaluma and submit the required documents and insurance. The design of the Fox
Hollow Park will begin immediately after the professional design services agreement is
executed.

C. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Completion of design in FY 07-08 and completion of construction in FY 08-09.
RECOMMENDATION:
Authorize City Manager to execute a Professional Design Services Agreement with
Gretchen Stranzl McCann Landscape Architects to design the 4 -acre Fox Hollow Park.

PARK TO GRETCHEN STRANZL MCCANN LANDSCAPE ARCHITECTS OF NAPA
WHEREAS, the City of Petaluma allocated funding to design and construct the 4 -acre
Fox Hollow Park; and
WHEREAS, a Request for Proposal was distributed in 2005, with two responsible firms
responding and invited to appear before an interview panel; and
WHEREAS, the firm Gretchen Stranzl McCann Landscape Architects of Napa was the
unanimous choice of the interview panel, and was the recommended firm for the design of the
new 4 -acre park; and
WHEREAS, the City Council authorized the award of the project to design the 4 -acre
Fox Hollow Park to Gretchen Stranzl McCann Landscape Architects of Napa on October 17,
2005; and
WHEREAS, the agreement was never executed, the design never begun, and the project
was put on hold due to limited available funding; and
WHEREAS, in September 2007, staff requested a reduced scope of work from Gretchen
Stranzl McCann Landscape Architects of Napa for design services, allowing the project to
proceed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
Authorizes the City Manager to execute a contract to design the proposed 4 -acre Fox
Hollow Park site to Gretchen Stranzl McCann Landscape Architects of Napa for $49,240.
