PROJECT OVERVIEW
February 25, 2008
EXHIBIT A
The overall goal of this project is to develop a four acre passive public park bordering the
Kingsmill and Willow Glen subdivisions. Park improvements will include irrigation
water and electrical connections, pedestrian pathways from the neighborhood into and
through the park, connections to city sidewalks, shaded overlook/sitting area, naturalized
plantings, shade/accent landscape areas, passive turf area, standard park furnishings
including benches, picnic tables, trash receptacles, signage and dog waste stations. The
design will meet all City of Petaluma, State and Federal standards, codes and
requirements.
The City of Petaluma (City) will take the `Lead' for the scope of work under this entire
project. The City has selected Gretchen Stranzl McCann Landscape Architects
(Consultant) to provide the design and assist the City throughout the duration of the
project as defined below.
PHASE I— DETAILED DESIGN DEVELOPMENT DRAWINGS.
1. SITE INVENTORY, DATA COLLECTION & BASE DEVELOPMENT
a) Meet with City to discuss work program, proposed improvements, project schedule,
construction budget, and collect and review existing data and maps, including historic
building site information, easements, environmental clearances, creek setbacks,
encumbrances, sanitary sewer, water, storm drainage, electrical, and other facilities.
b) Review the ground survey (prepared by the Consultant in 2005), existing facilities,
landscape improvements, retaining walls and other pertinent information that could
apply to future utility connections, drainage and conformance.
c) Thoroughly walk site to assess existing conditions, develop detailed photographic
survey to document opportunities and constraints; sight lines and views; access,
setbacks, circulation issues; noise, wind direction, solar orientation and existing
vegetation, including Lynch Creek top of bank riparian corridor plantings, mature
Eucalyptus grove and trees/plants along Windmill Court to be retained.
d) Consultant will assist the City in coordination efforts with PG&E for new electrical
service connection for the irrigation controller (I00A pedestal).
PRODUCTS: Data collection, site assessment and analysis, review of topographic
survey, development of base plan, PG&E coordination and meeting (1).
2. CONCEPT PLAN
Fox Hollow Park components will include, but not be limited to, pedestrian circulation
pathways, passive turf area, shaded over] ook/si tting area, benches, picnic tables, trash
receptacles, bicycle racks, signage, dog waste stations, re -use of existing plant material
adjacent to the old home site and inclusion of new naturalized plantings and shade/accent
landscape features.
Initial Neighborhood Workshop
a) Consultant will work with City staff to facilitate an initial neighborhood workshop at
a Recreation, Music and Parks Commission (RMPC) meeting to gain input on park
development features.
b) Consultant will present site photographs and analyses, base and topographic maps,
and discuss site opportunities and constraints. Consultant will record comments,
desires and concerns from the meeting. This will allow the Consultant to develop a
priority list of recreational and park facilities and elements for use in development of
the park conceptual plan.
Park Concept Plan
a) Consultant shall develop a park concept plan (40% construction plan stage) with
supporting construction cost estimate, reflecting current prevailing wage rates, and
color rendered presentation exhibits. The plan will be based on discussion, comment
and information gathered at the RMPC mecting/study session. The concept plan will
include a detailed layout of park elements with consideration of utility, grading and
drainage requirements to insure viability.
b) The design will be presented to City staff for review and comment, and then to the
public at a second RMPC meeting for the Commission's review and approval.
c) City staff will be able to further present the final concept plan exhibit to the Petaluma
City Council for their final review and approval.
PRODUCTS: Initial neighborhood workshop, final concept plan, cost estimate, color
rendered exhibits, presentations and meetings (2).
PHASE II - CONSTRUCTION DOCUMENTS,
1. COORDINATE UTILITY CONNECTIONS
a) Consultant will assist the City in final coordination efforts with PG&E for new
electrical service connection for the irrigation controller (100A pedestal).
b) Consultant will design the water tie-in and irrigation lines to be compatible for future
recycled water connections.
c) Prepare Stonn Water Pollution Prevention Plan (SWPPP) incorporating Best
Management Practices (BMP'S) into the project, as required by the State Regional
Water Quality Control Board.
d) Prepare Notice of Intent (NO[) and furnish package to client for their signature and
submittal to the State Water Resources Control Board.
2. CONSTRUCTION PLANS AND DOCUMENTS
Final construction plans and contract documents will result from input and information
gathered and decisions made during the public workshop sessions, and adoption of the
Fox Hollow Park Concept Plan by the Petaluma City Council.
Coordination and Review
a) Consultant will meet with City staff to discuss construction plans and bid documents
preparation, formatting and review timing. Permit issuance will be timed to occur
with the submittal and review of final construction plans and specifications.
b) Consultant will provide peer review of all work in the construction package. This
includes a cross matrix review and coordination for all landscape architectural and
civil engineering plans and specifications by their respective sub -consultants.
Plans
a) Construction plans will be prepared for the project, in conformance with the City of
Petaluma Standard Specifications and Water Efficient Landscape Guidelines. The
plans will include, but not be limited to the following package:
Cover Sheet & Location Map
Utility Plan
Grading and Drainage Plan
Site Furnishing and Elements Plan
Planting Plan
Water Use Calculations
Bid Documents
Demolition Plan
Erosion Control Plan
Layout Plan
Construction Detail Plans
Irrigation Plans
Irrigation Scheduling Chart Plan
a) Contract documents will include Notice to Contractors, Instruction to Bidders,
Proposal, Agreement, Special Provisions, General Provisions and City Standard
Details. These shall be developed consistent with the City of Petaluma's standard
format.
Progress Submittals
a) Prepare 90% construction plans, contract documents and construction cost estimate.
b) Submit seven (7) sets of 90% construction plans, contract documents and construction
cost estimate to the City for review and comment.
c) Make all necessary revisions to 90% review package and incorporate into the 100%
construction plan and contract documents package.
Final Submittal
a) Prepare final unit/line item spread sheet (Rid Form) for City project bidding and
inclusion in the project technical specifications.
b) Prepare final detailed Landscape Architect/Engineer's Estimate of construction costs.
c) Submit final construction plans, bid forms and specifications manual. This set will be
in: 1) hardcopy, reproducible format (1 master set), and 2) electronic format. The
final plans and documents will incorporate signatures and professional stamps by the
project landscape architect and engineers. A City Engineer signature and date block
will be provided on the cover sheet of the plan set.
PRODUCTS: Coordinate utility connections; prepare construction plans, contract
documents and cost estimates at 90% and 100% levels; structural calculations; prepare
wet stamped signed hard copy set of construction plans, documents, final bid item spread
sheet and estimate of construction costs, and electronic set of all project documents in
AutoCAD 2004 or 2007 and MS Word and Excel format; coordination & meetings (2).
PHASE III - BIDDING ASSISTANCE
a) Assist City with questions during the bid period.
b) Prepare and maintain detailed record of necessary addenda and modifications in
writing and drawing form for timely issuance prior to the bid opening date.
c) Attend Pre-bid Meeting and on-site "walk-through."
PRODUCTS: Assistance with questions, preparation of addenda, attendance at meeting
(1) and consultation.
PHASE IV - CONSTRUCTION PHASE
a) Review product submittals, shop drawings, written guarantees, instruction books,
diagrams, charts and training required by the construction plans and specifications
(1 round of review).
b) Review and assist the City the preparation of change orders.
c) Review and approve progress billings.
d) Conduct site visits and inspections to insure project construction is consistent with
final project plans, specifications and contract (5 site visits).
e) Prepare punch list and follow up inspection (I site visit).
f) Review contractor prepared as -built drawings.
PRODUCTS: Technical interpretation, submittal and shop drawing review, training
coordination, change order preparation and site observation visits with reports/punch list
preparation (6 site visits).
Project Assumptions and Exclusions:
• All project design services will be provided under the direction of the Consultant.
Gretchen Stranzl McCann will he the Principal -in -Charge.
• Consultant will receive current, accurate site information, historic reports, planned
subdivision and area specific plans and reports at the commencement of work.
• Land use and environmental approvals, including CEQA review and processing of a
categorical exemption for the project, if required, will be completed by the City.
• The project will not require off-site improvements.
• Notice of Intent application processing fees.
• Boundary Survey and Record of Survey are not required for the project.
• City of Petaluma will develop staff reports, public notification, report reproduction and
distribution for public meetings and hearings.
• City of Petaluma Parks and Recreation Department will coordinate all project review
and approval efforts with the City of Petaluma Public Works and Water departments.
• Geotechnical and structural engineering, reports and soils testing will not be required
for the project.
• City review time for each phase of the project will take no longer than three (3) weeks.
• Construction Staking, Pump Station Design, Joint Trench Design or Preparation of
As -built Plans will be prepared/conducted by others.
• Permits for the project will be secured by the City.
• City will be responsible for daily inspections of the project.
