Summary Statement:
Implementation of Petaluma's Long Range Transit Plan will require more capital funding than is forecast to be
generated by current funding sources. As part of a strategy to identify new funding sources to support the long
term needs of the transit system, staff has embarked on a process to become a Federal Transit Administration
(FTA) direct grantee.
Approval of this resolution will authorize staff to seek and compete for FTA funding.

AGENDA REPORT TO APPROVE:
RESOLUTION AUTHORIZING THE FILING OF APPLICATIONS WITH THE FEDERAL
TRANSIT ADMINISTRATION, AN OPERATING ADMINISTRATION OF THE UNITED
STATES DEPARTMENT OF TRANSPORTATION, FOR FEDERAL TRANSPORTATION
ASSISTANCE AUTHORIZED BY 49 U.S.C. CHAPTER 53, TITLE 23 UNITED STATES
CODE AND OTHER FEDERAL STATUTES ADMINISTERED BY THE FEDERAL
TRANSIT ADMINISTRATION
EXECUTIVE SUMMARY:
Implementation of Petaluma's Long Range Transit Plan will require more capital funding
than is forecast to be generated by current funding sources. As part of a strategy to
identify new funding sources to support the long term needs of the transit system, staff
has embarked on a process to become a Federal Transit Administration (FTA) direct
grantee.
Approval of this resolution will authorize staff to seek and compete for FTA funding.
2. BACKGROUND:
FTA funds are available primarily for capital projects, such as replacement buses,
maintenance facility improvements, replacement of the maintenance facility, fare
collection systems and security enhancements.
As a direct grantee, the City will have the opportunity to compete for FTA funds through
its urbanized area FTA formula funding.
ALTERNATIVES:
Do not authorize staff to pursue FTA funding, which could result in the necessity to
curtail implementation of the Long Range Transit Plan, and maintain the current level of
transit service.
4. FINANCIAL IMPACTS:
FTA funding could average $200,000 to $1,000,000 per year for capital needs.
Additional Federal earmarks may be attainable for replacement buses or relocation of the
maintenance and operations facility.
5. CONCLUSION:
FTA grants will provide funding for capital improvements, allowing TDA, STA and
Measure M funding to be preserved for operations and matches for FTA capital projects.

6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Establishing eligibility as a direct grantee of Federal funds for qualified transit related
projects, and receiving those funds to improve the transit system.
RECOMMENDATION:
Approve resolution authorizing the filing of applications with the Federal Transit
Administration, an operating administration of the United States Department of
Transportation, for Federal Transportation Assistance authorized by 49 U.S.C. Chapter
53, Title 23 United States Code and other Federal statutes administered by the Federal
Transit Administration.

AUTHORIZING THE FILING OF APPLICATIONS WITH THE
FEDERAL TRANSIT ADMINISTRATION, AN OPERATING ADMINISTRATION
OF THE UNITED STATES DEPARTMENT OF TRANSPORTATION,
FOR FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY 49 U.S.C.
CHAPTER 53, TITLE 23 UNITED STATES CODE AND OTHER FEDERAL
STATUTES ADMINISTERED BY THE FEDERAL TRANSIT ADMINISTRATION
WHEREAS, the Congress of the United States has enacted the Transportation Equity
Act for the Twenty -First Century (TEA -21) to fund transportation programs which include, but
are not limited to, various Federal Transit Administration grants such as Sections 5307; and,
WHEREAS, the Federal Transportation Administration has been delegated authority to
award Federal financial assistance for a transportation project; and,
WHEREAS, the Legislature of the State of California has enacted legislation to allow
certain Federal and State funds be made available for use on local transportation facilities of
public entities qualified to act as recipients of these Federal and State funds; and,
WHEREAS, the grant or cooperative agreement for Federal financial assistance will
impose certain obligations upon the Applicant, and may require the Applicant to provide the
local share of the project cost; and,
WHEREAS, the Applicant has or will provide all annual certifications and assurances to
the Federal Transit Administration required for the project; and,
WHEREAS, to receive these funds, various documents including, but not limited to,
application, forms, funding requests, certifications, plans and agreements must be signed and
executed by an authorized individual on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma City Council
hereby approves and authorizes the following:
That the City Manager or his designee is authorized to execute and file an application
for Federal assistance on behalf of the City of Petaluma with the Federal Transit
Administration for Federal assistance authorized by 49 U.S.C. Chapter 53, Title 23,
United States Code, or other Federal statutes authorizing a project administered by
the Federal Transit Administration. The City of Petaluma shall file grant applications
for Urbanized Area Formula Program assistance authorized by 49 U.S.C. § 5307, and
is the Designated Direct Recipient as defined by 49 U.S.C. § 5307(a)(2).
2. That the City Manager or his designee is authorized to execute and file with its
applications the annual certifications and assurances and other documents the Federal

Transportation Administration requires before awarding a Federal assistance grant or
cooperative agreement.
3. That the City Manager or his designee is authorized to execute grant and cooperative
agreements with the Federal Transit Administration on behalf of the City of
Petaluma.
Under the power and authority conferred upon this Council by the Charter of said City.
