Car Show and Cruise set for May 17, 2008. 1. EXECUTIVE SUMMARY: Cruising the Boulevard, Inc. is proposing to have a Car Show and Cruise on Saturday, May 17d'2008. They are requesting street closures for the purpose of the Car Show, Live Music and a Cruise. The event is scheduled to start at 9:00 AM and end at 9:00 PM (12 hours). Road closures will take effect starting at 8:00 AM until 9:30 PM. Road closures will include; Water Street, Petaluma Blvd North (between B Street and Washington), Western Avenue (between Petaluma Blvd and Keller Street), 4d'/Kentucky Street (between B Street and Washington), American Alley, and A Street Parking Lot. 2. BACKGROUND: Cruising the Boulevard, Inc. is sponsoring their 3`d Annual Petaluma's Salute to American Graffiti" and the 35°1 anniversary of the release of American Graffiti on May 15-17, 2008. The salute begins Thursday, May 15`h with the re-creation of the destruction of a police vehicle near Mc Nears Bar. This special event and film Kermit is not part of this Agenda Report. Other events that occur on Friday, May 16` do not require any actions or approval by the City of Petaluma. This Agenda Report is for the events occurring on Saturday, May 17`h. The May 17`h event is scheduled to start at 9:00 AM and end at 9:00 PM (12 hours). Road closures will take effect starting at 8:00 AM until 9:30 PM. Road closures will include; Water Street, Petaluma Blvd North (between B Street and Washington), Western Avenue (between Petaluma Blvd and Keller Street), 4th/Kentucky Street (between B Street and Washington), American Alley, and A Street Parking Lot. The event will include a Classic Car Show from 9:00 AM to 3:30 PM, then followed by Live Music, 50's street dancing and a Car Cruise through Petaluma. Some vendors will also be present. There were no significant problems or complaints from the previous two year's events. Additionally, the previous two year's events did not involve the closure of. Petaluma Blvd, Water Street, or the increased closure time of 4°i/Kentucky Street, Western Avenue, American Alley, and A Street Parking Lot. The previous events had street closures from approximately 3:00 PM to 9:30 PM. Cruising the Boulevard, Inc. is sponsoring this event to help raise money for local community-based organizations, to attract tourists to Downtown Petaluma and to display classic show cars. The Applicant estimates that approximately 20,000 people will attend the event and no more than 250 classic vehicles will participate in the Car Show and Cruise. The Applicant will have to abide by all local ordinances and laws related to this event. r� This event will be fully staffed with Cruising the Boulevard, Inc. personnel and volunteers. The Applicant will have monitors at B and Fourth Street, Western and Kentucky Street and Water Street to monitor for Car Show and Cruise entrants only. The monitors will make sure that only vehicles that have permits from the event sponsor are allowed in and that all special event rules and conditions are being followed. All vehicles that have obtained permission to enter the event will be given instructions and a Cruise Route Map. The Applicant will complete advanced and proper notification of all effected businesses and residences in the neighboring and closed areas. Cruising the Blvd Inc., has already walked the effected areas, explained the event and obtained signatures from business owners/tenants supporting the event. The Petaluma Downtown Association supports the event and has sent communications to all of its members. Further notification will be done by newspaper press releases and a mailed postcard to the downtown area addressing the times and street closures of the event. The police department will have officers working traffic control and providing police services during the event. Traffic flows will be monitored to prevent congestion and to facilitate any emergency traffic. Visible detour signs will be in place and detour routes will be in place to accommodate the flow of traffic. Police personnel will be available to assist with the needs of any merchants or residents that have to enter the closed areas for deliveries or other reasonable purposes. The police department will address all public transit detours and notifications that may be effected by this event. 3. ALTERNATIVES: Limit the Applicant's Special Event to the previous year's road closures and event. Do not approve the street closures and discontinue the event. 4. FINANCIAL IMPACTS: This event is estimated to cost the City $ 9656.30. This includes $909.80 for Public Works; including personnel costs and time for sign and barricade use. This further includes $8746.50 for one Police Sergeant and eight Police Officers to provide traffic control and police services for the event. The applicant will pay for the Special Event Permit and shall reimburse the City for the above costs. The Applicant has been coordinating with the Petaluma Downtown Association to address any impacts to businesses during this event. This event will further promote Petaluma as a popular destination point for tourists and local residents. The Applicant has suggested that any impacts should be off -set by the increase in people attracted to the event. These include an increase in hotel/motel occupancy, any, increase of foot traffic for our downtown merchants and an increase in dining at the businesses affected by the street closures. CONCLUSION: In order for the Cruising the Boulevard, Inc. Car Show and Cruise event to take place as requested and planned by the Applicant, it is necessary that street closures take place as listed. To insure a safe and orderly operation of the event, vendors and car show entrants will be monitored by event organizers. If the resolution is approved, the Police Department will assume responsibility for street closures, traffic and crowd control. If the resolution is not approved the event will not take place as planned. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: If approved, Cruising the Boulevard, Inc. Car Show and Cruise event will take place with as minimal impact as possible to businesses and vehicular traffic in the area. The Police Department will conduct a review of the event after it occurs. WHEREAS, the Cruising the Boulevard, Inc. is sponsoring their 3`d Annual Petaluma's Salute to American Graffiti" and the 35°1 anniversary of the release of American Graffiti May 17, 2008; and WHEREAS, the Cruising the Boulevard, Inc. is sponsoring their 3`d Annual Petaluma's Salute to American Graffiti" and the 35t" anniversary of the release of American Graffiti and have coordinated the details of the Car Show and Car Cruise with the Petaluma Police Department; and WHEREAS, the Cruising the Boulevard, Inc. will be the authorized sponsor of the special event including the authorization of street vendors and street dance within the special event perimeter; and NOW, THEREFORE, BE IT RESOLVED, that the Police Department is authorized to close certain downtown streets between the hours 8:00 AM and 9:30 PM on Saturday, May 17, 2008 for the purpose of conducting a Car Show, Cruise and Street Dance per the identified locations on the attached map in the Special Event Application. What events do not reouire a special event hermit? 13.32.040 PNIC — Parades, athletic events or other special events, which occur exclusively on city property under the jurisdiction of the Petaluma Parks and Recreation Department ( may require a permit obtained from the Parks and Recreation Department). For events held in City Parks, please contact the Parks and Recreation Department for more information. Parades involving a total of thirty (30) or fewer pedestrians marching along a parade route which is restricted to marching on sidewalks and crossing streets only at pedestrian crosswalks in accordance with traffic regulations and controls. When should I apply for a special event nermit? Special event permits must be submitted not less than thirty (3 0) days prior to the event. Special event permits submitted less than thirty days prior to an event may be denied on that basis. Who handles special event hermits at the notice department? The Watch Commander or Supervisor who is scheduled to work the day of the special event processes special event permits submitted to the police department. The Chief of Police makes the final determination on the approval or denial of special event permits. Do I need a special event nermit for a block oartv? Yes. You must live on a dead-end or cul-de-sac to block the street for a block party, and you must have the permission of the neighbors affected by the street closure. You do not need a block party permit if you do not intend to block the street. Note.' In most cases, you cannot block a through street for the purposes of holding a block party. Do I need insurance for my special event? Most special events require some type of liability insurance. Insurance is most often obtained by adding a 'rider' to an organization or individual's existing policy. You will be required to sign a "Hold Harmless Agreement" for events occurring within the city. What are the most conunon reasons for denial of special event hermits? Most special event permits are denied due to incomplete infommtion. Please review your application carefully to make sure all information is legible and complete. Please provide as many contact numbers as possible to make it easier for the police department to contact someone should questions arise. no Is there anv cost to obtain a special event permit? The Police Department charges a permit processing fee for reviewing and issuing special event permits. Costs are as follows: Special Event Permit -Minor $15 Individual Applicant $50 Commercial Applicant A "minor" event generally includes applications that are reviewed and approved solely by the Police Department. These events include 30 or fewer participants and / or are unlikely to require any additional police presence or have minimal impact on the community. Special Event Permit -Major .$260 All applicants A "major' event generally includes applications that require review /action by the Police Department and other City Departments (Fire Department, Public Works, Recreation Department, etc.). Major events may include large numbers of participants or attendees. Major events may require the preparation of a City Council Agenda Item to authorize street closures for the event. First Amendment Events includes marches and assemblies to support/protest government policies or decisions, or to express religious or political beliefs. To request a waiver you must first determine whether your group can afford insurance coverage. Check with a licensed insurance agent to determine the cost of purchasing insurance for your event. The Petaluma Police Department Event Supervisor must be notified no later than 24 hours prior to the start of the event, If the event is cancelled within 24 hours, the event organizer will pay a minimum 2 hour per officer cost and the Administrative Fee. Services rendered pursuant to this agreement represent an estimate of need and are based upon past experience for similar events. The Petaluma Police Department shall endeavor to mitigate costs to event organizer by sending assigned security personnel home early should circumstances and events dictate less security requirements. I'm writing to provide information and ask for your blessing regarding a change we wish to make in our celebration venue this year. When we produced our first Salute event in 2006, we expressed our desire to Officer Tim Lyons (now Lt. Lyons) to one -day close Petaluma Boulevard and have the entire celebration downtown. He felt that was a definite possibility, but he wanted us to build up to it by establishing a track record of success, which we have accomplished over the past two years. In that short time, we have garnered not only national but international attention. People have come from all over the United States and from New Zealand and Japan, specifically to attend. This year is no exception as we already have confirmed reservations from people in New York, Pennsylvania, Florida, Connecticut, Oregon, Washington and New Zealand, as well as from all over California. This year not only marks Petaluma's Sesquicentennial, but also the 35th anniversary of the release of American Graffiti, most of which, as you know, was filmed here in 1972. Not long after Salute 2007, we met with Tim and asked about having the 2008 celebration downtown and he felt this year would be the one to give it a go. We produced specific plans and presented them to Tim for review. He passed copies along to fire department. Subsequently we met with Tim several more times and with Fire Chief Chris Albertson and his staff. We have addressed all concerns and made the necessary planning changes. As you can see on the map in the package accompanying this letter, we propose to close Petaluma Boulevard, Fourth/Kentucky Streets and a portion of Western Avenue between the hours of 8am and 9pm on May 17. We have appeared at PDA meetings and Marie has published our proposal in the PDA newsletter. Knowing that not all merchants are PDA members, we walked the downtown area and handed out a letter to each business that also presented our proposal. One week later, we again walked downtown, but this time we spoke with owners, managers and other authorized business personnel, explained our proposal and asked for their support by signing a document, also in the enclosed package, that we could present to the City Council. We obtained over 70 signatures, only from owners or managers. Petaluma's Salute to American Graffiti is not only a fun celebration, but a beneficial event for the City and merchants alike. In addition to hotel and sales tax revenue, the City receives national and international recognition and publicity. Visitors will want to come and see the town where American Graffiti was filmed (to this day, many people think it was filmed in Modesto, George Lucas' hometown). A primary example of American Graffiti's international appeal occurred last year when the editor, writer and photographer from an upscale Japanese magazine visited to prepare a story about the movie and its filming locations! Merchants will also benefit as many of the estimated crowd of over 20,000 people we expect to attend will spend money at businesses throughout the city. Our final goal is for you, our city council, to approve our celebration. We have or will be making contact with you personally to answer any questions you may have. We recently met with Mayor Torliatt who made several very good suggestions regarding parking and use of the City bus system. As mentioned above, accompanying with this letter is a package that includes a downtown map of the area for celebration, a copy of the letter we delivered to our local merchants, a copy of the signed petitions, our American Graffiti Filming Locations map, and a few emails that we have received from some of the people who are planning to come to Petaluma for our event. In closing, this year's Salute will be highlighted by two history making events, both of which will focus even more attention on Petaluma. For the first time since the movie was filmed in 1972, the four remaining classic cars that were featured in the film will be reunited right here where they were last together 36 years ago. The collective value of these cars is estimated to be well ZO over $10,000,000! General Motors is hosting the $2.5 million '58 Impala in Detroit later in the year to help celebrate its 50' birthday. But the truly BIG event will take place early on Thursday morning, May 15, when we will re-create the destruction of the cop car, the movie's best known and most hilarious scene. This will take place at the exact same location where it was originally filmed. Even Academy Award winning cinematographer Haskell Wexler, American Graffiti's visual consultant, will be here to film the re-creation, so "Stand by for justice"!
