EXECUTIVE SUMMARY: The Police Department is requesting annual street closures for the purpose of establishing special event perimeters for the annual Butter and Eggs Day Parade. This is an annual event occurring on the last Saturday in April of each year. 2. BACKGROUND: The Butter and Eggs Day Parade is an annual event occurring on the last full weekend in April of each year. The event is sponsored by the Petaluma Downtown Association and includes a large parade accompanied by various activities throughout the day. The event has grown in size each year and brought an estimated 30,000 people to the Petaluma downtown area in 2007. The increased attendance and growth of the event require the closure of additional streets and increased duration of street closures. Additionally, this resolution authorizes the Petaluma Downtown Association to coordinate the street vendors for this event. The Butter and Eggs Day Parade is an annual event and the Police Department is requesting that the City Council authorize an annual closure of the specified areas. This resolution will authorize an annual closure unless substantial changes are made to the route or street closures. 3. ALTERNATIVES: Do not approve the street closures and discontinue the event. 4. FINANCIAL IMPACTS: The cost of establishing street closures and conducting traffic control is $14,788.53 5. CONCLUSION: To insure a safe and orderly operation of the Butter and Eggs Day Parade it is necessary to create an event perimeter and close specified streets to vehicular traffic. Authorizing the Petaluma Downtown Association to coordinate vendors inside the event perimeter is necessary to insure an orderly event. If the resolution is approved, the Police Department will assume responsibility for street closures, traffic and crowd control. If the resolution is not approved the event will not take place as planned. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS TIIAT WILL IDENTIFY SUCCESS OR COMPLETION: The Butter and Eggs Day Parade will be safely conducted with traffic properly re-routed for the event. RECOMMENDATION: Adopt the Resolution authorizing annual street closures to conduct the Butter and Eggs Day Parade as described below: 1. Petaluma Boulevard between Washington St. and "D" St., from 11 a.m. to 4 p.m. 2. Kentucky Street between `B" Street and Washington Street, from 7 a.m. to 6 p.m. 3. Second Street between `B" Street and "D" Street, from 5 a.m. to 6 p.m. 4. Fourth Street between "P' Street and `B" Street, from 7 a.m. to 4 p.m. 5. Fifth Street between "P' Street and "D" Street, from 7 a.m. to 4 p.m. 6. "A" Street Parking Lot from 5 a.m. to 6 p.m. 7. Of the City of Petaluma, California Resolution Authorizing Annual Street Closures to Conduct the Butter and Eggs Day Parade. WHEREAS, the Butter and Eggs Parade is an annual community event; and, WHEREAS, street closures are necessary to safely conduct the Butter and Eggs Day Parade, NOW, THEREFORE BE IT RESOLVED, that the City Council hereby authorizes the Petaluma Police Department to implement the following street closures annually to accommodate the Butter and Eggs Day Parade: 1. Petaluma Boulevard between Washington St. and "D" St., from 11 a.m. to 4 p.m. 2. Kentucky Street between `B" Street and Washington Street, from 7 a.m. to 6 p.m. 3. Second Street between `B" Street and "D" Street, from 5 a.m. to 6 p.m. 4. Fourth Street between "I" Street and `B" Street, from 7 a.m. to 4 p.m. 5. Fifth Street between "P' Street and "D" Street, from 7 a.m. to 4 p.m. 6. "A" Street Parking Lot from 5 a.m. to 6 p.m. 7. `B" Street between Second Street and Petaluma Boulevard from 5 a.m. to 6 p.m. 8. `B" Street between Petaluma Boulevard and Sixth Street, from 5 a.m. to 6 p.m. 9. "C" Street between Petaluma Boulevard and Second Street, from 7 a.m. to 6 p.m. 10. "C" Street between Petaluma Boulevard and Fifth Street, from 7 a.m. to 4 p.m. 11.
