The previous City Manager Mike Bierman allocated funds for this purchase, and the Agenda Bill is currently before the City Council, set for February 25, 2008. The weapons we currently own are past their reliable service life, and prone to malfunction due to wear which is unacceptable. Some officers have already purchased their own weapon due to the condition of the department weapons. There is not much resale market for used police handguns, and I do not recommend we sell them to a wholesaler. The revenue we receive in such a sale will be nominal and we have no control where these firearms are ultimately resold. Since all the handguns are registered to the department, Petaluma will always remain as the original registrant. I contacted Petaluma Gun and Reloading for an estimate on what these handguns might be worth in a resale market, and received an estimate of approximately $100 per firearm. Our intent is to turn some of the best handguns into Simunition weapons. These are real handguns converted to fire only training rounds. They will be utilized to conduct tactical training for SWAT and patrol personnel allowing officers to simulate firearms related engagements in a safe manner, and eliminating the chance of live rounds being introduced in the training environment. In order to recapture some revenue, following city guidelines the department would offer those serviceable handguns not used as Simunition guns to officers who carried them, in the event they would like to purchase it for the resale amount. Unserviceable handguns will be destroyed.
