Description of US Communities Government Purchasing Alliance Summary Statement: There is a need to replace obsolete and missing playground equipment in several of Petaluma's parks. The 07-08 C.I.P. budget includes an allocation of $43,072 for playground replacements. With the available funds it is possible to replace the equipment in Del Oro Park and McDowell Meadows Park, pay for their installation and replace the existing sand with ADA -compliant fbar. Please note, this resolution is for purchase of equipment, and that remaining funds will be utilized for equipment installation and replacement of ground cover. The proposed equipment is listed with US Communities, a Government Purchasing Alliance, providing an across the board 6% discount to municipalities. The City of Petaluma is registered with US Communities, thus bidding is not required. EXECUTIVE SUNINIARY: There is need to replace obsolete and missing playground equipment in several of Petaluma's parks. The playground replacement project is identified in the C.I.P., and has an 07-08 allocation of $43,072. Available funding allows replacement of the equipment in Del Oro Park and McDowell Meadows Parks. Additionally, finding allows for installation and replacement of existing ground -cover with ADA -compliant fibar. These two parks have small play areas that include 35 foot diameter circles filled with sand. Del Oro Park has some rudimentary remainders of an old wooden climbing structure and a tire swing. Other original features have been removed over the years due to wear. The play area in McDowell Meadows Park has only sand, as all old equipment was removed several years ago. The proposed McDowell Meadows structure is designed for pre-school age use and the new equipment at Del Oro designed for school-age use. 2. BACKGROUND: In November, 2006 the Parks and Recreation Department identified several parks in need of playground equipment replacement. The list included McDowell Meadows, Del Oro, Miwok, Arroyo and Grant Parks. Considering the high cost of play structure equipment, and the limited finds available, staff has determined it would be most beneficial to the community that the two smaller parks be equipped at this time, rather than develop one of the larger, more costly playgrounds. The particular equipment requested is manufactured by Landscape Structures. The equipment is listed with US Communities, a Government Purchasing Alliance, providing an across the board 6% discount to municipalities. The City of Petaluma is registered with US CouunuuitieS, thus bidding is not required. 3. ALTERNATIVES: a. Authorize the purchase of playground equipment for Del Oro and McDowell Meadows Parks from Landscape Structures for a total of $27,785.88. b. Direct staff to replace equipment at a different location. c. Take no action, thus deferring the project. 4. FINANCIAL IMPACTS: The funding for Playground Replacements has been allocated to the Capital Improvements Project Budget, Project C400205. There is currently $43,072 in this account. 5. CONCLUSION: - Page 2- The replacement of playground structures will he a vast improvement in the affected Parks and will offer children safe and fun places to enjoy themselves out of doors. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Public satisfaction with the part: improvements. RECOMMENDATION: Adoption of the Resolution authorizing the purchase of playground equipment for Del Oro and McDowell Meadows from Landscape Structures for a total of $27,785.88. - Page 3 - ATTACHMENT I RESOLUTION NO. 2008 - OF THE CITY OF PETALUMA, CALIFORNIA APPROVING A RESOLUTION AUTHORIZING THE PURCHASE OF PLAY EQUIPMENT FOR DEL ORO AND MCDOWELL MEADOWS PARKS FROM LANDSCAPE STRUCTURES FOR A TOTAL OF $27,785.88. WHEREAS, a number of city parks playgrounds have been identified as being in need of new play equipment; and WHEREAS, Fiscal Year 07-08 Capital Improvement Project funds are available for such playground replacements; and WHEREAS, Petaluma Municipal Code section 4.04. 100 provides that purchases made through a cooperative purchasing program with the State, county or other public agencies are exempt from provisions of Chapter 4.04 of the Petaluma Municipal Code which require the City to conduct its own competitive hid process for certain purchases; and WHEREAS, the play equipment to he purchased is listed with US Communities, a Government Purchasing Alliance of which the City of Petaluma is registered; and WHEREAS, Parks staff considered Del Oro and McDowell Meadows Parks to be the parks most in need of new equipment; and NOW, THEREFORE BE 1T RESOLVED, that the City Council of the City of Petaluma hereby: Authorizes the purchase of playground equipment for Del Oro and McDowell Meadows Parks from Landscape Structures for a total of $27,785.88. - Page 4- ATTACHMENT 2 CITY OF PETALUMA, CALIFORNIA PROCUREMENT SOLE SOURCE JUSTIFICATION DATE: 01/22/08 DEPARTNIENT PARKS CONTACT RON DENICOLA TELEPHONE: 778-4321 VENDOR: Ross Reereatioo TELEPHONE: 707-538-3800 JUSTIFICATION (Initial all entries that apply) 1.
