FOR
Resolution Amending the Classification and Compensation Plan by
Establishing the Classification, Pay Range, and Unit Assignment of Senior Mechanical
Technician and Mechanical Technician.
1. EXECUTIVE SUMMARY:
Creating and establishing the Senior Mechanical Technician and the Mechanical
Technician are the next steps in building the team that will self -operate the Ellis Creek
Water Recycling Facility, and is being taken in response to Council direction provided on
November 19, 2007.
2. BACKGROUND:
The City Council directed City Management to take actions necessary to self -operate the
Ellis Creek Water Recycling Facility on November 19, 2007. These positions will lead
and perform a variety of skilled tasks pertaining to the installation, maintenance, repair
and service of a wide range of electrical and mechanical equipment at the Ellis Creek
Water Recycling Facility and the water system, including conveyors; diesel and gas
engines and related cogeneration equipment; potable water systems; chemical handling
systems; boilers and digester systems; oxygen transfer systems; pumps centrifugal,
positive displacement, progressive cavity, chemical metering, axial flow pumps, vertical
turbine recycled water, submersible stone water, pump station, chopper type centrifugal;
lift stations; valves such as plug, butterfly, motors, and actuators; and distributed
programmable control logic control systems and instruments.
3. ALTERNATIVES:
Alternatives available for this action include:
1. Adopt resolution amending the classification and compensation plan by
establishing the classification, pay range and unit assignment of the Senior
Mechanical Technician and Mechanical Technician.
2. Take other action as directed by the City Council.

Estimated cost for FY 07-08 is approximately $ 8,000 (salary and benefits) depending on
hire date. At the time the FY 07-08 budget was prepared, it was unknown whether or not
the City would self -operate the Ellis Creek WRF. To ensure that sufficient funds were
included in the budget for this expenditure, the Water Resources Department's FY 07-08
budget includes $325,000 for temporary labor. These funds will be used to fund the
Senior Mechanical Technician in FY 07-08. The Mechanical Technician will likely be
hired in FY 08-09. Both positions will be funded from the wastewater operations budget
in FY 08-09.
5. CONCLUSION:
Establishing the classification and compensation plan for these positions will allow the
City to recruit and hire in these positions and continue building the team that will operate
and maintain the Ellis Creek Water Recycling Facility.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY
SUCCESS OR COMPLETION:
Successful recruitment and luring of the Senior Mechanical Technician and Mechanical
Technician.
7. RECOMMENDATION:
Approval of the Resolution and amendment of the City's Classification and
Compensation Plan.

AMENDING THE CLASSIFICATION AND COMPENSATION PLAN
BY ESTABLISHING THE NEW CLASSIFICATIONS, PAY RANGES
AND UNIT ASSIGNMENTS OF SENIOR MECHANICAL TECHNICIAN
AND MECHANICAL TECHNICIAN
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and
responsibilities are appropriately allocated to the classifications of Senior Mechanical Technician
(as attached hereto and marked Attachment A); and Mechanical Technician (as attached hereto
and marked Attachment B); and,
WHEREAS, the pay ranges and unit assignments for the classifications as listed below
and the revised classifications as listed above, are hereby recommended, effective with the
adoption of this Resolution; and,

BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code
3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V —
Compensation) and, that the notice of this action has been properly posted.

Lead and perform a variety of skilled and semiskilled tasks pertaining to the installation,
maintenance, repair and service of the electrical and mechanical equipment, instruments
and structures used within the water system and water recycling plant and pump stations; and
provide technical staff support to plant operations.
Class Characteristics
This is the advanced journey level and lead for the mechanical functions. General supervision is
provided by the Water Recycling Plant Operations Supervisor. An incumbent maintains and
repairs water and water recycling and reuse equipment including, but not limited to: sluice gates,
compressors and flights; hydraulic controls; mechanical, structural, and plumbing apparatus; belt,
chain, and conveyors; diesel and/or gas engines and related cogeneration equipment; potable
water systems; wastewater systems; storm drainage; chemical handling systems; boilers and
digester systems; oxygen transfer systems; pumps centrifugal, positive displacement, progressive
cavity, chemical metering, axial flow pumps, vertical turbine recycled water, submersible storm
water, pump station, chopper type centrifugal; lift stations; valves such as plug, butterfly, motors,
and actuators; distributed programmable control logic control system and computerized control
systems; and also serves as a lead worker over the Mechanical Technician.
This class can be distinguished from the Mechanical Technician class by its lead worker role and
its responsibility for providing technical expertise regarding the most complex maintenance and
repair issues, lead work and training of staff in lower classifications as well as planning work using
the computerized maintenance management system.

Duties:
Lead and perform maintenance and repair duties for the City's water and water recycling
plant and related facilities.
Plan, schedule and monitor the work of subordinate staff engaged in water recycling systems
maintenance and repair activities; prioritize and distribute assignments; prepare daily work
schedules; monitor productivity, efficiency and quality of work performed; provide standard
maintenance procedures for operating staff and maintenance staff for routine preventative
maintenance procedures; provide input to supervisors and managers regarding assigned staff
performance.

Inspect, maintain, troubleshoot, repair and service facilities, machinery and equipment
including, but not limited to, pumps, lift stations, valves, motors, engines, compressors and
computerized control systems; rebuild and overhaul pumps, pneumatic control systems and
ventilation blower units; inspect and calibrate gauges and meters; inspect and test air quality
analyzers; perform or make recommendations regarding the most difficult and complex
maintenance and repair projects.
Perform complex corrective mechanical maintenance by troubleshooting cause of malfunction
using visual inspection and precision measuring and testing instruments and replacing or
repairing broken parts such as gauges, gaskets, plugs, coils, wires, bearings, drive lines, valves,
pistons, rings, crankshafts and pumps.
Perform preventive and predictive maintenance checks and servicing on equipment; develop
and monitor maintenance schedules.
Monitor supplies and maintain appropriate inventories; estimate quantities of materials and
supplies needed and place orders; recommend and assist with equipment purchases including
budget planning for operating and major purchases; oversee the maintenance of time,
material, work order and equipment use records.
Rebuild equipment by disassembling, cleaning, ordering replacement parts, repairing
mechanical malfunctions and reassembling and testing.
Train staff in work techniques, use of equipment and safety programs and techniques such as
confined space entry procedures and lift station maintenance safety procedures.
Responsible for adherence to safety orders and compliance with federal and OSHA regulations
