EXECUTIVE SUMMARY: Vacancies exist on several City boards, commissions, and committees. 2. BACKGROUND: Notices of vacancies were published in the Petaluma Argus -Courier on January 16 and January 23, 2008 and on the City's Web Site. The attached "Get Involved" flyer was distributed at City Hall and the Petaluma Community Center. The deadline for applications was Monday, January 28, 2008 at 5:00 p.m. Three applications were received, all for the Animal Services Advisory Committee. One applicant for the Animal Services Advisory Committee, John Cerini, has told the City he is married to a staff member of the Animal Services Department. The City Attorney has advised that Mr. Cerini may have potential conflicts of interest arising from his wife's receipt of income from the City and could be required to recuse himself from certain future matters that may come before the Committee. Mr. Cerini's actions on the committee could also raise the appearance of bias because of his wife's employment with the animal services department. The authority of the Animal Services Advisory Committee does not extend to budget decisions or input on staff hiring or supervision, and it does not act as a quasi-judicial decision-making body. Mr. Cerini has stated that he understands the potential for conflicts, is willing to fully disclose necessary information on the appropriate Form 700, and wishes to serve on the Committee. 3. ALTERNATIVES: Council could decline to make appointments at this time, direct staff to place additional advertisements seeking applicants, and reschedule the appointments for a later Council Meeting. RECOMMENDATION: Appoint interested citizens to fill vacancies on the City's Boards, Commissions, and Committees. Direct the City Cleric to advertise for additional applicants to fill those vacancies not filled at this meeting. A minimum of one-year residency within the City limits is required, with limited exceptions. The purpose of this request is for the City Council to consider this Committee's recommendation to appoint a youth subcommittee member to this important committee to fill this vacancy. The Transportation Division at the December 12, 2007 TAC meeting was requested to write a letter requesting that the City Council strongly consider that a youth i' member of the youth sub -committee to be appointed to the recent vacancy of the Transit Advisory Committee. The TAC recently created a "Youth Sub -Committee" now comprised of two active TAC committee members and 13 student members. This sub -committee is recommending the inclusion of a student sub -committee member to the standing TAC committee. This consideration should bear in mind the important contributions that youth can bring to the overall increased City rider ship as well as enhancing our overall community goals as a whole. Due consideration to this appointment will greatly assist our City in attaining its stated goals of increased rider ship and positive community involvement. When the City Council approved the formation of the TAC (Council Resolution 2007-034 attached) it included the language; "it is desirable that members of the TAC reflect the diverse interest and needs of the community". This is an important next step for the community to succeed. On behalf of the Transit Advisory Committee we urge you to take action and consider the vacant seat with a member of the youth community during the public appointment process.
