SUBJECT: Resolution Recommending Appointments to the Mayors' & Councilmembers'
Association to Fill Vacancies on the ABAG Executive Board, Sonoma County
Agricultural Preservation & Open Space District Citizens Advisory Committee, and
North Coast Railroad Authority Board of Directors
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution recommending appointments to
the Mayors' & Councilmembers' Association and giving the Mayor or his designee authority to vote
on late nominations received at the Association's June 8, 2017 meeting.
BACKGROUND
The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills
vacancies on various local or regional Boards or Commissions when the terms of office expire or upon
resignations. Letters of interest are circulated to all cities by those elected officials wishing to serve,
followed by the cities voting on their recommendations at an upcoming meeting of the Association.
Board of Director Appointments:
ABAG Executive Board. One position, to fill expiring term of Jake Mackenzie (Rohnert
Park); term expires June 2017. Two year fixed term.

2. ABAG Executive Board, Alternate. One position, to fill expiring term of Julie Combs (Santa
Rosa); term expires June 2017. Two year fixed term.

3. Sonoma County Agricultural Preservation & Open Space District Citizens Advisory
Committee. One position, to fill expiring term of John Dell'Osso (Cotati); term expires June
2017. Term expires two years from appointment.

4. North Coast Railroad Authority Board of Directors. One position, to fill vacant term of
Sonoma County (previously Mendocino County). Term expires two years from appointment.
Must be filled by a Cloverdale or Healdsburg Mayor or Council member.

COUNCILMEMBERS' ASSOCIATION TO FILL VACANCIES ON THE ABAG EXECUTIVE

AUTHORITY BOARD OF DIRECTORS
WHEREAS, vacancies have occurred on various Boards and Committees due to term
expirations or elected members leaving office; and
WHEREAS, the appointments will be considered by the Board of Directors at the Mayors' &
Councilmembers' Association meeting on June 8, 2017; and
WHEREAS, five letters of interest have been received and considered by the Petaluma City
Council.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council does hereby
recommend to the Mayors' & Councilmembers' Association for the following appointments:

RE: ABAG Executive Board (Alternate)
Honorable Mayors and Council Members,
I am submitting my letter of interest in filling the vacancy on the ABAG
Executive Board (Alternate) that was created as a result of Julie Comb's
term expiring in June of 2017.
The role of ABAG in the coming years is going to be a crucial one as we
move forward with planning for improvements to our regional transit
systems, update our greater land use decisions, and develop strategies to
better address the housing needs for the bay area. In the past six -years of
serving as a councilmember in Petaluma I have advocated strongly for
increased funding and access for transit, affordable housing. I have had the
pleasure of working collaboratively with representatives on the Health
Action Council for five of the past six years, and currently represent
Petaluma on the Sonoma Clean Power board. I strongly feel my diverse
background with experience in healthcare management, emergency
management, and as a first responder provide me with a wealth of
knowledge that could be applied to this position.

Association of Bay Area Governments (ABAG)
Executive Board
I am writing to respectfully ask for your support for my appointment as an alternate
to the Association of Bay Area Governments (ABAG) Executive Board.
i am a current member of the ABAG Regional Planning Committee. I have
Ei O,ik, represented Sonoma County as an ABAG- invited speaker on two occasions; one was
\ `" l ' at a regional meeting and one was for the regional planning directors. I have
participated in One Bay Area programs, have a background in working towards
i i,1 1 \1 affordable housing, and have served as a plans reviewer as well as a Planning
Commissioner in another county. I continue to emphasize the importance of
securing funding for our fast - growing region and will work towards that end.
I believe I can fairly represent the interests of our county and the City of Santa Rosa
in the context of the Association of Bay Area Governments, and it would be an honor

Re: Request for Reappointment to the Citizens Advisory Committee of the Sonoma County
Agricultural Preservation & Open Space District
Dear Mayor Mackenzie,
I am Nvriting you to ask for your support for reappointment on the Sonoma County Agricultural
Preservation & Open Space District (District) Citizens Advisory Committee. I would be honored to have
the opportunity to continue representing our cities. I feel that my background of working for the
National Park Service (NPS) at Point Reyes National Seashore for over 34 years gives me an excellent
understanding of open space issues in the Bay Area. Additionally, for over 50 years at the Seashore, we
have preserved and maintained the dairy and beef ranches at Point Reyes awhile continuing to be a natural
sanctuary and human haven for myriad of species and over 2.5 million annual visitors.
At the District, I was appointed the Chair this year and would be honored to continue serving in that
capacity. With that role, I have been updating the Mayors' & Councllmembers' Association at our bi
monthly meetings of any updates from the Committee.
If you look at the mission statement for the District and the NPS, there are some very strong similarities;
mainly to preserve and protect for future generations. i have been committed to this concept in my
professional, personal and public life.
