HomeMy WebLinkAboutAgenda Bill 5.A 02/28/2011DATE: February 28, 2011 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Larry Zimmer, Public Works Capital Improvements Division Manager SUBJECT: Resolution Approving the Washington Street Bridge Seismic Rehabilitation Project and Accepting the Proposed FY 2010/2011 Project Budget RECOMMENDATION It is recommended that the City Council adopt the attached resolution approving the Washington Street Bridge Seismic Rehabilitation Project and accepting the proposed FY 2010/2011 project budget. BACKGROUND In 2008, a repair project was completed on the Washington Street Bridge, over the Petaluma River, which had been recommended by Caltrans, based on their bridge inspection reports. The project was funded using Traffic Mitigation Fees, and was managed by the Public Works Capital Improvement staff. At that time, the project removed and replaced deteriorating concrete on the pile- columns to protect the inside steel piles from corrosion. As part of the same project, the bridge approaches were repaired, and a sealant applied to the concrete deck. During design of this retrofit, the project consultant questioned the ability of the bridge to withstand a major seismic event. A cursory review of the as -built drawings pointed to a possible design deficiency of the bridge, which was built prior to current seismic design standards. It should be noted that the work done in 2008 was necessary repair and maintenance, and was not part of this potential seismic retrofit. Caltrans /federal funding for seismic retrofit is not available unless bridge vulnerability can be demonstrated, and per Caltrans, the as -built drawings alone are not adequate to prove bridge vulnerability. For this reason, the City hired a structural engineering consultant to perform a seismic vulnerability analysis. The analysis, based on Caltrans 2009 seismic design criteria, suggests that the bridge is potentially vulnerable to unacceptable failure during what they identify as a "credible" earthquake. Staff submitted the seismic vulnerability analysis report to Caltrans for consideration and applied for a federal Highway Bridge Program (HBP) grant last July. Caltrans recently approved a FY Agenda Review: City Attorney Finance Director City Manager 10/11 grant in the amount of $221,325 for design (preliminary engineering, or PE, in Caltrans /federal terms) of the seismic retrofit, which will likely take a year to complete. Before the City can apply for HBP grant funding for construction, Caltrans must approve the final design and a construction cost estimate. Therefore, Caltrans has placed the potential funding for construction in the 2014 fiscal year and beyond. Although the design work could be delayed, depending on the length of that delay, staff would likely need to reapply for the funds. DISCUSSION In order to proceed with the PE Phase, the City needs to identify the project and budget in the 2010/2011 CIP. Once Caltrans approves the final design, staff will apply for construction funding, return to Council for approval of the estimated construction budget, and advertise the project. It is expected that additional HBP Grant funding will be available for the construction phase of the work. However, since these funds are limited, it is not guaranteed. FINANCIAL. IMPACTS The federal HBP grant will fund 88.53% of design, construction, and construction management. Use of $98,675 of Gas Tax is the source recommended to meet the project match required in the design phase. Use of these funds, which have been specifically set aside for grant matches or minor pavement work, will not impact any currently planned projects. Following is an estimate of the total project cost, which will be further defined during the project development process. ATTACHMENTS 1. Resolution 2 ATTACHMENT I RESOLUTION APPROVING THE WASHINGTON STREET BRIDGE SEISMIC REHABILTATION PROJECT AND ACCEPTING THE PROPOSED FY 2010/2011 PROJECT BUDGET WHEREAS, the seismic vulnerability analysis of the Washington Street Bridge shows that the bridge is eligible for Caltrans /federal funding for seismic retrofit; and WHEREAS, staff successfully applied for Federal Highway Bridge Program (HBP) funding and was awarded $221,325 for design of the Washington Street Bridge Seismic Rehabilitation Project; and WHEREAS, the proposed project will allow a seismic retrofit of the Washington Street Bridge to withstand a major seismic event; and WHEREAS, upon Caltrans' approval of the final design and construction cost estimate, the City will be eligible to apply for an HBP grant for construction funding. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Amends the FY 2010/2011 Adopted CIP Budget to include the Washington Street Bridge Seismic Rehabilitation Project. 2. Accepts the proposed project budget for FY 2010/2011 in the amount of $320,000, which includes a transfer of $98,675 from account number 2411 - 16500 - 54150. 3
