HomeMy WebLinkAboutStaff Report 3.F 06/05/2017TO: FROM: SUBJECT: Agenda Item #3.F Honorable Mayor and Members of the City Council through City Manager Amy Reeve, Director of Human Resources Resolution Amending the Pay Rates for Part-Time Positions RECOMMENDATION It is recommended that the City Council adopt the attached resolution amending the Pay Rates for Part -Time Positions if the City Council increases the Living Wage for FY 2017/18, effective July 1, 2017. BACKGROUND A related item is on the Council's agenda for June 5, 2017, that would, with Council approval, increase the Living Wage rate for FY 2017/18. The City's part-time classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher I, and Ramp Attendant are subject to the Living Wage. These positions, and Recreation positions benchmarked to the City's Living Wage positions, were last adjusted by 3.2% effective July 1, 2016. DISCUSSION It has been determined that the Consumer Price Index upon which the Living Wage increase is calculated has gone up 3.5% during the past year. If the City provides a 3.5% pay rate adjustment to those employees in Living Wage positions effective July 1, 2017, there are positions benchmarked to Living Wage position classifications in the Recreation Services Division that have been treated in the same manner. To maintain pay rate consistency among those positions that are related and /or similar, but are not subject to the Living Wage ordinance, it is recommended that the Council also grant those part -time position classifications the 3.5% cost of living adjustment effective July 1, 2017. The affected positions and rates of pay are listed in Attachment A. FINANCIAL IMPACTS Increasing the Living Wage by 3.5 %, effective July 1, 2017, will result in a total estimated increased cost to the City in FY 2017/18 of $17,739. The General Fund's share of this cost is $15,770. The estimated cost of adjusting the hourly wage of City of Petaluma Living Wage positions is $9,626 and $8,113 for those Recreation positions benchmarked to the City's Living Wage positions.
