HomeMy WebLinkAboutResolution 2017-087 N.C.S. 06/05/2017Resolution No. 2017 -087 N.C.S. of the City of Petaluma, California RESOLUTION ACCEPTING THE FEDERAL EMERGENCY MANAGEMENT AGENCY'S PRE- DISASTER MITIGATION PROGRAM GRANT AND DESIGNATING SUBRECIPIENT'S AGENT FOR THE HAZARD MITIGATION GRANT PROGRAM AND PRE- DISASTER MITIGATION PROGRAM WHEREAS, the federal Disaster Mitigation Act of 2000 requires all cities, counties, and special districts to have adopted a Local Hazard Mitigation Plan to receive disaster mitigation funding from Federal Emergency Management Agency; and WHEREAS, for the City of Petaluma to be eligible for Federal Emergency Management Agency funding for disaster mitigation and emergency funding, the City must have an approved Local Hazard Mitigation Plan; and WHEREAS, the City of Petaluma applied to the Federal Emergency Management Agency for a Pre- Disaster Mitigation Competitive Grant and was awarded $60,000.00 to assist with the costs associated with preparing the Local Hazard Mitigation Plan; and WHEREAS, the City of Petaluma seeks to maintain and enhance both a disaster- resistant City and region by reducing the potential loss of life, property damage, and environmental degradation from natural disasters, while accelerating economic recovery from those disasters; and WHEREAS, the City of Petaluma is committed to increasing the disaster resistance of the infrastructure, health, housing, economy, government services, education, environment, and land use systems in the City of Petaluma; and WHEREAS, the City of Petaluma designates the City Manager, Public Works and Utilities Director, and Principal Financial Analyst as the Designated Subrecipient's Agent for the Pre - Disaster Mitigation Program; and WHEREAS, the State of California Governor's Office of Emergency Services is the State office overseeing the grant process and review of the final Local Hazard Mitigation Plan on behalf of the Federal Emergency Management Agency; and WHEREAS, the Pre- Disaster Mitigation Grant is effective to August 30, 2019; and WHEREAS, the FY 16/17 budget for the account 1100.16100.54140, Consulting Services, has sufficient funds for the grant match. Resolution No. 2017 -087 N.C.S. Page 1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Accepts the Pre - Disaster Mitigation Competitive Grant from the Federal Emergency Management Agency. 2. Approves the Agents named on the Designation of Subrecipient's Agent Resolution form and directs staff to submit the grant forms to the California Governor's Office of Emergency Services. 3. Authorizes the City Manager to execute all necessary documents to accept the grant. Under the power and authority conferred upon this Council by the Charter of said City.
