SUBJECT: Public Hearing, Resolution Adopting the Southgate Landscape Assessment
District Update.
RECOMMENDATION
It is recommended that the City Council open the Public Hearing for the Southgate Landscape
Assessment District Update and continue this item to the July 3, 2017 Council meeting.
BACKGROUND
The Southgate Landscape Assessment District was formed in 2005 and assessments began to be
collected in 2006, which are itemized on homeowner annual property tax bills. The assessment
funds the costs for maintaining all common landscaped areas, irrigation, and street lighting in the
subdivision. The Southgate Subdivision has 242 single - family homes. Of those, 26 parcels were
incorporated into the Housing Land Trust of Sonoma County. When the Southgate LAD was
formed, the 26 Housing Trust homes were not included in the assessment tax rolls by the original
developer, Delco. As a result, the 216 homeowners not in the Housing Trust system have been
paying the annual assessment while those in the Housing Trust system have not being paying for
the past eleven years. The annual fee is $285.35.
This item was noticed for a public hearing for the City Council's June 19, 2017 meeting. Formal
notices were sent to the 26 affected property owners 45 days prior to the June 19th meeting and
the required public. notice was published in the Argus Courier. Due to the time required for other
matters before the City Council on June 19th, it is recommended that the City Council continue
the hearing to July 3rd. All 26 property owners have been advised of the new date.
