CALL TO ORDER (07:03 PM) 2. ROLL CALL Present: Richard Marzo, Jocelyn Lin, Bill Wolpert, Gina Benedetti-Petnic, Diana Gomez, Terry Kosewic, Kit Schlich Absent: Kathy Miller, Jennifer Pierre John Brown, City Manager will swear in HPCP Committee Member Kit Schlich . PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the Committee/Commission's subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited to three minutes per person. Depending on the number of persons wishing to address the Committee/Commission, time will be allocated in equal shares totaling no more than twenty minutes. (07:06 PM) Public Comment Opened Ryan Anderson has traffic concern on Ely and Sonoma Mountain Pky, lights are not timed correctly. Would like to see them fixed. COMMITTEE COMMENT (07:09 PM) A. Council Liaison B. Pedestrian and Bicycle Committee C. Tree Advisory Committee Chair Wolpert asked staff if Council Member Miller will be able to serve as liaison to the Council and the Pedestrian and Bicycle Committee. Eric Danly, City Attorney stated that the legislation body require a minimum of nine members so Council Member Miller will not be able to serve as liaison for both the Council and Pedestrian and Bicycle Committee. Heather Hines, Planning Manager will place the appointment on the next PPAC meeting agenda on February 11, 2014. Chair Wolpert Mr. Danly Ms. Hines Chair Wolpert Commissioner Benedetti-Petnic - The Tree Advisory Committee is working with Rotary and Hospice on Center Park, replacing all tree lights with LED's. Two possible options to protect tree root, slit rail fence around perimeter, reusing wood material and money is available from Rotary to assist with cost. Discussion about design standard with Engineer department and planning department, to update guidelines. Put in 40 new downtown trees, will be dependent upon irrigation cost. Going to bid after the maintenance contract is in place. Discussion about Hwy 101 tree removal. Teresa Barrett attended the meeting to relay our desire for tree replacement. Chair Wolpert -The Sonoma County Climate Action 2020 Stakeholders Advisory Committee had their First meeting about process and what kind process and document we want to have in 18 Joint HCPC/Planning Commission Meeting of January 28, 2014 Page 3 months from now. Discussed goals and brainstorming to reduce greenhouse gas levels by 2015. Public is encouraged to be involved and share ideas on how to lessen greenhouse gasses, please email or call. 6. STAFF COMMENT (07:17 PM) A. Planning Manager's Report Heather Hines, Planning Manager- Last night the City Council directed Staff to return City Council on February 3rd for the Maria Drive Apartments and River -front DEIR will be reviewed. Concerned about flooding and cost to tax payer for flood costs, and traffic. The detention pond will be dangerous to the nearby school and children. Does not feel the detention pond will not provide relief for flood water. Christie Flum ceded time to Hank Flum Tim Miller ceded his time to Hank Flum Mike Marshall, concerned about basin, and fill being trucked in, concerned about pollution, dust and traffic. Mark Bisondi lives on Quarry Rd, concerned about safety with access points and pond. Basin will smell. Consider gradual slope. Richard Parker, live on Quarry Street, I live on a filled manure pond. I'm wondering about peculation and where the water will go, keeping creek clean, cost of basin. Mark Tomlinson main concern is the water flow. The creek is clogged by vegetation. Need to be cleaned as part of this project. Laura Shaw -Miller my home is built on a slab and we were never told we lived in a flood plain, have had to replace our floors. Have a lot of distrust with the builder, do not want the homes built. Steve Giraud, we have had water issues on our concrete slab built homes. Concerned about additional cars going through access roads. Laura Giraud concerned about emergency vehicles and traffic access. Would like Corona Road as an access point rather than interior neighborhood. Would like explanation about UGB and how the process works. Steve Matthas live on Andover, have concern about mold issues, natural habitats, construction noise, access on Monica. Would like Corona Road as access. Do not approve subdivisions Lisa Jepsen- trucks on residential streets, propose a new entrance on corona road, think about impacts for school children. Ted Keys- lived there for 20 years, how can you insure there is no water run off. Major concern about water run off. How can I insure that when a flood comes that I won't be flooded out? Plan to protect Nora Lane. Encourage access from Corona Carol Russell- Do not trust DELCO to reduce flooding. Fire in new subdivision. Against the subdivision. Concerns about flooding.
