CALL TO ORDER (07:01 PM) 2. ROLL CALL PRESENT: Kathy Miller, Richard Marzo, Jocelyn Yeh Lin, Diana Gomez, Bill Wolpert, and Gina Benedetti-Petnic. ABSENT: Jennifer Pierre. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. 4. PRESENTATION A. None 5. COMMUNICATIONS A. None. 8. APPROVAL OF MINUTES A. Approval of Minutes of Regular Planning Commission Meeting of Tuesday, February 11, 2014. 9. OLD BUSINESS A. Site Plan and Architectural Review for landscape plans associated with the previously approved 21-IotYarberry Subdivision and PUD (formerly Birches) located at 870 Wood Sorrel Drive. Individual house design is not included in this SPAR application. The Residence would like to have a project start date. There is a proposed 6 foot fence however the residence would like to see an 8 foot fence with overlapping boards. The fence line is currently on a retaining wall and residence would like to know how far onto their properties will construction need to go to build the new retaining wall. Will there be single story houses? Residents believe that building was dense for a small lot. Residence would like the builders to think of the people moving into the houses. He states that originally 74 acres were set aside for the Sonoma Land Trust, and the original zoning allowed for one house per acre. The idea of the development of Westridge Knolls was to leave more space for urban separator, which shouldn't be built on. Mr. Bawn asks for reasonable development and to preserve people's privacy. He would like theeasement to be owned/maintained by the HOA. How will the PUD be enforced? The City should make sure their decision makers have the proper credentials. He wants to make sure everything is done correctly. He would like to maintain his right to sue if necessary. Rick Carlson Rick Carlson. 137 Gravelia. Would like to keep the rural look and feel of the neighborhood. Would like a clear picture of what the landscaping will look like between the homes. Would like to see the exact locations of the home sites. Should the homes be placed further back? When will the HOA go into effect? Will the houses be built all at once or one by one? Craig Brandolino Craig Bandolino is concerned about the privacy and sees a potential issue with drainage. The neighbors currently have water drainage and earth movement problems. David Felix David Felix is concerned with water usage and new trees. He is concerned with traffic. Has a cultural artifacts study been done? Has there been a noise study for the water pump?
