Section 1. All,that,.certain Uniform Building Code entitled
"Uniform Building Code, 1961 Edition,, Volurrfes; I and II" and the
Uniform Building Code zvalume entitled. "'Unif.orm, Building Code!,.
Standards, 1967 Edition ", approved by the Internet iohal'Corif erence
of Building Of ficials at. its 44th annual meeting on October 3-7,
19.66, three (3) copies of-which volumes in book form having here-
tofore,been filed and are now on file in the Office of the City
Clerk of this City and.marked,-as having been filed.therein on the
21st day of April. 196:9-, which - copies are hereby
adopted as the Uniform Building Code of - and -kor the, City of Pet-

Section 2 Section 10.4.(a) of the bni°form Building. Code,"

Section I . Section 30`1.: (,a) of the- Uniform Building Code, -
`Volume I, is - hereby amended by' adding thereto the following:
"No permit shall ,be required if the; valuation of the
work does not exceed $100 and work does not. need
inspection, to.-be determined by the Building Official."
Section 4 . Section 301.(d) of the.`Uniform Building Code,
Volume I, is hereby amended to read as follows
"Plans and specificatons.shall be drawn to scale upon sub-
stantial paper.or cloth and shall be of sufficient clarity
to indicate the nature and extent o,f the work proposed, and
show in detail that 'it wi conform to t e pr ovisionsoo f-
this code and all relevant laws, ordinances,_rules and
regulations. The first sheet of each:set of plans shall
give the house.and street address.of the.work and name
and address of the owner and person who prepared them.
The _ plans shall include. two ( 2 ) copies, of a plot plan on
an 8 1/2" X 11" sheet and shall provide the following
information:
(a) Dimensions of .plot and north„ -point., dimensions -.of
front, rear,and -side yard, loca.'tion� and dimensions
of accessory building, location and dimensions of
easements
(b) Elevations. at the following points: Top of -curb at
points of extension of lot, lines,. finish and,'existing
grade elevations at each cornea of-plot, finish and
existing grades at each principal corner of structure
and points of- significant change of`slbpe., disposition
of surface and roof drainage and location and grades
of proposed driveways. Where. the underfloor grade is
lower than the exterior finish gr "ade, a drain shall be
provided to,prevent.water pond ng under the.building.
Yards shall be _so graded as to carry roof and yard water
away from building to an approved storm drainage system.

Section 5 . Sect 'on .303.. '(b) of the. Uniform, Building Code,:
Volume I, is hereby amended to read as follows -:
"'(b) Plan- Checking, F'ees. When the valuation of the pro-
posed construction exceed - and - .a plan is
to be submitted by Subsection (c) of Section 30.1, and in
the opinion of the building officer the scope of the work
is of such nature that plan - checking is required and is
advisable, a plan - checking fee shall be.paid to the Build-
inf official at the time of submitting plans and specifica-
tions for checking. Said plan - checking fee shall be equal
to one -half !of the .building permit f:ee as set forth in Table
No. 3 - A. "
Section 6 . Section: 303 of the Uniform Building Code, Volume.
I, is hereby amended by. adding thereto'Section 303.�(c) to read as
follows:
"If a project under any permit',is 'abandoned without any work
having been done, H% of the.permit. fees paid may be re-
funded on written ap:p.li'cation and surrender of the permit
within 45 days of the date of issuance hf permit is
issued in error, refund of the full,fe may be made.
Checking fees for plans which have been reviewed or corrected
are not subject to refund. " -.
Section.7 Section 304.(d') of th Unif.orm Building Code,
Volume I,.is hereby - amended to add the following:
"If the work does comply: -with, this Code'• and the work is
not ready fo "r - inspection..when. notif pursuant. to the pro
visions of the f;oll paragraph';-an additional $•6 fee
will be charged for the second inspection. The additional
fee is to be paid the Building Department office prior
to the making of th-e second ins;pec.tion. "•
Section 8 . Section 1 -of the Unkform.Building Code,
Volume I, is hereby amend.ed'by adding thereto the following:

' °Notwithstanding any 'other provision o`f this Code, , exterior.
walls, .which are -permitted to exi,s;t within five (5') feet o.f
interior property lines, shall be of.not -less than 2 'hour
incombustible fire resistive construction."
Section 9 .. Section 2507.(b) of the, Uniform Building Code,
Volume I, is.hereby amended by addi -ng thereto subsection 13 to
read as follows:
13. Stud walls and - bearing partitions - -' Where stucco is
to be.placed on li e wire, studs over five -(5) feet in
height shall be blocked at mid - height.
Section 10 Section 250-9. (c) '2 of the Uniform Building Code,
Volume I, is hereby amended to read as follows:
"Between supports as required so that will be stab-
ilized every eight feet (P), and rafters every ten feet:
(10') by solid 'blocking, two inches °,(2 ").-thick, and the full
depth of the joist-or rafter, or ,b,y wood cross-bridging of
no less than a one-inch by three inch (1 X 3 ") or metal
cross bridging of equal strength,. Where.cross bridging
is used, the lower ends of such cr.o'ss bridging shall be
driven up and nailed after the floor or`s,ubfloor has been
nailed."
Section 11 . Section 2517.(a) of the ;Uniform Building Code,
Volume I, is hereby amended to read as follows:
" Foundation Ventilation 'The space between the bottom of
floor joists and the ground of any building.(except. such
space as is occupied by a ; basement or cellar) sha'11, be pro-
vided with a sufficient' number of ventilating openings through
foundation walls or exterior walls-to insure ample ventilation,
and such openings shall be covered with a corrosion - resistant
wire mesh not greater than oh'e -.half inch (1/2 ") nor less than
one- fourth inch (1/'4 ") in any dimension. The. minimum 'total
area of ventilating openings shall be proportioned on the
basis of two_ feet (.2 sq. ft.'): for each twenty -five

Section '7004. GRADING PERMIT EXCEPTIONS No person shall
do any grading without first having obtained a grading per-
mit from the Building Official, except the following:
1. Grading, shown on and otherwise approved by the City
Engineer, as part of subdivision.plans and specifications.
2. An excavation which (a) is less than three feet depth
regardless of cut slope,or (b) which is-less than five
feet in depth and does•not create a slope steeper than
two horizontal to one vertical.
3. A fill less than three feet in.depth and placed on
natural terrain with a slope flatter than five hor-
izontal to one vertical;when not intended to support
structures; and which in any case does not obstruct
a drainage course.
4. An excavation below existing grade for basements and
footings of a.bui_lding, retaining wall or other struc-
ture authorized by a valid building permit. This shall
not exempt any fill made with the material from such
excavation.
5. Mining, quarrying, excavating, processing or.stock-
piling of rock, sand, gravel, aggregate, or clay where
established and provided for by law; provided that such
operations do not affect.the lateral support or unduly
increase the stresses in pressure upon.any adjacent
or contiguous property.
6. Private roads-on sites exceeding three acres and grad-
ing in an isolated, self - contained area, unless the
Building Official finds that the grading operations
will create a hazard to private or public property.
7. Excavations made for the purpose of the placement of,
public utility facilities,.
Section 7005. HAZARDOUS CONDITIONS Whenever the.Building
Official determines that any existing excavation or embank-

men:t or fill has become a. hazard to life ; and limb,; Ox en--
dangers property or adversely af.fe the safety, use or
stability of.a public way or drainage course; the owner of
the property upon. wh ;ch the excavation or-fill-. located,
or other
person or agent in control of said property,
upon receipt. of, notice in writing from the Building Of
fieia'l,. shall, within the period specified therein, re-
p "a'r or eliminate such excavation or embankment so as to." 1.
eliminate the hazard and conform with the, requireinents
of this- Code."
Section 7006. GRADING�PERMIT' REQUIREMENTS . Except as ex -
empted in Section 7004 of this Code ono person shall do
any grading without first, obtaining a grading permit . from
the Building Official. A sep.arate..permit shall - be required
for each site. Each application shall be accompanied by
two copies each of` 'the following:
1. A vicinity gke.tch or other data adequately, indicating
the site location.
2. A. property map showing the.bo.undariesofthe site, the
location and ex -Qnt of the ptopos.ed'. grading, and the`_
location of all buildings or, structures within the
vicinity of proposed grading, and the location. of
all buildings, or structures within the.vicriity of
the pro.pos.ed �work.' and 'including those on adjacen -t prop -'
erty which may be:- affected by: the - proposed' grading .
operations. In addition, the following shall - also
accompany 'each application, -unless *waived- by the
Building Official: .
3.. A map, prepared by a Registered Civil Engineer or Land.
Surveyor, drawn to an appropriate scale., showing de:.
tail,s of . terrain 'and drainage` and' contours of the;
existing ,ground,:
4.. A report, prepared by 'a Registered Civil Engineer, of
a soils investigation to correlate surface, subsurface
and geologic conditions with the proposed grading plan.
The report shall include data and conclusions regarding
the nature, distribution and strength of existing soils
and rock; subsurface water; recommendations for grad
ing,requirements; the correction of weak and /or un-
stable soil conditions; subsurface drainage; and opin-
ions of the adequacy of building sites developed by
the proposed grading operations.
5. Plans and Specifications prepared by a Registered Civil
Engineer including the following':
(a) A grading plan showing the.limiting dimensions,
existing and finish grades, slopes of excavations, em-
bankments, drainage courses and channels and related
construction.
(b) If the grading alters existing drainage channels
or appreciably affects drainage courses, detailed plans
of all drainage devices to be constructed shall be sub-
mitted together with a map showing the drainage areas
and calculations of estimated runoff.
(c) Detailed drawings of retaining walls, bridges
and related structures.
(d) Specifications covering construction methods and
material requirements.
Section. 7007. REVIEW If the grading significantly alters
existing drainage or affects, or may ,be affected by, an
existing or authorized public: improvement, the Building
Official shall review and approve the plans prior-to is-
suance of a grading permit.
Section 7008. FEES These will be no fee provided the
permit is secured before work is started. In the event
the permit is secured after the work is started, the fee
will be $25.00.
Section - 700:9.._ EXCAVATION STANDARDS Cut slopes. shall not
be steeper than two horizontal to one vertical (2:1) unless
steeper slopes are recommended in a soils report.
Section 7010. FILL - ,STANDARDS Fl.l. slopes. shall not be
steeper than two horizontal to one vertical (2;1) unless
steeper slopes are recommended-in a soils report.
Section 7011. DRAINAGE STANDARDS Cut or -fill slopes-, ex-
ceeding twenty -five feet ft..) in-.h eight shall have ter-
races, at least five feet (5 ft.) wid and at vertical in-
tervals not exceeding twenty -five feet (25 ft apart to
intercept.and divert surface drainage away -.from and prevent
ponding of water above the face of cut or fill embankments,
unless otherwise recommended in a soils ,report.. Subsur-
face drainage shall provided for as recommended in the
soils report.
Section 7012. INSPECTION Wh a "soils report and /or
plans and specifications have been prepared by a Registered
Civil Engineer, the inspection of grading operations and
the performance of soil tests shall. be .under the direction
of a Registered Civil Engineer. Upon completion.of the
grading, and prior to other work which Might follow, a
report shall be submitted to the Building Official cer-
tifying as to the compliance of the work with the plans
and specifications.

Section 17 . Section 503.(c) of the Uniform Building Code,
Volume II, is hereby amended by adding to s.ec'tion.3 the following:

Section 18 . Table -No. 5=B of the °Uniform Building Code,
Volume II, is hereby amended by deleting from its title the
following: (For Use in Existing Construction Only)
Section 19 . Section 603(a)2 of the Uniform Building Code,
Volume II, is hereby.amended by changing, within the 'Section,the
EXCEPTION to read as follows:
"EXCEPTION: Where not otherwise prohibited, the com-
bustion air supply may be obtained from the attic area
provided: Attic ventilation is s"fficient to provide
the required combustion air area and that the attic vents
are located at least six inches (`6 ") above the - top of
the ceiling joists and the attic has a clear height of

Section 20 . Section 603.(e) of the Uniform Building Code,

Section 21 . Section 704 -1 of the.Uniform.Building Code,.
Volume II, is hereby' amended to read as follows : -
"1. In any room or .space less than twelve inches -(12")
wider than the .furnace or furnaces installed therein,."
Section 22 . Section 710 of' Uniform r Bu-ilding Code,
Volume II, is hereby amended by deletin,g.the,refrom Subsection (e).
Section 23 . Section 1002(d) of. the Uniform Building Code,
Volume II, is.hereby amended to read.as follows:
"(d) Tin: Existing tin ducts maybe used when comfort
cooling coils are added to a comfort heating system
provided all accessible ducts are insulated.to comply with
Table 10 -D of this chapter. For the purpose of-this sub -
section, ducts shall be considered accessible where the
access space is thirty inches or greater -in.height.
Section 24 . Section 1002 of the Uniform Building Code,
Volume II, is.hereby amended by addng.thereto subsections'(f),
(g) and (h) to read as follows:
"(f) Clearance: Under- floor ducts:shall have.a minimum
clearance of twelve inches to the ground unless al-
ternate means of access ids provided - to required-.spaces.
In which case, the minimum clearance may be . four (4,)
inches.

Volume II, is hereby amended by deleting therefrom the following:
"All ducts shall have - minimum clearance of one (1) . inch.
from any combust-i'blem&teriali,pxcept= o,thetwise provided
by Section 1106 or Section 1107."
Section 27. Section 1107.(b) of the Uniform Building Code,
Volume II, is hereby amended.by adding to the EXCEPTION
the following:
"Flexible asbestos.connectors - may be installed in
horizontal ducts, provided a 'is installed below the
connector inan approved manner..' Steel,ducts'within a

Section 33. Section 1404 of.the Uniform Building Code,
Volume II, is hereby amended by deleting the following:"
"Each appliance shall have an a switch
and a 120-240 volt AC grounding type, outlet
on the roof adjacent to the appliance.. The convenience .
outlet shall be on the supply side of 'the disconnect switch."

Section 34- Sect-ion 1504-1 of the:Uniform Building Code,,
Volume II, is hereby amended to read as fbIlbws:
"Permanent gravity Ventilation openings of not less
two (2) square feet per ton . of refrigeration capacity.for
air cooled equipment. One,. half: of such area shall he lo.-
sated within six inches (6 ") of the ceiling and /or above
the top of the condensing co s,. The vent shall be located
within six (6) inches of the floor,, The minimum ventilation
area for any air cooled -conden-sor - shall be two (Z) square
feet. Such.ventilation area cjhall -be the outside
.of the building unless a pproved.otherwise in.a mechanically
ventilated area."

Building Code, Volume II.,. is hereby amended to*read as follows:
"Soldered joints may be used'to connect °any valve, flex-
ible connector, filter or located outside of an air
conditions duct or plenum to adjoining tubing in any re-
frigeration system containing Group l-refrigerant other
than carbon dioxide."
Section 3.8 Section 1901 of` the Uniform "Building Code,
Volume II, is hereby amended by adding 'thereto subsection (c)
to read as follows:
"(c) Kitchen-Ventilation: There shall'be installed in the
wall or ceiling, approximately over the cooking facilities,
a ventilating opening with a.mLn'mum,area of eight (8)'inches
by six (6) inches connected by'an incombustible ventilating
duct ,free to the outside of _ the building. The--ventilating
duct for each kitchen, hall have a.min.imum cross - sectional
area twenty- eight.square (28 sq. in.). An ap-
proved forced draft system of ven-tilatiori. may be substi—
tuted. for the natural- draft ventilati'ng'sy
Section 39 .' That all other. qrdinances and parts of ardi-
nances in conflict herewith are hereby "repealed.
