Summary Statement: The Highway Bridge Program (HBP) is a federal safety program that provides federal aid to local agencies to rehabilitate locally -owned public highway bridges. The Washington Street Bridge may be vulnerable to catastrophic failure in a seismic event and is expected to qualify for this grant. RECOMMENDATION: Staff recommends the City Council authorize application for grant funds from the HBP. 2. BACKGROUND: The City Council recently accepted the Washington Street Bridge Column Repair Project, which placed casings on the existing columns to eliminate further deterioration which was evident by existing cracking. As part of this project, scuba divers needed to clear the mud/settlement around the columns at the river bed. At that time, the divers reported that the bottom of the columns appeared to neck down (reduction of diameter), which may be a sign of scour (wearing down of concrete from abrasives in the water), or a result of the original concrete placement. Due to the lack of visibility underwater, and since this was out of the scope of the original project, staff was unable to quantify the concrete loss or the extent of exposed rebar. The project design consultant (URS Corporation) did not believe the column necking was a problem. However, staff decided to investigate further and called a bridge design consultant (TRC) for a cursory review. After a brief review of the as -built drawings, TRC identified some deficiencies in the original design (not related to column necking), which may make the bridge susceptible to a catastrophic failure from a seismic event. This bridge was designed prior to the San Fernando earthquake in 1971, which resulted in a significant change in how bridges are designed in California. The bi-annual bridge inspections performed by Caltrans do not look into the structural adequacy of the bridge from a design perspective, but strictly the current condition. Therefore, an inadequately designed bridge that is in good shape would receive a high sufficiency rating. Staff contacted Caltrans and they agreed the bridge, built in 1970, might potentially be vulnerable, and suggested the City apply for HBP funds to perform a detailed seismic evaluation/analysis. If the analysis recommends seismic retrofit, staff will go back to the Council for authorization to apply for further HBP funding for design and construction of the seismic retrofit work. The detailed seismic analysis by TRC is estimated to cost $68,000. The HBP grant would provide 80% funding and the City is required to provide a 20% match. Authorize application for HBP fiords. This will result in an investigation which will provide staff with sufficient knowledge to determine the bridge's vulnerability. 2. Do not apply for the grant at this time. Staff will not be able to access the risk of bridge failure in the event of a seismic event. 4. FINANCIAL IMPACTS: The seismic vulnerability analysis by TRC would cost approximately $68,000. Should the HBP grant application be successful, Federal Highway Administration (FH -WA) would provide 80% finding and the City would be required to provide a 20% local match, or approximately $13,600 from the Gas Tax Fund, which has an available balance (see Attachment #3). Caltrans allows the match to be any State or local funds. This is appropriate use of Gas Tax Funds. Reimbursement should be received within three to four months of expenditure. DOC 3 ATTACHMENT 1 RESOLUTION OF THE CITY COUNCIL OF PETALUMA AUTHORIZING STAFF TO APPLY FOR THE FEDERAL HIGHWAY BRIDGE PROGRAM GRANT FOR THE SEISMIC VULNERABILITY EVALUATION OF THE WASHINGTON STREET BRIDGE WHEREAS, the Highway Bridge Program (HBP) is a Federal safety program that provides federal -aid to local agencies to rehabilitate locally -owned public highway bridges; and WHEREAS, the California State Department of Transportation (Caltrans) has been delegated the responsibility for the administration of the program within the State; and WHEREAS, staff believes that a detailed seismic evaluation of the Washington Street Bridge will provide the City with data to better assess vulnerability of the bridge to failure during a seismic event; and WHEREAS, City staff recommends that a seismic vulnerability evaluation/analysis be performed to determine whether a seismic retrofit is required. NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council hereby: Approves filing of an application for the Highway Bridge Program (HBP) grant for seismic analysis of the Washington Street Bridge. 2. Authorizes the City Manager to sign the grant application, to be submitted to Caltrans for consideration.
