'ti •~ PETALUMA COMMUNITY DEVELOPMENT COMMISSION RESOLUTION NO. 92-02 RESOLUTION ESTABLISHING A PROGRAM FOR RESTROOMS IN THE CBD REDEVELOPMENT AREA 1 WHEREAS, the Petaluma Community Development Commission desires to 2 assist in the provision of publicly accessible restrooms in the Downtown Area to serve 3 the citizens of Petaluma, visitors, and shoppers who frequent the area; and 4 5 WHEREAS, Petaluma Community Development Commission recognizes that 6 many downtown business and building owners already provide restroom facilities for 7 their customers and as a public service to others who visit in the downtown area; and 8 9 WHEREAS, the Petaluma Community Development Commission wishes to 10 support business and building owners who may wish to participate in a formalized 11 subsidy program to offer better public access to restroom facilities in the downtown 12 area and whose participation in said program would provide an additional source of 13 revenue to encourage the continued access to these restrooms; 14 15 NOW, THEREFORE, BE IT RESOLVED, that the Petaluma Community 16 Development Commission hereby authorizes use. of up to $2,500 from Redevelopment 17 Agency Funds for implementation of said program during the remainder of the 1991!92 18 fiscal year; and 19 20 NOW, BE IT FURTHER RESOLVED, that the. Petaluma Community 21 Development Commission authorizes staff to pursue implementation of said program 22 including any necessary negotiations and execution of agreements required for said 23 program; and 24 25 BE IT FURTHER RESOLVED, that the following basic guidelines are hereby 26 adopted: 27 28 A. Two or three restroom locations should be geographically distributed 29 within the area. bounded by Washington Street, D Street, Petaluma 30 River, and Liberty Street focusing primarily on the Petaluma 31 Blvd.lKentucky Street corridors. 32 33 B. The restrooms should be fully handicapped accessible and may be of 34 unisex type. 35 36 C. The restrooms should be available to the public 6 to 7 days a week, 37 including weekends, generally between the hours of 10:00 AM and 6:00 38 PM. 39 40 D. The restrooms should be key controlled by the building and/or business 41 owners. 42 43 E. A one or two square foot sign and/or window decal should be displayed 44 noting the availability of a public restroom within the building or 45 business. Sign design/production to be a cooperative effort between 46 P.C.D.C. and MainStreet. The period of agreement for the restrooms should be minimum one year 6 duration with a 6 month trial period offered to any initially participating 7 business/building owner. 8 G. The business/building owner will be responsible for cleaning, upkeep, 9 maintenance and supply for the restroom facility. 10 11 H. The business owner shall provide evidence of the City being named as 12 additional insured on their insurance policy and shall indemnify, defend, 13 and hold harmless the Petaluma Redevelopment Commission with 14 respect to any incident arising from the condition of the restrooms. 15 16 I.
