Brown, City Manager SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing the New Classification and Pay Range of Director of Public Works and Utilities, Abolishing the Classifications of Director.of Public Works and Director of Water Resources and Conservation and Authorizing the Position Allocation of Director of Public Works and Utilities. RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Amending the Classification and Compensation Plan by Establishing the New Classification and Pay Range of Director of Public Works and Utilities, Abolishing the Classifications of Director of Public Works and Director of Water Resources and Conservation and' Authorizing the Position Allocation of Director of Public Works and Utilities: BACKGROUND Department reorganization and program consolidation have been and will continue to be necessary components among the City's budget reduction strategies. As well, efficiencies in operations can be achieved as a:result of reorganization, and consolidation can serve to augment services. Vacancies in the positions of Public Works Director and Water Resources and Conservation Director allow for implementation of the initial steps necessary to. consolidate the Departments. Placing the activities of each department under one Department Head begins consolidation and requires a new classification .specification and assignment to a pay range, each of which must be approved by a resolution of the City Council. DISCUSSION Once the position.classification is approved, staff will proceed with recruitment. The specific and final details of reorganization and consolidation should'be.developed and! 'implemented with the °new Director. Nevertheless,, some of the initial .components of consolidation can be. implemented and,may include changes such as increased coordination between field crews; potential consolidation among inspection service (Fire, Public Works and Building Inspection) Agenda Review: City Attorney Finance Director City Manager and increased coordination and potential consolidation of the CIP teams. Consolidation may also involve the pulling togetherof operations such as Airport, M arina,•Transit and the Turning Basin. Among these consolidation opportunities, restructuring, the supervisory model of the various field crews,. and consolidation'in'the range of inspection services may be implemented prior to the °recruitment of "the new Director. Department consolidation eliminates the need for the :classification specifications of Director of Public Works and Director of Water Resources and Conservation, thus those positions are recommended for abolishment: Please note, the salary range for the position of Director of Public Works and Utilities -is proposed to be kept the same as the salary ranges previously established for the positions of pirector.of Public Works and Director of Water Resources and Conservation. The new classification of Director :of Public - Works and Utilities is responsible for directing, planning,,and' managing the City's public works and water and wastewater functions. Requirements for the position include a bachelor's degree with major course work in civil engineering; a master's degree is Highly desirable. As well, the specification.require"s at least 7 years management experience in public works and public utilifies with at least 3 of those .years including experience in the management of water and wastewater functions. Further, the position requires registration as a Professional Civil Engineer. The new classification also refl ects the consolidation of Public Works and Water Resources Conservation Departments. The classification of Director of Public Works; which is recommended for abolishment, was assigned responsibility for public works activity.and functions and required 'a bachelor degree with major course work, in civil engineering and 5 years of supervisory or administrative experience in a major public works maintenance setting was also required. The classification of Director ro,f Water Resources and Conservation, which, is also recommended for, abolishment, assigned 'responsibility for water and wastewater activity and functions and required a bachelor's degree with major work in civil engineering, sanitary .engineering, or a related field; a master's degree was highly desirable along with 10 years related experience and at 'least 8 years experience in an administrative or supervisory capacity. Further, the position required registration as a Professional Civil Engineer in the.State of California. FINANCIAL IMPACTS The bottom range salary is . recommend to be $113,390; and the top step in the range is proposed to be $147;149, which is, the same rate as previously provided for the Director's of Public Works and Water Resources and Conservation. respectively. Consolidation results in salary savings; by virtue of at least: the: elimination of one Department Director position, and the potential elimination of othetl positions within the consolidated department. The full impact of those, savings is not yet known. ATTACHMENTS' " 1. Resolution and Exhibit A ATTACHMENT Resolution No. 2011 -XXX N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE' NEW CLASSIFICATION AND PAY RANGE OF DIRECTOR OF PUBLIC WORKS AND UTILITIES, ABOLISHING THE CLASSIFICA'T'IONS OF DIRECTOR OF PUBLIC WORKS AND DIRECTOR OF WATER RESOURCES AND CONSERVATION AND AUTHORIZING THE POSITION ALLOCATION OF DIRECTOR'OF PUBLIC WORKS AND UTILITIES WHEREAS, the City - wishes .to keep current its Classification and Compensation Plan; and amendments and or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and, WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are. appropriately allocated to the classification of Director of Public Works and Utilities (as attached hereto and marked Exhibit A) and, WHEREAS, the pay range for the classification of Director of Public Works and Utilities as listed below, is hereby recommended, effective with the adoption of this Resolution. Director of Public Works $ 113 $147,149.18 and Utilities WHEREAS, the classifications of Director of Public Works and Director of Water Resources and Conservation, is hereby recommended to be abolished, effective with "the adoption of this Resolution. NOW, 'THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma: 1. Approves the amendments to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System. 2. Takes this action pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) arid, that the notice of this action has: been properly posted. 3. Abolishes the classifications of Director of Public Works and Director of Water Resources and Conservation. 4. Authorizes the position allocation of Director of Public Works and Utilities effective with the adoption of this Resolution. 4 EXHIBIT A CITY OF PETALUMA CLASS SPECIFICATION Date: 03/07/11 Job Class: 08 Director of Public Works and Utilities Summary Direct, plan; organize and integrate the City's public works, water and wastewater activity and functions; provide expert professional assistance to City Management in areas of expertise and responsibility, including engineering, development engineering, water systems and conservation, wastewater treatment and recycling, street, buildings, fleet, street light, storm drain and landscape maintenance and operations, capital improvement program planning and implementation traffic floodplain administration and local transit, marina and airport operations. Class Characteristics Administrative direction is provided by ; the, City Manager; responsibilities include the direct and indirect supervision of management, technical, and support services personnel. The Director must work well with the City Manager, other departmentdirectors, neighboring cities, and a variety of other local and regional entities. This class is a department director With responsibility, for ,overall policy development, program planning, fiscal management, and general administrative and operational direction of divisions within the functional areas assigned. The employee 'is responsible for accomplishing departmental goals and objectives and for furthering City goals and objectives within general policy guidelines. Duties: Plan, organize, direct and ,integrate all functions assigned to the Public Works Department. Develop and implement goals, objectives, and priorities; .develop work plans and direct and review the construction, operation, maintenance arid rehabilitation of public improvements including water and wastewater systems and facilities streets, buildings, and regional transportation activities, fleet maintenance, airport, transit, marina, ,recycled and stormwater systems, and solid waste, including recycling. Develop overall policies, maintenance, capital and facility work plans and identify potential alternative funding sources for maintaining and implementing programs and projects. Provide oversight and management of public works programs and functions. Directand confer with managers to review current and proposed projects, work schedules, organizational, and personnel issues. Oversee the development and ensure proper implementation and progress of capital improvement projects. Principles and, best practices of a. governmental construction projects and programs and contract negotiations and administration. . Education and.Experience Education A- Bachelor's degree with major course work in civil engineering. A Master's degree is highly desirable. Experience A 'minimum of 7 years of progressively responsible experience in the .management of public works and public utilities is required; and at °least 3 of those years of experience must include management of water and wastewater functions. At the City's sole discretion a combination of educational and specialized professional experience sufficient to demonstrate possession of the knowledge, skills, and.;abilities required for the position may be substituted for'.the. required minimums.. Certificates/Licenses: Possession of 'a valid California Class C driver's license. Registration as a Professional Civil Engineer. Past or' current participation in American Public Works ;Association (APWA) is preferred, including registration for and completion of courses contained in the Public Works Institute Learning Model.
