Petaluma River Access Partners - Progress Report on Grant from National Park Service for Technical Assistance in Developing Strategies to Fund and Implement the Petaluma River Access and Enhancement Plan. Presentation by Nicole Kissam of the Matrix Consulting Group on the Overhead Cost Allocation Plan, CIP Overhead Rate Study, Calculation of Overhead Hourly Rates and User Fee Study. 2. APPOINTMENTS A. Recommendation to the Mayors' & Councilmembers' Association on Appointments to the Sonoma County Child Care Planning Council Committee and the Executive Board of the North Bay Division of the League of California Cities. (Brown) 3. CONSENT CALENDAR A. Resolution Accepting Claims and Bills for December 2009. (Sato) Resolution Ratifying Memorandum of Understanding Executed By the Duly Authorized Representatives of the City and the Peace Officers' Association of Petaluma for Employees of Unit 6 (Police). (Brown/Robbins) C. Resolution Approving Second Amended At -Will Agreement for Employment of City Manager and Authorizing Mayor to Execute Said Agreement. (Brown/Robbins) D. Resolution Approving Third Amendment to the Agreement for Employment of City Clerk. (Brown/Robbins) 4. NEW BUSINESS A. Discussion and Adoption of a Resolution Repealing and Replacing the Enabling Legislation for the Youth Commission. (Danly/Cooper) Resolution Appointing Council Liaison to the Youth Commission for 2010. (Cooper) C. Discussion and Adoption of a Resolution Repealing and Replacing the Enabling Legislation for the Tree Advisory Committee. (Danly/Cooper) 5. PUBLIC HEARING A. Discussion and Action Regarding a Recommendation from the Planning Commission to the City Council to Adopt: (A) Resolution to Not Adopt a Mitigated Negative Declaration; (B) Resolution Denying a Planned Unit Development Amendment to the Sunnyslope PUD including Planned Unit Development Plan and Proposed Development Standards for 19 Residential Units and (C) Resolution Denying a Vesting Tentative Map for a 19 -lot Subdivision to Allow for the Construction of Single -Family Homes for the Sunnyslope 11 Project Located at 674 Sunnyslope Road, APN 019-203-008, File # 03 -TSM -0460.
