Summary Statement: The Fire Department requested that Human Resources revise the Fire Battalion Chief and Fire Marshal class specification to reflect a clarification that applicants need to obtain a Chief Officer certificate within two (2) years of appointment. Currently the class specification for Fire Battalion Chief and Fire Marshal do not indicate a time frame for obtaining the certificate. The revised requirement will make all three class specifications of Fire Battalion Chief, Fire Marshal, and Fire Battalion Chief — Emergency Medical Services (EMS) consistent in requiring a Chief Officer certificate within hvo years of appointment. RECOMMENDATION: Approval of the Resolution amending the City's Classification Specification for Fire Battalion Chief and Fire Marshal. 2. BACKGROUND: The Fire Department and Human Resources wish to clarify that applicants for the position of Fire Battalion Chief and Fire Marshal need to obtain, if not current their Chief Officer certification within two years of appointment 3. Im Resolution No. 2009 -XX N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION PLAN BY REVISING THE CLASSIFICATION SPECIFICATION OF FIRE BATTALION CHIEF AND FIRE MARSHAL WHEREAS, the City wishes to keep current its Classification Plan; and amendments and or revisions to the Classification Plan are effective upon approval by the City Council; and WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classification of Fire Battalion Chief and Fire Marshal (attached hereto and marked Attachment A and B); and NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the amendments to the Classification Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System; and BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) and, that the notice of this action has been properly posted. 0 Fire Battalion Chief 10d -lo 'u-& A-' CITY OF PETALUMA CLASS SPECIFICATION Date: 01/05/09 Job Class: l OFIBC Summary Plan, assign and direct both emergency and non -emergency activities for his/her shift; command emergency response scenes; plan, organize and direct the activities and programs of a division/shift within the Fire Department; provide administration assistance for overall department operations. Class Characteristics General direction is provided by the Fire Chief; responsibilities include the direct and indirect supervision of management, professional, technical, and support services positions. Supervise multi -company response to emergency fire, medical aid, hazardous material, rescue and other situations and direct stations responding to the emergency; relieve subordinate officers of command upon arrival and assess emergency situation requesting additional companies as appropriate. Direct and coordinate the location and work of incoming companies; brief Fire Chief on the situation, explain strategy and tactics being employed; confer on and coordinate station operations and personnel issues with Fire Chief and Fire Captains; maintain command of emergency operations until relieved by Fire Chief. Plan and supervise a specialized area of the department such as training or maintenance and upkeep of equipment and apparatus; participate in fire prevention activities; monitor changes in equipment and methods and recommend the incorporation into department activities. Develop specific proposals for action on current and future City needs; conduct analytical and operational studies and prepare recommendations and findings; evaluate public complaints pertaining to activities or individuals in the department; may direct the investigation within the department. Snecial Requirement Must pass and maintain physical requirements as specified by the City and be able to wear self- contained breathing apparatus. Education and Experience Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be gxalifjling. A typical way to gain such knowledge and abilities ivould be: Education: Coursework, training, and or certificates from the California Specialized Training Institute (CST]), California State Fire Marshal 'training curriculum or other accredited training consortium in subjects related to fire command, hazardous materials, supervision, fire prevention, fire investigation, emergency medical response, emergency management and/or other general management skills is desirable. Equivalent to an Associate's degree from an accredited college, with major course work in fire science, fire administration, public or business administration or related field is desirable. A Bachelor's degree is highly desirable. Exnerience: Three years of municipal fire experience at the Fire Captain level. Certificates/Licenses: At the time of application must possess a Fire Officer certificate or out of state equivalent. A Chief Officer certificate is required within two (2) years of appointment. Internal candidates must have successfully completed the Acting Fire Battalion Chief program at the time of application. Possession of a valid Class C driver's license. Class Characteristics General direction is provided by the Fire Chief, responsibilities include the direct and indirect supervision of management, professional, technical, and support services staff. This classification is commensurate in authority to the Battalion Chief and in addition is considered a Peace Officer under Penal Code section 830.37 (b) when acting in the capacity to enforce laws relating to fire prevention and fire investigation. I Fire Marshal Coordinate the work of the division with other divisions and City departments, outside agencies or pertinent groups; ensure compliance of division activities with pertinent codes, regulations and guidelines; monitor developments related to division activities, evaluate the impact and implement policy and procedure improvements; provide technical assistance to staff. Prepare and maintain written records and correspondence. Plan and conduct public information programs regarding fire prevention; make presentations to various groups. Coordinate juvenile fire setter program. Direct the City's weed abatement programs. Prepare ordinances related to fire prevention, public safety, and hazardous materials. Act as a Battalion Chief, as required. Assist with labor/management relations activities, as assigned. Serve as the acting Fire Chief, as assigned. Perform related duties as assigned. Incumbents assigned to this classification, when performing actual fire cause investigations or other fire prevention activities, will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; move debris and dirt or other material using a shovel or rake; walk over rough, uneven or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; wear a self- contained breathing apparatus; hear alarms and other auditory warning devices; observe or monitor objects, such as fire protection equipment and systems, and buildings and underground storage tanks, or data, such as underground tank test results, to comply with safety standards; work in small, cramped areas; use common hand tools; bend or stoop repeatedly or continually over time; use stomach and lower back muscles to support the body; perform physical inventories; discriminate among colors or match colors of wiring systems and color coded valves and piping; move objects, such as portable generators, tools, equipment and evidence, weighing up to 50 pounds over long distances; stand or walk for extended periods of time with the inability to rest at will; and use arms above shoulder level. A Bachelor's degree is highly desirable. Experience: Sufficient fire prevention experience to demonstrate possession of the knowledge and abilities listed above. Certificates/Licenses: At the time of application must possess a Fire Prevention Officer and/or a Fire Officer certificate or out of state equivalent. A Chief Officer or Fire Marshal certificate is required within two (2) years of appointment. Internal candidates must have successfully completed the Acting Fire Marshal program at the time of application. Possession of a California State Arrest PC832 Certificate or out of state equivalent certification. Possession of a valid Class C driver's license.
