Recommendation: It is recommended that the City Council take the following action:
Approve creation of the East Washington Street Pedestrian Crossing Project and proposed budget. Approve the
transfer of$84,885 of Traffic Mitigation Funds from C00500108 to 016100902.
Summary Statement:
One of the largest obstacles for the Petaluma Ring Trail on the eastern edge of town has been the trail's crossing
of East Washington Street, between Prince Park and the Airport, where users of the trail system have had to
negotiate three lanes of relatively high speed traffic. Staff has sought funds to close this gap on several occasions
and is now pleased to announce Caltrans' approval of a Highway Safety Improvement Program Grant (I-1SIP) in
the amount of $509,310 for this purpose.

1. RECOMMENDATION:
Approve creation of the East Washington Street Pedestrian Crossing Project and proposed
budget. Approve the transfer of $84,885 of Traffic Mitigation Funds from C00500108 to
C16100902
2. BACKGROUND:
As Petaluma's eastern edge of town has developed over the past couple of decades, a nearly
continuous network of off-street pathways has emerged for bicyclists and pedestrians. This
path system has become known as the Petaluma Ring Trail, which the City ultimately
envisions as a continuous route around the entire community. The Ring Trail provides direct
access to Kenilworth Junior High School, Sonoma Mountain Elementary School, the
Petaluma Campus of the Santa Rosa Junior College, and the Petaluma Municipal
Airport, along with Prince Park, Wiseman Park, Leghorn Park, and other recreational
facilities. The Petaluma Ring Trail also connects to paths along several creek corridors,
linking numerous neighborhoods, schools, parks, and shopping centers, and connecting to the
Petaluma River where future improvements will link Downtown to the City's eastern edge
through an integrated network of off-street paths. This system of paths provides a pleasant
and safe environment for both recreational users and commuters.

the crossing of East Washington Street, between Prince Park and the Airport, where users of
the trail system have had to negotiate three lanes of relatively high speed traffic. Staff has
applied for and been approved to receive $509,310 of HSIP funds to create a safe pedestrian
and bicycle crossing at this location.
The Petaluma Pedestrian Bicycle and Committee was provided an update on this project at
their December meeting, and they remain supportive.
3. DISCUSSION:
If approved, this project will allow the City to install a high visibility overhead warning
system, new signs, a pedestrian corral, and street lighting; all of which are designed to work
together to increase the safety of pedestrians and bicyclists crossing this busy road segment.

These improvements will not only increase safety for existing users, but hopefully, encourage
others to walk and bike to school, shopping, work, and recreational activities. Following
Council approval and Caltrans authorization to proceed with design, staff will prepare a
request for proposals to select a designer. It is expected that construction will begin in Spring
2010.
If this project is not approved, staff will decline the HSIP funding, and the Petaluma Ring
Trail crossing of East Washington Street will remain unimproved until adequate funding is
identified.
FINANCIAL IMPACTS:
The Highway Safety Improvement Program will fund 90% of design, environmental,
construction, and construction management for eligible projects. The requested $84,885 is
estimated to meet the required 10% match, plus pay the City's 5% overhead. The match is to
come from the currently approved and funded Pedestrian Safety Enhancements Fund
C00500108. This CIP "project" is funded by Traffic Mitigation Impact Fees, and was
created to survey, estimate, prioritize, and construct atypical and mid -block crosswalks
throughout the City. Due to staffing issues, the formal survey and prioritization has not yet
taken place; however, the Petaluma Ring Trail crossing of East Washington Street is
understood to be a high priority and has been identified as such in the Petaluma Bicycle and
Pedestrian Plan.
Following is an estimate of the total project cost. The estimate will be further defined during
the project development process. If additional funds are required a future resolution will be
brought to Council.

OF THE CITY OF PETALUMA, CALIFORNIA
APPROVING EAST WASHINGTON STREET PEDESTRIAN CROSSING PROJECT AND
ACCEPTING PROPOSED PROJECT BUDGET, INCLUDING A TRANSFER OF $84,885
FROM C00500108 TO C16100902
WHEREAS, the proposed project will allow construction of mid -block pedestrian crossing
improvements, on East Washington Street, at the Petaluma Ring Trail (a Class I trail near the City's
eastern edge), with the safety emphasis on student commuters headed to Kenilworth Junior High
School and Casa Grande High School; and
WHEREAS, the project represents an ongoing effort by the City and its school districts to
evaluate school commute needs and improve traffic safety in school zones.; and
WHEREAS, the project was developed by the City in partnership with the Petaluma City
School District and the Petaluma Pedestrian and Bicycle Advisory Committee; and
WHEREAS, the project improvements eliminate a physical barrier for school commuters and
reduce students' exposure to conflicts with vehicular traffic, which could not be addressed through
purely educational or enforcement measures; and
WHEREAS, the improved mid -block crossing will provide visual warnings to drivers that
pedestrians/bicyclists are present, reduce the crossing distance with a pedestrian corral, and effectively
reduce travel speeds through the traffic calming aspects of these improvements; and
WHEREAS, staff successfully applied for Federal Highway Safety Improvement Program
funding and was awarded $509,310 toward the East Washington Street Pedestrian Crossing Project;
and
WHEREAS, $84,885 is estimated to meet local grant match requirements, plus pay the City's
overhead staff; and
WHEREAS, sufficient funding for this purpose is available in Project C00500108, Traffic
Mitigation Impact Fees to transfer to Project No. C16100902.
hereby:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
1. Amends the Fiscal Year 2008-09 Adopted Budget to include the East Washington
Street Pedestrian Crossing Project C16100902.
2. Authorizes a budget transfer in the amount of $84,885 from Project C00500108 to
Project No. C16100902.
