Employee Service Awards for First Quarter 2008 (January - March)

PUBLIC COMMENT
John Records, Petaluma, Executive Director, Committee on the Shelterless (COTS), gave
each Council Member a copy of the book, "Invitation to Service, Stories of COTS," a
project he has been working on for five years.
Pat Landrum, Director, Healthy Community Consortium, provided Council materials
describing the Prepare Petaluma Project, and thanked Petaluma Fire Department
Battalion Chief Mike Ahlin for his help.
Dan Kammerer, Petaluma, presented a map to Council of the intersection of Cypress
Way and Sonoma Mountain Parkway. Work was done on this intersection about six
months ago. He thought at first he would finally be able to make a left turn from Cypress
Way onto Sonoma Mountain Parkway, but that was not the case, He said he thought
street improvements were supposed to "better the streets" but this project did not.

Richard Braun, Petaluma, said that development approved by Council is destroying the
roads. Continuing to "defer maintenance" of streets is a very bad Idea.
Catherine Bobrowski, Petaluma, would like the City to allow her to have cars illegally
parked in her mobile home park towed away, She added there are aggressive dogs off
leash in her park, and seven street lights are out,
Diane Reilly Torres, Petaluma, welcomed City Manager John Brown, and said there is "a
lot of abuse of seniors in Sandalwood Mobile Home Park by the park owner.'

Council Member O'Brien noted that in the March 31, 2008 minutes, on pages 2

Chris Castillo, United Against Sexual Assault of Sonoma County, Santa Rosa, accepted
the proclamation and spoke regarding informational events being held in Santa Rosa
and Petaluma regarding Cyber Sexual Predators.
PUBLIC COMMENT
Angelica Arlegui, Petaluma, introduced herself and other members of the citizenship
class from Petaluma Adult School, as well as their teacher, Mrs. Frances Tracer.

Dave Libchitz, Petaluma, spoke regarding an article he read recently in the newspaper
telling citizens to expect water rationing this year. He told Council it would be in the best
interests of the City to agendize a discussion with Randy Poole (Sonoma County Water
Agency) and the O.W.L. Foundation regarding how much water Petaluma can expect to
receive.
Katherine Bobrowski, Petaluma, spoke regarding cars parked illegally in her mobile home
park, as well as burned out street lights.
Bill Funk, Petaluma, Pastor, Adobe Christian Church, spoke about "Spring Clean 2008."
On May 3rd, members of a number of Petaluma churches will be volunteering from 8:00
a.m. to 12:00 Noon doing whatever they can do to help the City. They have been
working with Public Works to coordinate this. He expects 500-700 people to participate.
They will meet at the fairgrounds. He thanked Kevin Hornick, Maintenance and
Operations Division Manager, Public Works Department, and Vince Marengo, Public
Works Director, for their help. He invited Council to participate. He said Santa Rosa and
Windsor have similar projects taking place on the same day.
Melissa Abercrombie, Petaluma, Recreation, Music, and Parks Commission liaison to the
Youth Commission, told Council that a proposal to merge the Youth Commission
and Teen Council is being prepared. Applicants from 8th grade to age 20 will be
encouraged to apply. She also welcomed City Manager John Brown and said she is
looking forward to continued dialogue regarding Community Impact Reports.
John Hanania, Petaluma, spoke about recent positive experiences he has had with the
Public Works and Animal Services Departments. He expressed concern that some
Council Members do not adhere to the requirements of the City's Charter.

David Keller, Petaluma, welcomed City Manager John Brown, emphasized

that there are no assurances in the EIR that there will be reduced risk of
5
flooding. There should not be any building in the floodplain; the setbacks
6
on the river should be in compliance with the River Access and
7
Enhancement Plan. A financing plan for Redwood Highway, Rainier, or
8
the Caulfield Extension and Bridge does not exist "in any way that is
9
feasible. " Much of transportation and congestion relief depends on these
10
and the EIR must not be certified until these issues can be supported.

Glenn Dearth, LTD Engineering, San Rafael, representing properly owners
13
along Industrial Avenue, said he felt that the revisions that were made
14
address their concerns. He is still concerned about the proposed re -
15
definition of the Zero Net Fill Policy,
