Summary Statement:
Various departments have identified vehicles and equipment that cannot be used by other departments within the
City. The vehicles and equipment may have a value in excess of $500 and therefore Council is required to
declare them surplus. The vehicles, if declared surplus, will be disposed of in accordance with provisions of
Chapter 3.12 of the Petaluma Municipal Code.

SUBJECT: Revised Agenda Report — Surplus Vehicles and Equipment
This agenda item was pulled from the April 7a' Council meeting so that staff could answer
questions raised by members of Council regarding the condition of two generators included in
the items recommended to be surplused.
Attached is a memo from public Works discussing their justification for wanting to surplus the
generators, and providing photos that show the condition of the equipment.
The recommendation continues to be the same, asking Council to adopt a resolution allowing the
disposal oribe surplus equipment as per the provisions of the Municipal Code.
RESOLUTION DECLARING VEHICLES AND EQUIPMENT TO BE SURPLUS TO
THE CITY'S NEEDS AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF
THE SURPLUS VEHICLES AND EQUIPMENT IN ACCORDANCE WITH THE
PETALUMA MUNICIPAL CODE
WHEREAS, various departments have identified vehicles and equipment to no longer be
of use to the City, and
WHEREAS, the identified vehicles and equipment (Exhibit A) are declared surplus to the
City's needs and no longer required by the City.
NOW, THEREFORE BE IT RESOLVED, that the City Manager is hereby directed to
dispose of the vehicles and equipment identified in Exhibit A hereto as he deems appropriate in
the manner and in accordance with provisions of Chapter 3.12 of the Petaluma Municipal Code.

SUBJECT: Surplus of Portable Generators
The two portable generators in question were purchased in 1985 and 1986. 'these units. designed to be
hand carried. had no hoar meters, as they had only a magneto ignition system, with no charging
system; nor were they battery operated (no electric start).
Unit 295, a 1985 Dayton 2000 -watt 5 -hp Briggs and Stratton 4 -cycle air cooled engine with a
mechanical governor, was purchased for $350. At the time, the Corp Yard built tine steel generator
cage for an additional savings of $75. This generator was used by the Street Division to power the
electric boring machine to install poles into concrete. It also powered the 110 volt power washer, as
well as drills, circular saws, and sump pumps. The second generator in question is a 1986 Dayton
3000 -watt 8 -hp Tecumseh 4 -cycle air-cooled engine with a mechanical governor, which was purchased
lbr $700. including the factory -made cage. Phis 3000 -watt generator has been used to run the air
compressor on the bituminous adhesive machine for installation of traffic buttons, and to supply- power
to the airless 110 volt paint sprayer for striping. handicap legends. and crosswalks, as well as to power
a heavy duty Y" drill, and ran the fuel pumps at the Corp Yard during an outage. The generators were
surplused due to reliability issues. unavailable parts, noise in excess of 94 dbs, even with a new
exhaust muftler. and the fact that 4-evele engines no longer meet EPA standards. The engines had
received regular service. and one generator had received a valve overhaul. Nevertheless, they were
using excess oil because oil was getting past the piston rings, fouling the spark plugs, and making them
hard to start. Voltage, as -well as cycles, on both units would vary from 130 volts to 100 volts. Unit
296, in particular, required major repairs over its entire service with the City. On various occasions,
voltage problems caused damage to the air compressor for the bituminous machine, caused the Gas -
Boy to malfunction during an outage, shutting down fueling capability at the Corp Yard, and on
another occasion, the generator caught tire. The most recent malfrmetion was during the power outage
at Lakeville and Washington Street, when voltage was not sufficient to run the traffic control system.
and caused damage to the controller.
When operated in a heavy -use environment, portable generators must be reliable. The units in
question are 22 to 23 years old, long past their expected life span. Both have gas -powered motors
specific to that generator, and the parts have become a iraior concern, as they have become obsolete.
At this point, the cost of repairs exceeds their value.
