Summary Statement:
The Sonoma County Agricultural Preservation and Open Space District continues to operate its Matching Grant
Program, which provides grant funding for land acquisition, restoration and improvements for urban open space
projects and recreation projects within or near incorporated areas. Funds available through SCAPOSD for this
year's round of projects will be approximately $4M to $5M (half of last year's available budget). Because of
reduced funding, grant applications will be very competitive and, as staff has learned from SCAPOSD, projects
that demonstrate community support and partnerships will likely score better.
The East Washineton Park site is a 24.88 acre area of open land located on East Washington Street across from
Rooster Run Golf and Country Club. This land was dedicated to the City for the purpose of providing public
recreational amenities, such as multi -use sport fields and leisure activities, along with bike and pedestrian paths
connecting to the citywide network of creek and urban separator trails and paths. City Council previously
authorized submittal of an application to the SCAPOSD in 2007 (Resolution No. 2007-070 N.C.S.), and received
a grant award of $2M. It is likely that the City's ability to complete this project will be reliant on grant funding
from various sources, as well as strong community partnerships that will assist in reducing the funding gap.
There is demonstrated community support for this project, which will grow as the project partners continue to
work toward their established fundraising goal of $2,000,000.
The Paula Lane Pronertv, at 431 Paula Lane, consists of two parcels containing 11.22 acres of land. Located in
Petaluma's West Hills, the property is in unincorporated Sonoma County, within Petaluma's sphere of influence.
On September 11, 2006, Council authorized the City Manager to submit grant applications for land acquisition of
parcels on Paula Lane, the McNear Peninsula, and the Benson properties, provided there was a willing seller,
which is a requirement of the application submittal. Of these properties, only the Paula Lane owners were willing
sellers. The City's 2025 General Plan identifies the 11.22 acre Paula Lane property as rural residential with a
recreational trail as part of the "Petaluma Ring Trail" along the rear of the property. The Paula Lane Action
Network (P.L.A.N.), the non-profit project advocacy group, has expressed a desire to develop a contract with the
City for long-term maintenance and operation of the project, thereby reducing or eliminating cost to the City.
Initial drafts have been prepared; however development of a final, comprehensive agreement is recommended
subsequent to a successful grant submittal. As well, P.L.A.N. has successfully developed numerous partnerships
that will serve to provide operational support of the project. The grant request is based on the owner's opinion of
value, which is $3,000,000. Acquisition would be based on appraised value of the property, and of course, is
subject to the agreement of the current owners who are now expressing a willingness to sell. Preparation of the
Paula Lane grant application is being conducted by a contracted grant writer, the costs of which are being shared
between P.L.A.N. and the City: P.L.A.N. has contributed $1,000 for this cost.
The La Cresta Ridee and Ravine site is a 13.6 -acre parcel owned by California Water (Cal Water) of San Jose.
The project was discussed at the September 11, 2006 Council meeting, but since it did not have a willing seller at
that time, no action was taken. Since that time, the La Cresta Ridge Coalition has confirmed to the City that they
now have a willing seller. Located within Petaluma city limits, it is bordered by La Cresta Drive on the East, City
property to the north, West Haven Home Owners Association (HOA) dedicated open space to the west, and
Victoria Home Owners Association (HOA) dedicated open space to the south. Approval of the West Haven
subdivision created a development opportunity for the La Cresta Ridge parcel, which had previously been
landlocked, and Cal Water has since been seeking entitlements for the property and has submitted a proposal for
13 homes. Subsequently, the La Cresta Ridge Coalition has been negotiating with them to either donate half the
land value and sell the balance to an entity dedicated to open space preservation, or sell and/or donate a
conservation easement. The Coalition has provided proof of a willing seller, and the seller has indicated a
continued willingness to consider donation of property that could be utilized as required grant match. If the
anticipated donation of property were less than that which is required for grant match, the match may be difficult
to meet. The project advocates have expressed a desire to develop a partnership with the City, in an effort to
reduce or eliminate cost of future maintenance. Grant preparation for this acquisition is being conducted by the
La Cresta Ridge Coalition, and will be subject to review by the City.

EXECUTIVE SUMMARY:

2. BACKGROUND:
For over 50 years, La Cresta Ridge and Ravine has been enjoyed as an informal public
trail and open area by local residents. The project calls for a one -mile trail to run through
the City -owned property at the top of Dana Street, along the ridgeline overlooking the
City, and connecting to existing easement roads through the West Haven and Victoria
HOA open spaces, giving it access to Helen Putnam Park and other local and regional
open space areas. Located within walking distance of three schools - Valley Vista
Elementary, Petaluma Junior High School and Petaluma High School - it would contain
an education component as well. The project does not call for any signage, seating or
other improvements to the property. Long-term maintenance would include annual weed
abatement/fire control and maintenance of approximately .5 miles of trail. The La Cresta
Ridge Coalition has expressed a commitment to development of a trust intended to
eliminate maintenance and operation costs to the City. Such a commitment would be
included in a project agreement to be developed subsequent to a successful grant
application and prior to acquisition of the property. Required grant matching funds are
anticipated to come from a partial donation of the property. If the donation did not
materialize, or were less than required for grant match, the matching funds requirement
would prove difficult to meet.
The Paula Lane project would feature passive recreation and public access, natural
resources appreciation, organic agriculture and gardens, outdoor educational programs,
and on-site caretaker presence. Project elements would be developed as funding is
available, with the goal of a three-year Implementation Plan. Paula Lane Action Network
(P.L.A.N.) would establish three maintenance funds, including an endowment (over a 10
year period) to assist with project maintenance in perpetuity. Essentially, the required
grant match would be developed by P.L.A.N. and would include residence rental funds,
property and project management services, in-kind contributions of cash and volunteer
labor, as well as additional fiord -raising and grant applications. In 2007, City Council
authorized (Resolution No. 2006-160 N.C.S.) submittal of an application to SCAPOSD
for acquisition of the Paula Lane property; funding was not received. This year, with
project resubmission, SCAPOSD requested additional details, including site plan and
project budget, and an agreement between the City of Petaluma and Paula Lane Action
Network. That agreement is still under review.
In response to recent expansion of the SCAPOSD grant program to include submission of
recreational projects, on April 16, 2007, Council authorized application for development
of the East Washington ball fields, which was subsequently awarded $2M. This property,
owned in fee simple by the City, is identified in the Petaluma 2025 General Plan Update
as a proposed community park with active and passive uses. Conceptual design includes
three all-weather (artificial turf) baseball/softball diamonds with a shared multi -use field
overlay between two of the diamonds, and three all-weather multi -use soccer fields; four
planted community areas with amenities for picnicking and play structures for children; a
dirt bmx bicycle course; and a network of multi -use pathways for walking, bicycling, and
hiking that would connect to the City's Urban Separator path.
ALTERNATIVES:
a. Authorize applications for matching grant funds for development of East Washington
Park, land acquisitions for Paula Lane and La Cresta Ridge and Ravine.
b. Authorize applications for matching grant funds for development of East Washington
Park.
c. Authorize an application for matching grant funds for acquisition of the Paula Lane
parcels.
d. Authorize an application for matching grant funds for acquisition of the La Cresta
Ridge and Ravine parcel.

e. Decline to pursue park development and acquisition of parcels through submittal of
matching grant funds at this time.
4. FINANCIAL IMPACTS:
Final cost estimates for all three projects are still being developed. As a condition of
grant approval, development of any of property needs to be completed within five years
from execution of the Grant Agreement. As a condition of grant approval for land
acquisition, applicant must demonstrate the ability to acquire the proposed property
within two years from execution of the Grant Agreement and develop the property as
outlined in the grant application.
Staff recommends approval of the Paula Lane and La Cresta Ridge and Ravine grant
application submittals and subsequent land acquisitions contingent upon finalized
maintenance agreements to the City's satisfaction. If approved by Council, staff also
recommends that joint applicant take ownership of the property, and that acquisitions and
project maintenance in perpetuity be at no cost to the City.
In addition to any staff time and grant writing costs associated with these three proposals,
the City will be subject to the cost of grant administration for any grants that are actually
awarded. These costs could range between $5,000 and $10,000, depending on the
complexity of the project, and may be able to be reimbursed, depending on the project
and the agreements that can be reached between City staff and project proposers.
The Department of Parks and Recreation would operate and maintain the East
Washington Park facility. On-going maintenance costs in perpetuity by the City's joint
applicants would be required for the land acquisitions.
CONCLUSION
In the existing General Plan 1987 — 2005, East Washington Park land use designation is
as Urban Separator, which allows for recreational uses, such as golf courses, trails,
athletic fields, picnic areas, etc. In the Draft General Plan 2025, land use designation is
for a community park for which this parcel's size and location are well suited.
The 1987-2005 and Draft General Plan 2025 designates the Paula Lane properties for
development potential as Rural Residential. The site would provide open space and
habitat enhancement opportunities for the City if left undeveloped. Environmental
impacts associated with a given development proposal could lead to identification of
mitigation measures, which may lead to preservation and/or dedication of portions of
these properties without acquisition action and at no cost to the City.
The La Cresta Ridge Coalition is in the process of negotiating permission from the
Victoria Homeowners Association for through -travel on a path from the La Cresta Ridge
through the Victoria Open Space to allow public access to Helen Putnam Park from both
the south and the north end of the parcel. In meetings with individual Council members,
the Coalition has received support for the project if acquisition does not require City
funds. The Coalition has shown that they have a willing seller.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Matching grant funding for development of East Washington Park will enhance the
project budget.
Matching grant funding for acquisition of Paula Lane properties and La Cresta Ridge and
Ravine will allow open space acreage to be added to the amenities and assets for the
citizens of Petaluma
7. RECOMMENDATION:
Following Council discussion and direction to staff, authorize City Manager to submit an
application to SCAPOSD 2008 Matching Grants Program for continued funding of East
Washington Park Development; resubmit application for Paula Lane Land acquisition;
and submit application for La Cresta Ridge and Ravine land acquisition.

setting.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Petaluma hereby authorizes City Manager to submit application to the Sonoma County
Agricultural Preservation and Open Space District (SCAPOSD) for 2008 matching grant funding
of improvements to East Washington Park, to receive the grant, and to execute the Grant
Agreement.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the
City of Petaluma hereby authorizes City Manager to submit applications to the Sonoma County
Agricultural Preservation and Open Space District (SCAPOSD) for 2008 matching grant funding
for land acquisitions of Paula Lane and La Cresta Ridge and Ravine. Prior to execution of the
Grant Agreements, the Maintenance Agreements shall be executed, and the joint applicants shall
demonstrate that these projects will be at no cost to the City in perpetuity.
