Summary Statement: The Pond Influent Pump Station Improvements Project (PIPS) involved improving the Pond Influent Pump Station at the Hopper Street Wastewater Treatment Plant (WWTP) for independent operation once the Hopper Street WWTP is decommissioned. Pacific Mechanical Corporation has completed the construction on the Pond Influent Pump Station Improvements Project. Folder\WASTEWATER Folder\8200-54140 (C500808) Pond Influent Pump Station Improvements\City Council/February 2, 2009/Accept Agenda bill - DRAFT CITY OF PETALUMA, CALIFORNIA FEBRUARi,2,2009 AGENDA REPORT FOR RESOLUTION ACCEPTING COMPLETION OF THE POND INFLUENT PUMP STATION IMPROVEMENTS PROJECT RECOMMENDATION: It is recommended that the City Council adopt the resolution accepting completion of the Pond Influent Pump Station Improvements Project. 2. BACKGROUND: All of the wastewater in Petaluma is conveyed to the wastewater treatment plant at 950 Hopper Street. After flowing through the treatment plant, the effluent is conveyed to the Pond Influent Pump Station, which pumps the wastewater to the oxidation ponds for additional treatment. When the Ellis Creek Water Recycling Facility begins operating, all of the wastewater will flow directly to the Pond Influent Pump Station. From there the wastewater will be pimiped to the Ellis Creek Water Recycling Facility. The Pond Influent Pump Station Improvements Project (PIPS) involved improving the Pond Influent Pump Station at the Hopper Street Wastewater Treatment Plant (WWTP) for independent operation once the Hopper Street WWTP is decommissioned. The project location is illustrated on Exhibit A. The improvements included, but were not limited to, the following items: Screenings of Influent Flow a. histallation of coarse bar racks and a basket in the two westerly channels. b. Installation of a weir gate in the third channel (most easterly channel). c. Installation of hatches above the two bar racks and weir gate. d. Provision of a portable gantry crane and hoist. 2. Diversion Box a. Removal of the weir and concrete floor lip within the diversion box. b. Installation of anew top with a manhole riser. 3. Odor Control Soil Bed a. Removal of the weeds and the top three inches of the organic soil. b. Addition of new organic soil to an elevation of 12.3 and new plants. c. Replacement of existing irrigation system with new system. d. Provision of a new irrigation controller. 4. Water System a. Reconnection of the potable water system to PIPS. Aesthetics a. Removal of the weed and shrubs that are growing along the north fence line of the pump station site. b. See item 4 above regarding the odor control soil bed work. Security a. Provision of intrusion alanns to all doors to the pump station and the electrical panels located outside. b. Provision of a security camera with a battery operated flashing indication light at PIPS. 7. Removal of the existing ladder within the pump station building that leads up to the roof. Electrical/Controls a. Provision of a hoist receptacle for the gantry crane and hoist. b. Provision of an irrigation receptacle for the irrigation controller. c. Program changes to facilitate low flow pump operation for the small pumps. d. Provision of an ultrasonic transducer upstream from the bar racks to monitor level and alarm at high level. SCADA a. Provision of a radio, interconnection, mast and antenna at the PIPS site. b. Provision of a foundation, mast, antemma, and interconnection at the new Ellis Creek Water Recycling Facility. c. Startup and testing of the communications link. d. Modification of the new Ellis Creek Water Recycling Facility SCADA system to accept PIPS. e. Development of the Wonderware graphical screens depicting the PIPS. f Modification of the PIPS programming to accommodate communications. g. Modification of the PIPS programming to allow for supervisory monitoring, as well as supervisory AUTO/MANUAL selection, manual control, and entering of setpoints. h. Modification of the SCADA alarm to account for PIPS signals at the new Ellis Creel: Water Recycling Facility. The City Council awarded the construction contract for this project to Pacific Mechanical Corporation (PMC) on July 7, 2008. Construction began on September 15, 2008 and was completed on January 16, 2009. The Department of Water Resources and Conservation Department Staff coordinated the construction of PIPS with the operation of the Hopper Street Plant and the adjacent Corporation Yard as well as with the staff at the nearby Mary Isaak Center. DISCOSSION: Following the acceptance of the project, the City Clerk will file a Notice of Completion with the Sonoma County Recorder and the Finance Department will release the retention money to the contractor within 60 days. 4. FINANCIAL IMPACTS: The table below identifies the approved CIP budget for the PIPS project and shows the project was $262.700 under budget. Pond Influent Pump Station Improvements Project Project Budget Uses Approved Budget Costs to Date CIP Budget Design (Design & Engineering Services During $ 267,000.00 $ 171,000.00 Construction) Construction Contracts $ 670,000.00 $ 537.300.00 Construction Management $ 81,000.00 $ 75,000.00 Contingency $ 67,000.00 $ 54,000.00 Planning Enviromnental $ 15,000.00 $ - Total Budget $1,100,000.00 $837,300.00 Amount Under Budget ( $262,700.00 RESOLUTION ACCEPTING COMPLETION OF THE POND INFLUENT PUMP STATION IMPROVEMENTS PROJECT WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter, Section 20162 of the California Public Contract Code and other applicable law, the City of Petaluma solicited bids for the Pond Influent Pump Station Improvements Project ("Project"); and WHEREAS, bids for the Project were opened on June 17, 2008 in accordance with California Public Contract Code Section 4104.5 and other applicable law; and WHEREAS, the apparent low bid for the Project was the bid of Pacific Mechanical Corporation in the amount of $537,300; and WHEREAS, by Resolution No. 2007-101 adopted July 7, 2008, the City Council of the City of Petaluma found the bid of $537,300 for the Project to be the lowest responsive bid and awarded the Project to Pacific Mechanical Corporation in the amount of $537,300 conditioned on Pacific Mechanical Corporation's timely executing the Project contract and submitting all required documents and authorized and directed the City Manager to sign the Project contract on behalf of the City upon such timely submission and to execute on behalf of the City any amendments to the Project contract that are necessary to effectively complete the project, so long as such amendments in aggregate do not increase the original contract not -to -exceed amount by more than $54,000; and WHEREAS, the following additional change orders affecting the Project amount have been approved: Change Order No. 1: Odor Control Bed Modifications and Spreader bar $ 13,784.84 Change Order No. 2: Additional work at diversion box in preparation for Hopper Street Plant decommissioning 40,215.16 Total Additional Change Orders: $54,000.00; and WHEREAS, the final contract amount as amended including all change orders is $591,300; and WHEREAS, City staff has inspected the Project and determined that it has been completed in accordance with the contract requirements subject to the Contractor's continuing warranty and other obligations pursuant to the contract; and WHEREAS, based on the foregoing, staff recommends acceptance of the Project on behalf of the City; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: The contract entitled Pond Influent Pump Station Improvements Project, City Project Number C00500808 with a final contract amount of $591,300, is accepted as complete subject to the Contractor's continuing warranty and other obligations pursuant to the contract. 2. The City Clerk/Recording Secretary is hereby authorized and directed to file a Notice of Completion concealing the Project with the Sonoma County Clerk's Office within ten (10) days of the date of this Resolution. Staff is hereby authorized and directed to release all undisputed retention not subject to pending change orders within sixty (60) days of the date of this Resolution and in accordance with the terms of the Project contract.
