Recommendation: It is recommended that the City Council take the following action: Approve resolution
to recommend appointments to the Mayors' & Councilmembers' Association.
Summary Statement: The Mayors' & Councilmembers' Association, which includes all the Sonoma County
cities, fills vacancies on various local or regional Boards or Commissions when the terms of office expire. Letters
of interest are circulated to all cities by those elected officials wishing to serve, followed by the cities voting on
their recommendations at an upcoming Board Meeting of the Association. The following appointments will be
voted on at the February 12, 2009 meeting of the Association:

The City Selection Committee (Committee) will hold its regular annual meeting on

As I am sure you are aware the BAAQMD is the regulatory body for
sources of air pollution within the nine San Francisco Bay Area Counties.
This appointment has been an exciting and challenging position.
I am pleased to have been nominated and confirmed as Chairperson of the
District for 2009. We have a very challenging agenda which will be
discussed at our annual retreat on January 21, 2009. There are four main
initiatives that I will bring forward to accomplish in the nest year. These
initiatives include a Ports Regulation. CEQA Guideline update, Indirect
Source Rule and Cumulative Irnpact Assessment.
We have accomplished many goals over the years including adoption of a
Flare Monitoring Rule, a Climate Protection Mitigation fee, a Wood
smoke Rule and creating our Cormnunity Air Risk Evaluation (CARE)
program aimed at six impacted air quality areas in the bay area.
The Bay Area Air Quality Management District also provides many
different funding sources for our local agencies including Transportation
for Clean Air, Carl Moyer, Congestion Mitigation and Air Quality and
most recently our Climate Protection Grants. I look forward to an exciting
year serving you and the other nine bay area residents.

Since August 2007, 1 have had the honor of serving as your representative on the Golden Gate Bridge,
Highway and Transportation District (District) Board of Directors. In this role, I have been an active
member of the Board as well as serving on the Governmental Affairs and Public Information Committee
and the Rules, Policy and Industrial Relations Committee. My current term is up in March 2009 and, with
your support, I'd like to be reappointed for another two year term.
Representing Sonoma County, and its transportation interests, as well as representing the interests of
the District as a whole, has been rewarding. During my first term, I focused on increasing transit
ridership by improving Golden Gate Transit connections with Sonoma County Transit. Getting more
people out of their cars and onto transit is a proven way to fulfill the commitment we've all made to
reduce green house gas emissions. As a transit rider, I understand the challenges of changing commute
habits and the rewards too. With your support, I will continue to work to improve the overall
attractiveness of riding transit. Daily, there are about 2,800 of our constituents who rely on these
connections to get to and from work in Marin and San Francisco. Add to that the many Sonoma County
residents crossing the Bridge or riding the ferry and it is clear how vital the District's services are to our
daily lives.
Please support my reappointment so I may continue to effectively use my business experience, District
knowledge and relationships to further transportation improvements for Sonoma County residents.
This year marks a major shift on the Board as three San Francisco Supervisors depart due to term limits.
Now, with the key relationships I have forged with the remaining Board members, I can better leverage
the funding directed from Sonoma County to support Bridge operations. I have the network in place and
the intuitional knowledge now from which to continue to work for Sonoma County.
Of course, there are many other important issues facing the Bridge District, and I promise to continue
reporting to you at Mayors and Council members meetings. If you have any questions, please contact

Summary of Kev Initiatives Advanced in 2008
A $1 toll increase was implemented on September 2, 2008, following three public information
open houses in March and a public hearing on June fl, 2008. The two-axel axle toll rate was
increased to $6 for cash and $5 for FasTrak. The $1 increase was necessary to generate sufficient
revenues to cover a $91 million five-year projected shortfall.
The draft environmental document for the Suicide Barrier Study was released for public and
agency review, with public meetings held in July 2008. In October 2008, the Board selected the
net alternative as the locally preferred alternative. A final environmental document is due this
spring. The $40 million project is not currently funded and will be funded with non -toll dollars.
♦ Doyle Drive funding was resolved through extended regional discussions. The Bridge District has
committed $75 million to the reconstruction project.
♦ MTC provided $20 million towards the Moveable Median Barrier Project; the District will fund
the remaining $5 million with toll revenues. Consultants were hired September 2008, this spring
the Preliminary Engineering and Environmental process will begin and is anticipated to take
about 20 months. In summer 2010, the design will be completed, and installation is now planned
for the end of 2011.
A construction contract was awarded for Phase 3A of the Bridge Seismic Retrofit Project. This
phase will retrofit the north anchorage housing and the north pylons and take about 3 years to
complete. The final phase, 3B, will be ready to go out to bid in 2010 and will retrofit the main
span and main towers.
The re -painting of the Bridge's 250 pairs of vertical suspender ropes continues on both the east
and west sidewalks.
Route 72X was created several years ago to provide express service from Santa Rosa to Rohnert
Park, and then direct to San Francisco. This service saves customers up to 20 minutes.
Additionally, as a demonstration project, Wi-Fi was offered aboard the buses and has been well
accepted by72X customers.
e When Petaluma's new transit facility, the Copeland Street Mall, opened in 2008, buses were
realigned to serve this facility.
The new Rohnert Park Expressway Park -and -Ride opened recently and buses now serve this
facility.
0 For several years now, Golden Gate Transit has partnered with AC Transit in a joint
demonstration project for the development of "Zero Emission Buses" (ZEB) powered by hybrid
electric hydrogen fuel cell technology. A ZEB buses debuted on a Marin County local service in
February 2008. The project is entering its second phase.

The District received grant money to install new exterior bike racks for Golden Gate Transit
buses that hold 3 bikes (instead of 2 bikes). The nein racks will be installed by mid -2009.
In 2005, 2006, 2007, and 2008, during the summer season, the District partnered with the
BAAQMD and MTC to provide limited free transit rides on "Spare the Air" days to assist in
reducing auto emissions.
To assist in attracting new riders, MTC provided grant funding so that Golden Gate Transit could
offer FREE RIDES on Wednesdays only from April 23 through May 28 on Route 75. Route 75
operates on weekdays as a commute route serving Santa Rosa, Rohnert Park, Cotati, Petaluma,
Northgate Irldustriaf Park, Marin Civic Center, San Rafael Transit Center and Andersen Drive in
San Rafael. Service operates southbound to Sam Rafael from 5 a.m. to 8:35 a.m., and northbound
from 3 p.m. to 7:20 p.m.
a Golden Gate Ferry is currently in the process of purchasing two "gently -used" high-speed
catamarans from Washington State Ferry system for $2 million each. The first vessel is planned
for arrival within the next few months and will be used in service while the M.V. ;Mendocino is
taken out of service to have its engines replaced.
The Golden Gate Ferry system converted to accepting exclusively TransLink, the regional fare
payment smartcard, for customers wishing to receive the frequent rider discount; ticket books are
no longer available to receive the discount. The Golden Gate Transit bus system is much more
complex and a timeline for full conversion to TransLink is not yet established.
o Added ferry service was operated between Larkspur and San Francisco for several special events
including Kenny Chesney at AT&T Park on June 8, the LGBT Pride Parade in San Francisco on
June 29, and the Emerald Bowl at AT&T Park on December 27.
On October 22, 2008, Golden Gate Ferry participated in a regional security exercise with the U.
S. Coast Guard and a number of local fire and law enforcement agencies. The drill was focused
on allowing participants the opportunity to test interagency coordination, communications, and
planning effectiveness. The drill's goal was to strengthen agency partnerships which are
invaluable in maintaining a highly effective safety and security posture within the San Francisco
Bay Area.

Councilmembers' representative on the Local Agency Formation Commission
(LAFCO).
I have represented the Mayors' and Councilmembers' Association as this
Commission's alternate for two years. During that time I have attended every
meeting; familiarized myself with the Commission's operations; participated in
the budget subcommittee; substituted for City LAFCO members who were unable
to attend our monthly meetings; and I attended the CALAFCO conference for
state LAFCO commissioners and staff where I attended all the sessions on the
roles and responsibilities of LAFCO. I have a good working relationship with the
Sonoma County LAFCO staff. My background includes over seven years
experience on Petaluma's Planning Commission as an appointed member and as
Council liaison, and I currently serve as the liaison with the Zone 2A Advisory
Board for the City of Petaluma.
I continue to believe it is important to be involved in the regional committees as
well as those of my city. To this end, I seek this appointment and hope I would be
able to help educate and provide information to the Mayors' and
Councilmembers' so we can better communicate and coordinate our regional
planning.

Dear Mayors and Councilmembers,
I request your support in appointing me as the Mayor's and Councilmember's'
representative on the Sonoma County Agriculture and Open Space District Advisory
Committee. As a 28 -year resident of Sonoma County, residing in the City of Sonoma, I
have a great respect for the beauty and importance of land use policies that will help the
County fulfill its goals of preserving the land and providing healthy open spaces for
generations to enjoy.
My experience includes service on the Sonoma County Community Climate Action Plan
Committee since April 2007; a year and a half on the City of Sonoma Community
Services and Environment Commission and service as the Chair of the Sonoma Tree
Committee. Since assuming office as a Sonoma Councilmember this past December, I
have been appointed to represent the City on the Water Advisory Committee and to
serve as the city's Climate Protection Representative. As a community member and a
Councilmember, I have a stake in the acquisition and preservation of agricultural and
open space lands as a legacy for future generations.
Other community experience includes serving as the Finance Manager and a founding
parent of the Sonoma Charter School established in September of 1994. 1 have been an
advocate for healthy families and environments. I am a member of Soroptimist, an
International Women's Service Club with a focus on women's and children's issues. In
the last 13 years, I have held all board positions within the Sonoma Valley club working
directly in community activism and fundraising for programs of service.
I eagerly anticipate the possibility of representing you on the committee and accepting

Healdsburg Mayor Eric Ziedrich has served with distinction as the cities' representative on the
North Coast Railroad Authority (NCAA) Board of Directors for the last two years. Since the vast
majority of the work on the Northwestern Pacific (N WP) railroad line will take place within
Sonoma County over the next two years, with limited train operations expected by the end of
2009, 1 have asked Mayor Ziedrich to seek reappointment as the city representative on the
MCRA Board through March 2011.
Accordingly, on behalfof the NCRA Board of Directors, I respectfully request that the Sonoma
County Mayors' and Councilmembers' Association reappoint Mayor Ziedrich as the cities'
representative to the MCRA Board of Directors when the Association meets on February 12 to

RE: Reappointment to SMART
I have been honored to have been appointed by you to serve as the non-SCTA
representative on the SMART Board of Directors for the past 3.5 years. I was
appointed by this Association to finish the term begun by Santa Rosa
Councilmember Mike Martini, upon his recommendation and with his support. I
am writing to ask you to appoint me for another term.
I am currently the Board Vice Chair, in line to be the next Chair of two county,
twelve member Board. During 2008, I served as Chair of the Real Estate
Committee, and was one of the primary Board members (along with Mayor Al
Boro of San Rafael) responsible for the tough negotiations that resulted last month
in the approval of a $200 million transit oriented development at Railroad Square.
This process took a tremendous amount of my volunteer time, but I am confident
that the result will please not only Santa Rosa, but each city along the SMART
route. It is an outstanding development that will make us all proud.
I also worked hard during the multiple hearings held in both counties for
SMART's EIR and supplemental FIR, and of course worked tirelessly for the
passage of Measure Q itself. I can't wait until the first train rolls down the tracks!
I would very much like to serve this Association once again as your SMART
Board member, and as Chair of the SMART Board. The development of
alternative modes of transit is extremely important to me, as we all work to reduce
greenhouse gas emissions in Sonoma County.
