Brown, City Manager Resolution Authorizing the Position Allocation of Building Inspector I in the Building Services Division. RECOMMENIDATION It is recommended that the City Council adopt the attached Resolution Authorizing the Position Allocation of Building Inspector I in the Building Services Division. BACKGROUND The workload in the City's Building Services Division demonstrates the need for an additional full -time position. of Building Inspector 1, Revenues generated; since the beginning of the fiscal year support this additional expense. Therefor_ e, it is ;recommended that the City Council approve the resolution to allocate the position of Building Inspector I. DISCUSSION Due to revenue shortfalls in 2008 the Community Development Department was reorganized and the positions of Building „Inspector L and 11 were abolished in Resolution 2008 -184. The duties and responsibilities; of the Building Inspector 1 and I -I positions are being performed by one full- time employee and one part employee on an hourly basis. The field ' inspection workload in the Building Services Division has increased both in the office and 'iri fhe field. Additionally, it has become necessary to. have a Certified Building Inspector available during most of the time that, Division is opento the public in order to answer code related questions and provide assistance with over- the- counter permit issuance. Code enforcement activity has also increased due to expiring permits and foreclosure related matters. By adding an additional, full-time position which will replace the existing part-time Building Inspector I position, the Division will be better able to accommodate the increased workload and improve customer service to the public. Agenda Review: =_ City Attorney & Finance Director City Manager� FINANCIAL IMPACT'S For the period July 1, 2010 through February 1, 2011 (fiscal year, 2010 -11 to date), Building Service revenues collected were $60038. Building Services expenditures for the same period were $409,036. Building Service revenues therefore are expected to be adequate to support the full-time, Building Inspector I position and as well, the potential increases need for contract plan check services. A part-time. Building Inspector I is currently employed on an hourly basis, and works approximately 20 hours per week. The' estimated. current cost of the part-time position through the end of the fiscal year is $18,000. The recommended action would result in a 6.5% increase in full time salary and re- establish employee benefits, for an estimated cost of $ 26,950 through the end of the fiscal year. The additional costs are .expected to be ,offset by elimination of the part-time position with the remaining costs being fully recovered. by program revenue. ATTACHMENTS Resolution to ATTACHMENT 1 Resolution No. 2011- N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE POSITION ALLOCATION OF BUILDING INSPECTOR I IN THE BUILDING SERVICES DIVISION WHEREAS, the workload and revenues in the Building Services Division demonstrate the need and provide an adequate funding source, for an additional full -time position of Building Inspector I; and WHEREAS, the field inspection workload in the Building Services Division has increased; and WHEREAS, the City wishes to have a Certified Building Inspector available to the public to answer code - related questions.and to provide assistance with over - the - counter permit issuance work; and WHEREAS, due to revenue shortfalls the position of Building Inspector was abolished in Resolution 2008 -184 and the duties and responsibilities of the Building Inspector I continue to i. be performed on a part-time bass; and WHEREAS,. it appears that the Development, Services Enterprise Fund has now recovered; and WHEREAS, it still remains 'difficult to predict future construction and permit activity, anticipated Building Services Division: revenues are'expected to remain solid, well above 2008 levels, and sufficient to support the full time Building; Inspector I position; and WHEREAS, for the foreseeable future the full -time position of Building Inspector I will assist with "the'increased workload provide increased services to the public, and be cost effective. NOW, THE'REEORE, BE' IT RESOLVED.that the City Council does hereby authorize the position alfocaton of Building Inspector I in the Building Services Division effective upon the adoption of this 'Resolution. 1592359.1
