Summary Statement: Each year, the Federal Aviation Administration (FAA) makes available to general aviation airports, matching entitlement grant funding as part of their Airport Improvement Program (AIP). The Petaluma Airport has opted to use AIP 19 funds to install an Automated Weather Observation System (AWOS). This year, the FAA has offered the grant in two parts to accommodate stimulus timelines. Therefore, the deadline for Part A was moved up to January 30, 2009, requiring the City Manager to sign the application prior to Council action to avoid losing the funding. BACKGROUND: The FAA provides general aviation matching entitlement grants as part of their Airport Improvement Program. This year, the Petaluma Municipal Airport has opted to install an Automated Weather Observation System (AWOS), which provides up- to-date weather specific to Petaluma, and can be accessed while in the air or by phone. It plays an important role in instrument approaches during marginal weather. To accommodate stimulus funding timelines, the FAA is offering the grant in two parts this year, with application for Part A, in the amount of $65,073 (attached), due by January 30, 2009. This was an unexpected and last minute direction to applicants, which was received only a day prior to due date. For this reason, City Manager signed the Part A application in advance of Council's action to avoid losing the funding. The remainder of the grant, $122,552, will be awarded this spring, and will require separate application. This resolution will authorize City Manager to apply for and receive funds for both Part A and Part B. Under normal circumstances, the Airport would apply for the entire grant toward the end of February. 3. DISCUSSION: The Petaluma Airport Commission has identified an AWOS as integral to the Airport's marketing plan. By providing an added safety element to flying during marginal conditions, it will attract additional aviation traffic. 4. FINANCIAL IMPACTS: The local portion for the installation will be included in the Airport's FY 09/10 operating budget.
