Mr. City Manager:
Below is a copy of my letter sent to The Mayor and the City Council Members. I thought you might like a
copy of it as well. See below.
I will be unable to attend tonight's Meeting due to the Spartans playing in the National Championship Game
(Go Spartans!!). I want to share my thoughts regarding Item 5A (The Washington Street Repaving Project)
prior to tonight's meeting.
I believe that Item l of Mr. Zimmer letter which states that "Saw -cutting jack hammering and cold planning
will be performed between 7:00 pm and 10:00 pm. (Monday -Friday)." is reasonable. While I have no concerns
with that I do have a concern which I stated to Mr. Zimmer via phone last week with Item 2 of his letter which
states that "Paving and paving dig -outs and repairs will be performed between 8:00 pm and 5:00 am (Monday
night through Saturday morning)." It seems to me that this is very late to have as Mr. Zimmer stated "trucks
with alarms" going down the road. I feel this would not only be disruptive to my sleep cycle, but also to others
who live in my building and the neighborhood as well. I very much liken this to the sound which emanates
from the fan(s) from G&G Market. The only difference is that unlike with those who live by there this would
only be temporary.
During my conversation with Mr. Zimmer I did tell him that I would think about what he said. I also
thanked him with being as open and honest about this as he was along with giving me the necessary information
for me to make an informed decision regarding this. One thing that I told him is that where I come from
(Detroit area) that I am used to major roads being tipped up constantly and taking 7 or 8 months at a minimum
to replace. This is done without any notice given to the communities and businesses affected by it. I am very
appreciative that I found this out ahead of time. Based on my conversation with Mr. Zimmer, what 1 came up
with as a compromise for you and the council to consider is that instead of the paving dig -out and repairs being
performed between 8:00 pm and 5:00 am for 3 weeks, that is be done from 8:00 pm to 11:00 pm for 9 weeks. I
don't believe this will affect most of the business within this area as they will be closed by this time. Also, this
project is scheduled to last 3 months according to Mr. Zimmer's estimate. My opinion is that it wouldn't delay
the completion of this project. I will admit that I am not an engineer nor have I ever work on streets or in in
construction for that matter. I do believe that this constitutes a fair compromise as all sides would be sacrificing
something. If this fiscally feasible, I would like to see this happen.
Like Mr. Zimmer, I would like to see this completed efficiently in a timely manner. I would also like for this
not to force any more businesses to close within Petaluma. If there is one thing that I will say is that and I want
what's best for this city. If it's possible I would like to be able to sleep at night as well. I don't envy the decision
for you or the rest of the Council Good Luck!
