Recommendation: It is recommended that the City Council take the following action: Adopt resolution
recommending appointments to the Mayors' & Councilmembers' Association and giving the Mayor authority to
vote on late nominations received at their April 9, 2009 meeting.
Summary Statement: The Mayors' & Councilmembers' Association, which includes all the Sonoma County
cities, fills vacancies on various local or regional Boards or Commissions when the terms of office expire. Letters
of interest are circulated to all cities by those elected officials wishing to serve, followed by the cities voting on
their recomruendations at an upcoming Board Meeting of the Association. The following appointments will be
voted on at the April 9, 2009 meeting of the Association:

A. Local Agency Formation Commission. One position, expiring May 2013. Four year term.
B. Local Agency Formation Commission (alternate). One position, to fill the remainder of four year term
ending May, 2011.

Once again, I am writing to ask for your City's support to reappoint me as the
Mayors' and Councilmembers' Association's representative on the Local Agency
Formation Commission (LAFCO).
I have been the LAFCO alternate for two years and was recently appointed to fill the
City LAFCO seat vacated in the November election. I have attended every meeting;
familiarized myself with the Commission's operations; and I currently serve on the
budget subcommittee. Last summer I attended the CALAFCO conference for state
LAFCO commissioners and staff where I participated in all the sessions on the roles
and responsibilities of LAFCO. I have a good working relationship with the Sonoma
County LAFCO staff. My background includes over seven years experience of
00, Manager's Office Petaluma's Planning Commission as an appointed member and as Council liaison (a
II English Street position I presently hold), and I currently serve as the liaison with the Zone 2A

Dear Mayor and Councilmembers:
Please accept this letter. as my request to be reappointed as the Mayors' and
Councilmembers' Association representative to Association of Bay Area
Governments (ABAG) Executive Board.
As your representative, it has been an honor to work on our behalf to coordinate
on a regional level to make Sonoma County more visible and successful.
Due to my involvement with the Association of Bay Area Governments, I served
on the Metropolitan Transportation Commission (MTC) for six years. This
appointment was key to create more transportation and land use incentive
programs such as Transportation for Livable Communities. This type of program
has brought much needed planning dollars to Sonoma County cities.
I currently am appointed to ABAG's Administrative Committee that just finished
a workshop to identify our goals and work plan for the next year. Much of the
work will be focused around the Priority Development Areas (PDAs) and Priority
Conservation Areas (PCAs) for infill growth and preservation. We are also
celebrating our twenty (20) year anniversary of the implementation of the Bay
Trail.
We have also begun the process of caring out the direction of SB375 which will
be highlighted at our ABAG Spring Assembly on April 23, 2009.
Again, I would appreciate your support for my reappointment to ABAG's
Executive Board.

Space District Advisory Committee
Dear Mayors and Councilmembers,
Thank you for your recent support in appointing me to fill the unexpired term of Tim
Smith on the Open space District through June 2009. 1 am once again requesting your
support as I seek reappointment to serve as the Mayor's and Councilmember's'
representative on the Sonoma County Agriculture and Open Space District Advisory
Committee for a full two-year term. As a 28 -year resident of Sonoma County, residing in
the City of Sonoma, I have a great respect for the beauty and importance of land use
policies that will help the County fulfill its goals of preserving the land and providing
healthy open spaces for generations to enjoy.
My experience includes service on the Sonoma County Community Climate Action Plan
Committee since April 2007; a year and a half on the City of Sonoma Community
Services and Environment Commission and service as the Chair of the Sonoma Tree
Committee. Since assuming office as a Sonoma Councilmember this past December, I
have been appointed to represent the City on the Water Advisory Committee and to
serve as the city's Climate Protection Representative. As a community member and a
Councilmember, I have a stake in the acquisition and preservation of agricultural and
open space lands as a legacy for future generations.
Other community experience includes serving as the Finance Manager and a founding
parent of the Sonoma Charter School established in September of 1994. 1 have been an
advocate for healthy families and environments. I am a member of Soroptimist, an
International Women's Service Club with a focus on women's and children's issues. In
the last 13 years, I have held all board positions within the Sonoma Valley club working
directly in community activism and fundraising for programs of service.
I eagerly anticipate the possibility of representing you on the committee and accepting
the challenge of stepping into service on a regional basis. Thank you for your

Citizens Advisory Committee
Dear Mayors and Councilmembers,
For the past two years I have had the honor of representing you on the Citizens Advisory
Committee of the Sonoma County Agricultural Preservation and Open Space District. I
am currently in my second term as Vice Chair and I am writing to request your support
for my reappointment to the Committee when my term expires in June 2009.
I am a strong supporter of the mission and values of the District and, in my advisory
capacity, have worked to keep our urban centers well represented when discussing policy
direction. I serve on the Matching Grant Program working group and have worked to
make that program successful in bringing open space, preservation and agricultural,
educational and recreational opportunities to the cities. In addition, I have participated on
several long range policies undertaken by the District. I support the vision of the current
strategic planning which has significant focus on the cities through scenic open space,
trails and parks with small farms thriving on the edge of urban centers.
During my eight years on the Cotati City Council, I have consistently supported city
policies which complement and ultimately contribute to the overall goal of the wider
county effort to preserve and protect our precious land, its natural occupants and its
historic uses. As a member of the Citizens Advisory Committee I am very pleased that
we have also been able to work toward ensuring our public outdoor recreation areas are
accessible by public transit and trails and malting certain that the future of family farming
in Sonoma County has been assured in perpetuity. I would be honored to be able to
continue as an advisory committee member to further the work of the Open Space
District in fulfilling the promise of Measure F to the public. The Open Space District is
truly one of the major reasons Sonoma County is a most wonderful place to live.

COUNCILMEMBERS' ASSOCIATION FOR VACANT POSITIONS ON THE ABAG EXECUTIVE
BOARD, COUNTY AGRICULTURE PRESERVATION AND OPEN SPACE DISTRICT
ADVISORY COMMITTEE, COUNTY HUMAN SERVICES COMMISSION, AND LOCAL
AGENCY FORMATION COMMISSION.
WHEREAS, vacancies currently exist on the ABAG Executive Board, County Agriculture
Preservation and Open Space District Advisory Committee, County Human Services Commission, and Local
Agency Formation Commission due to local officials leaving office and/or retiring; and
WHEREAS, the appointments will be considered by the City Selection Committee and the
Board of Directors of the Mayors' & Cotincilmembers' Association on April 9, 2009; and
