6 RESOLUTION APPROVING DEVELOPMENT PRINCIPLES APPLICABLE TO THE
7 AREA BETWEEN B STREET AND D STREET; PETALUMA BOULEVARD AND
8 THE PETALUMA RIVER

11 WHEREAS, the Petaluma Community Development Commission directed City staff to
12 meet with area property owners to determine interest in planning for future development
13 and to gain understanding of property owner's intentions vis-a-vis future development; and
14
15 WHEREAS, City staff conducted two such meetings and reported the results of those
16 meetings to the Commission on June 5, 1991; and
17
18 WHEREAS, it was the Commission's direction to staff to prepare a list of development
19 principles wh ich should be considered for any future development in this area;

21 NOW, THEREFORE BE IT RESOLVED that the following development principles are
22 hereby adopted and shall be consulted as any future development proposals are considered
23 for the area:
24 1) Maintenance of the historic architectural character through design of new
25 structures and rehabilitation of existing structures which can be rehabilitated.
26 2) Improvement of pedestrian access to the River and along the River.
27 3) Visual access to the River from Petaluma Boulevard and/or other points
28 within the area.
29 4) Development of individual properties or portions of properties which will not
30 preclude or hamper development of other properties..
31 5) The ground floor uses within the area should be retail and restaurant
32 oriented; that is, oriented to pedestrian traffic.
33 6) Above the first floor, mixed uses including commercial office and residential
34 should be encouraged.
35 7) The planning area should be pedestrian-oriented.
36 8) Land uses developed in the area should be able to function with or without
37 the public street grid remaining public -that is, 1st Street, 2nd Street,. B
38 Street and C Street. No streets will be abandoned/sold until a plan is
39 prepared for the area.

9) Maintenance and reinforcement of the strong retail character along
Petaluma Boulevard. The retail should continue the pedestrian-oriented
nature of the businesses and buildings along Petaluma Boulevard between B
Street and Western Avenue and should not be of a "strip commercial" nature.
10) Properties in the area, particularly in the vicinity of B Street and the
Boulevard, should collaborate on the design and implementation of the
gateway structure at B Street and Petaluma Boulevard .South.
T1) The uses of the properties should reinforce and not inhibit development of a
major multi-level collective parking area.
NOW, THEREFORE, BE IT FURTHER RESOLVED that staff is directed to commence
the process to produce a plan for the area which incorporates at least the general land uses,
circulation, parking provisions and policies needed to guide future development of the
area.
