Summary Statement: On September 13, 2004 the City Council accepted the bid of $43,120.00 from Vintage Contractors, Inc. for the Tennis Court Resurfacing Project (Lucchesi Park, McNear Park and Casa del Oro Park). The completed project amount was $44,600.00 which included one change order for four sets of new net posts. Total of contingencies was 3% of project. The work has been completed as per plans and specifications and is ready for the City Council's acceptance. ON Smyamm 13,2004 TnL, Crry CouNaL Acc miwm Tim- BW or $43,120.00 FROM f • r• m o 41 Prior to developing specifications to resurface Petaluma's seven tennis courts, a number of consultants were brought in to assist in planning the project Included were PJC and Associates, a soils engineering firm from Cotati, Seal Master, a Pavement Products and Equipment firm from Vallejo, Sikes Construction with tennis court repair/reconstruction experience from Santa Rosa, and Johnny's Tennis Courts of Santa Rosa. As part of the planning process, three options for repairing the City's seven courts were discussed. The three options are as follows: a. Total court reconstruction (e50 -60K per court) b. Install a 2"asphalt overlay and resurface (S25K per court) c. Fill cracks and resurface (S6 -7K per court). All those consulted stated that option 92 (asphalt overlay) would not guarantee that surface cracks would not return. Option 93 was selected as the most cost effective. The court resurfacing would last a period of 6-8 years depending on weather conditions and abuse (skate boarders and in-line hockey). Option three would result in cosmetic surf cracking at the original repaired areas as identified by the surface product manufacturer, but the surface would be protected allowing for smooth tennis play. The Tennis Court Resurfacing Project has been completed as per plans and specifications and is ready for the City Council's acceptance. ALT£RN.4.TfvE( s: Not accept the project. CONCLUSION: Upon acceptance by the City Council the City Clerk will file a Notice of Completion. 6. NOW, THEREFORE, BE IT RESOLVED, by the City Council of time City of Petaluma, that the City does hereby accept the tennis court resurfacing project and that the City Clerk is hereby authorized to sign the Notice of Completion and file the same with the Sonoma County Recorder; BE IT FURTHER RESOLVED, that the Finance Department is hereby authorized to release the ten percent (10%) retention to Vintage Contractors, Irm, thirty-five (35) days after the recordation of the Notice of Completion provided that no liens or stop notices have been filed against the project. The correspondence from Mr. Edwards is a follow up to the meeting we had -with him at the tennis courts on Thursday, January 13'h. As Mr. Edwards mentions in his memo and as is corroborated in the manufactures specifications attached, the resurfacing material will not prevent surface or structural cracks from reappearing. With the movement of the clay soils in Petaluma, and the wet and cold conditions of the winter months, the surface cracks will reappear, but the surface material will provide a smooth playing surface. As identified in the staff report to the City Council, staff was aware of this at the time of project award. The two remaining options are to totally reconstruct the courts at a cost of $50-60,000 per court, or install a 2" asphalt overlay and resurface at $25,000 per court. The current resurfacing project came to a total of $6,400 per court, with the project being paid for through park bond funds, The surfacing product is expected to last 6-8 years depending on weather conditions and abuse by other uses (skate boarders and in-line hockey). In his correspondence, Mr. Edwards indicates that if any cracking / chipping of surface material reach a point that is agreed is beyond typical wear, Vintage Contracting, Inc. will provide a touch up crew for one day in the spring to do minor patching. My stats' and I believe that the contractor has performed their work as required and the project should be accepted by the City Council as complete per plans and specifications. Existing surfaces should be properly sloped for good drainage, and free from cracks. The process consists of the repair of any minor depressions, followed by applimtion of the Plexipava System. NOTE: The success of the all-weather characteristics of resurfacing is dependent on a sound base (with good drainage) and asphalt concrete meeting the requirements of The National Asphalt Paving Association and the U.S. Tennis Court and Track Builders Association. Surface variation should not exceed 1/8 inch in ten feet when measured in any direction with a straightedge and a slope of I inch in 10 feet, all in one plane. 2.0 MATERIALS 2.1 Plexipave Court Patch Binder—sball comply with Spermcation 10.14 of California Products Corporation - 2.2 Pleripatch — shall comply with Spmifimtion 10.21 of California Products Corporation_ 23 Acrylic Resurfacer - shall comply with Specification 10.8 of California Products Corporation. 2.4 Plexipave Color Base - shall conform to Specification 10.5 of California Products Corporation, 25 Plexicbrome - shall conform to Specification 10.1 of California Products Corporation. 2.6 Plexicolor Line Paint - shall conform to Specification 10.4 of California Products Corporation. 2.7 Water—the water used in all mixtures shall be fresh and potable. 3.0 CONSTRUCTION 3.1 Surface Preparation -The surface lobe coated must be sound, smooth, and free from dust, dirt or oily materials. Prior to the application of surfacing materials, the entire surface should be flooded, and checked for minor depressions or irregularities. Any puddled area covering a nickel shall be marked and repaired with Court Patch Binder using the following mix 10o lbs. 60 —80 mesh silicasand (dry) 3 gallons Prexipave Court Patch Binder 1 to 2 gallons Portland Cement (dry) (depending on hurnidity and temperature) Tack coat consisting of I part Court Patch Binder and 2 parts water shall be applied to the patch areas and allowed to dry thoroughly priorto patching. For more information see CPC Specification 10.14 or 10.21. After patching, the surface shall not vary more than I/8 inch in ten feet measured in any direction. Nov 23 04 12:14p FAX 4152821603 p.8 4.0 SURFACE PREPARATION In order to provide a smooth, dense underlayment for the Plexipave system, one application of California Acrylic Resurfncer shall be applied to the surface to obtain a coverage of 15-20 sq. yds. Per gallon (.07 -.05 gallons per square yard). No application shall be covered by a succeeding application until thoroughly cured. Dilution with water and sand is required utilizing the following mix: Acrylic Resurfacer 55 gallons Water (Clean and Potable) 20-40 gallons Send (45-60 Mesh) 600 — 900 lbs. Liquid Yield 112 —138 gallons 5.0 FORTIFIED PLEXEPAVE 5.1 Fortified Plexipave shall be applied by rubber bladed squeegee on the clean, dry surface in 3 applications to obtain a total quantity of not less than .15 nor more than .23 gallons per sq. yd. of area, based on the material prior to any dilution No application shall be covered by a succeeding application until thoroughly cured Fortified Plexipave can be job mixed as follows: Plexipave Color Base 30 gallons Ple dchromc 20 gallons Water 20 gallons The diluted material shall be homogenous. Segregation before or during applimdon will not be permitted. The finished surface shall have a uniform appearance and be free from ridges and tool marks 5.2 PLAYING LINES— Four hours minimum after completion of the color resurfacing, 2 -inch wide playing lines shall be accurately located, marked, and painted with Plexicolor Line Paint as specibed by U.S. Tennis Association. 1 6.0 L=ATIONS No part of the construction involving the Plexipave System shall be conducted during rainfall, or when rainfall is imminent The air temperature must be atleast 50°17 and rising Do not apply when surface temperature is above 140°F.
