EXECUTIVE SUMMARY: Recent changes in personnel provided the opportunity for the Community Development Department to evaluate the position and work performed in the Housing Division. It is determined that the position and classification of Housing Program Specialist be created to perform the required housing program duties. The City will no longer use the classifications of Housing Coordinator and Housing Project Manager. 2. BACKGROUND: Based upon an analysis it is recommended that the City create a new class specification of Housing Program Specialist which more appropriately reflects the duties and responsibilities of the work performed in the Housing Division. The Housing Program Specialist replaces the classification of Housing Coordinator. The Housing Coordinator classification can therefore be abolished. The classification of Housing Project Manager is not used and can be abolished as well. Human Resources is working to revise and update the City's classifications. ALTERNATIVES: Not adopt resolution and existing class specifications would remain in place. 4. FINANCIAL IMPACTS: Changes in class specifications and salary amounts are funded in existing budget. CONCLUSION: Adoption of this revision in the City's Classification and Compensation Plan enables the City to keep its program updated and current. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution that amends the City's Classification and Compensation Plan. RECOMMENDATION: Approval of the Resolution and amendment of the City's Classification and Compensation Plan with the changes described. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the amendments to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System; and BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) and, that the notice of this action has been properly posted. CLASS CHARACTERISTICS General direction is provided by the Housing Administrator and/or the Community Development Director. May provide indirect supervision of individuals working with housing programs. Duties: Assist in the development and implementation of various housing programs for low to moderate - income households. Prepare and monitor the CDBG budget and sub recipient agreements. Prepare and submit all required documents necessary for the administration of the CDBG Program. Prepare and administer contracts for professional services and technical services related to housing. Represent the City at meetings with various civic groups and advisory boards or commissions on housing assistance matters. Administer the City's Below -Market -Rate Homeownership Program. Prepare and provide information and documents to homeowners and financial institutions. Monitor and ensure compliance of the City's portfolio of housing communities. Prepare, submit and process local, State, and federal grants. The employee will occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in the work enviromnent is usually moderate. QIIALIFICATIONS Knowledge of: Local, state, and federal regulations dealing with neighborhood and housing improvement under the CDBG program and redevelopment housing set-aside mandates. A typical way to obtain the kno-Nvledge and abilities would be: Education: A Bachelor's degree with major work in urban planning, public administration, or a related field. Experience: Three years responsible experience with housing budgets and compliance reports. Experience with public sector community development, redevelopment, nonprofit housing, and state/federal housing programs is highly desirable. A member of Council raised the following questions: Why isn't this salary increase part of our regular yearly budget session items? 2. Where are the monies coming from? Is this the same job that Bonne Gaebler is doing now? Is it just a change in title and a pay increase? The answers to the questions are: 1. This position for a second full time employee (FTE) in the Housing Division has been budgeted for years. However, the Housing Division has operated with one FTE (Bonne Gaebler) and one part time employee (Karen Shimizu). Karen has resigned as of December 31 and the work load necessitates a second FTE to be hired as soon as possible. 2. Source of funds: PCDC (Redevelopment) Housing Administration. This is not the same job Bonne holds. This position will be a second FTE in the Housing Division.
