RESOLUTION NO. 91-04
POLICY REGARDING PETALUMA COMMUNITY DEVELOPMENT
COMMISSION PARTICIPATION IN SEISMIC UPGRADING EFFORTS FOR
UNREINFORCED MASONRY BUILDINGS
WHEREAS, the City of Petaluma has undertaken a survey of the community to establish a
list of unreinforced masonry buildings; and
WHEREAS, approximately 100 unreinforced masonry buildings exist in the City of
Petaluma; and
WHEREAS, the majority of those buildings lie within one of the City's two Redevelopment
Districts; and
WHEREAS, those buildings house a significant number of Petaluma's business enterprises
which employ a large number of Petaluma residents and which provide many goods and.
services for the citizens of Petaluma; and
WHEREAS, it is the City Council's and the Petaluma Community Development
Commission's goal to help preserve those buildings for their economic and cultural/historic
value; and
WHEREAS, the Petaluma City Council and the Petaluma Community Development
Commission are committed to providing an as yet undetermined level of public investment
in the seismic upgrading and preservation of the stock of unreinforced masonry buildings;
NOW, THEREFORE BE IT RESOLVED, that from this date forward, any incentive
program that is devised by the Petaluma Community Development Commission or the City
Council to assist in the seismic upgrading of unreinforced masonry buildings which are on
the City's list, shall be available retroactively to July 1, 1991, to those buildings owner's
undertake seismic upgrading efforts which are consistent with "URM" Ordinance which the
City might adopt.
