This Resolution amends the Compensation Plan for employees in Unit 8 — Department Heads to provide

RESOLUTION AMENDING THE COMPENSATION PLAN
FOR EMPLOYEES IN UNIT 8 - DEPARTMENT HEADS
EXECUTIVE SUMMARY:
This Resolution amends the Compensation Plan for employees in Unit 8 — Department Heads to provide
the City Manager the discretion to make adjustments in individual employee salary and vacation accrual
amounts (see attachment A).
BACKGROUND:
The City Council directed that the City Manager determine salary adjustments for fiscal year 2004-2005
for employees in Unit 8 based upon performance. Authorized funds to accomplish salary adjustments
for employees in Unit 8 shall not exceed a total amount of a 3% salary adjustment for all positions in
Unit 8, or $33,595. The City Manager shall determine individual salary adjustments.
The City Manager wishes to have the discretion to determine vacation accrual amounts for employees in
Unit 8 over the schedule amount. The revised vacation accrual language provides the City Manager
with the discretion to determine vacation accrual amounts based upon additional factors other than years
of service with the City of Petaluma.
3. ALTERNATIVES:
Not adopt resolution.
4. FINANCIAL IMPACTS:
Up to $33,595 depending on individual salary adjustments.
5. CONCLUSION:
This Resolution provides the City Manager with the discretion to determine salary increases based upon
performance and to set individual vacation accrual amounts.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
Implementation of Resolution.

RESOLUTION AMENDING THE
COMPENSATION PLAN FOR EMPLOYEES
IN UNIT 8 - DEPARTMENT HEADS
WHEREAS, the employees in Unit 8 are not represented by any recognized employee
organization; and
WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter, is
required and empowered to make a recommendation to the City Council on matters related to
employees' compensation; and
WHEREAS, the City Manager has recommended the salary and vacation adjustments for
the employees in Unit 8 - Department Heads Compensation Plan be amended.
NOW, THEREFORE, BE IT RESOLVED that the amended salary and vacation
adjustments, as specified in Attachment A, for employees in this Unit, be approved and shall be
effective July 1, 2004 through June 30, 2005.

SECTION 16 - VACATION
16.1 Vacation Accrual Rate and Maximum Accrual Limits
Employees shall accrue vacation hours at the rate specified in the table in section 16.1. The City
Manager may at his or her discretion set an annual vacation accrual rate for an employee above
the accrual rate in the table in section 16.1.

16.2 Vacation - Scheduling
The times during a calendar year in which an employee may take his or her vacation shall be
determined by the City Manager with due respect for the wishes of the employee and particular
regard for the needs of the service. If the requirements of the service are such that an employee
cannot take part or all of his or her annual vacation in a particular calendar year, such vacation
shall be taken during the following calendar year.
16.3 Vacation - Banked Hours
Hours that are banked under Section "Vacation, Payment of may be used upon submittal of a
memo to the Human Resources Office for vacation purposes. These hours shall be deducted from
the existing bank.
16.4 Vacation - Adjustment for Holidays
Employees who are granted time off for scheduled holidays shall not have such holidays charged
as vacation leave when the vacation leave and holiday(s) coincide.
16.5 Vacation - Accrual Limits
The maximum vacation accrual limit shall be three (3) times the annual vacation accrual amount
as specified in table 16.1.
