EXECUTIVE SUMMARY: Recent changes in personnel provided the opportunity for the Community Development Department to evaluate the position and work performed in the GIS Division. It is determined that the position and classification of GIS Analyst be created. 2. BACKGROUND: Based upon an analysis it is recommended that the City create a new class specification of GIS Analyst which more appropriately reflects the duties and responsibilities of the work performed in the GIS Division. ALTERNATIVES: Not adopt resolution. 4. FINANCIAL IMPACTS: Position is funded in existing budget. 5. CONCLUSION: Adoption of this resolution establishes the classification of the GIS Analyst in the City's Classification and Compensation Plan, enabling the City to keep its program updated and current. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution. RECOMMENDATION: Approval of the Resolution and amendment of the City's Classification and Compensation Plan. Resolution No. 2005 -XX N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE NEW CLASSIFICATION, PAY RANGE, AND UNIT ASSIGNMENT OF GEOGRAPHIC INFORMATION SYSTEM ANALYST WHEREAS, the City wishes to keep current its Classification and Compensation Plan; and amendments and or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and responsibilities are appropriately allocated to the classification of Geographic Information System Analyst (as attached hereto and marked Attachment A); and WHEREAS, the pay ranges and unit assignments for the classifications as listed below, are hereby recommended, effective with the adoption of this Resolution; and Classification Title I Pay Range Per Month I Unit Assignment Geographic Information $5,068.17-$5,322.96-$5,588.16-$5,868.95-$6,161.88 Ij Unit #4 — Professional System Analyst NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve the amendments to the Classification and Compensation Plan as written in this Resolution including the amendment in the Competitive Service of the Personnel System; and BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code 3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation) and, that the notice of this action has been properly posted. CLASS CHARACTERISTICS The GIS Manager provides general direction; responsibilities may include indirect supervision of support staff. ESSENTIAL DUTIES, SHILLS, AND DEMANDS OF THE POSITION The duties, skills, and demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Duties: Research of GIS use within the industry of the specific departmental or divisional discipline. Design of GIS applications, including database design, user interfaces, and output specific to the departmental or divisional need. Implementation of new GIS and related software applications, including interfacing with the Information System (IS) Division for hardware and network coordination. Conduct GIS queries and analysis of departmental data sources in order to develop decision- making tools critical to departmental and divisional needs. Creation of graphical and tabular output such as maps, charts, and reports for use in project analysis, council presentations, public reference, etc. This position may also be responsible for other systems and data related to the department or division's function, such as Computer Aided Design (CAD), desktop publishing, multi -media presentations and/or web page development. Phvsical Demands and Work Environment: While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and reach with hands and arms, talk or hear. The employee frequently is required to sit, enter data into a terminal, personal computer or keyboard device; operate office equipment requiring repetitive arm/hand movement. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The noise level in the work environment is usually quiet. QUALIFICATIONS Knowledge of: GIS software, including Environmental Systems Research Institute( ESRI) Arc suite of products. Microsoft suite of products, AutoCAD, Photoshop, Illustrator or similar graphic design software and web page development software. Relational database technology and metadata creation. Common GIS programming languages such as Avenue, C, Visual Basic, Are Macro Language, Oracle and SQL Server or their current equivalent as identified. Education and Exnerience Any combination equivalent to education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Page 2 of 3 Education: A Bachelor's degree in geography, GIS, computer science, or a related field. Exnerience: Two years of technical professional experience involving GIS analysis, programming, systems engineering, or similar Feld in an information systems environment.
